Os resultados do estudo apontampara três principais lacunas no funcionamentoda Uni o: déficit democrático, a disputa acirradaquanto à separa o de competências entre a UEe seus Estados-membros e, por último, os desafiosda eficiência da tomada de decis o e suaimplementa o. O Tratado de Lisboa procurousolucionar tais quest es, ao mesmo tempo emque mantinha o delicado equilíbrio entre tendênciasfederais e intergovernamentais. No entanto,o n o irlandês renovou a discuss o sobre a concep odo projeto de integra o européia: espa ode coordena o econ mica e comercial ou uni opolítica.Abstract: The aim of the present study is, in the lightof the challenges faced by the EU regional integration,to evaluate the general framework of reforms proposedby the Lisbon Treaty. More specifically, to analyzethe effects of the institutional, economic and politicaldimensions on the dynamic of the reform process ofintegration. The results of the study show that interm of the configuration of the European regionalintegration process, three main omissions can beobserved: democracy deficit, competencesdistributions between the EU and the member states,and, finally, the challenges of efficiency in term ofdecision making and implementation. The LisbonTreaty represents a general framework to overcomeall those limitations and to keep also a balance betweenfederal and intergovernamental tendencies.Nevertheless the Irish No to the treaty and the skepticamong many other member-states reviewed thediscussion about the concept and strategy ofintegration framework: just a coordination of aneconomic space or a political union.

Abstract: As negocia es entre Uni o Europeia e Mercosul com o objetivo de estabelecer uma rela o estratégica birregional e um acordo comercial est o estagnadas desde 2004. Mesmo assim, o comércio vem aumentando substancialmente, e a UE consolidou-se como principal origem dos Investimentos Diretos Externos na regi o. Em consequência da crise financeira e econ mica, está ocorrendo um refluxo das institui es multilaterais, particularmente da Organiza o Mundial do Comércio, impulsionando, mesmo que por motivos distintos, a reabertura das negocia es entre ambos os blocos. Neste quadro, a entrada em vigor do Tratado de Lisboa introduziu modifica es no design institucional europeu, que alteraram o quadro normativo no qual as negocia es ocorrem. The negotiations between the EU and Mercosul with the objective to set up a strategic bi-regional partnership and a trade agreement are stagnant since the year 2004. Even with the interruption of the negotiation process, the trade flows between the two regions have been increasing substantially, and the EU has consolidated its position as the main source of Foreign Direct Investment in the Mercosul. On the other hand, one of the consequences of the global crisis is the retrocession of the role of Multilateral Institutions, particularly the case of the World Trade Organization, which stimulate the retaking of inter-regional block negotiations. In this relative new world configuration, the adoption of the Lisbon Treaty by all the EU-members introduces changes in the European institutional design of regional integration, which have affected the normative framework of international negotiations. The aim of the present paper is to address the effects of the Lisbon Treaty on the foreign trade policy of the EU, as well as the effects on the relationships between the EU and Latin America.
Chemical attributes of an Argisoil of the Vale do S?o Francisco after melon growth with phosphate and potash rocks biofertilizers

Abstract: fertilizer application may promote significant changes in soil reaction and on the availability of important nutrients for plants. the utilization of rock biofertilizers is a practical process that reduces energy consumption and increases nutrient availability in soils. in a field experiment, the effect of biofertilizers produced with phosphate and potash rocks plus acidithiobacillus inoculation were evaluated on the chemical attributes of an argisoil from the s?o francisco valley, pernambuco state, brazil, after melon cultivation. the experiment was arranged in a factorial 32+2 scheme in randomized block design, with four replicates. two sources of p biofertilizer (pb) and k biofertilizer (kb) were applied in the same doses recommended for simple superphosphate (ss) and potassium chloride (kcl), and in doses which corresponded to two and three times the recommended ones. additional treatments were carried out (soluble fertilizers (ss) and potassium chloride kcl), applied in the recommended dose, and control treatment with no addition of p and k (p0+k0)). biofertilizers reduced soil ph and higher available p and k values were obtained when higher doses of biofertilizers (pb and kb) were applied. mg content increased when kb biofertilizers were applied in higher rates, probably due to the solubilization of mg present in the biotite. the rock biofertilizers with acidithiobacillus may be recommended as an alternative to soluble fertilizers by the residual effect in nutrient availability, especially in sodic soils or in limed acid soils.
