Large Human Outbreak of West Nile Virus Infection in North-Eastern Italy in 2012

Abstract: Human cases of West Nile virus (WNV) disease have been reported in Italy since 2008. So far, most cases have been identified in north-eastern Italy, where, in 2012, the largest outbreak of WNV infection ever recorded in Italy occurred. Most cases of the 2012 outbreak were identified in the Veneto region, where a special surveillance plan for West Nile fever was in place. In this outbreak, 25 cases of West Nile neuroinvasive disease and 17 cases of fever were confirmed. In addition, 14 WNV RNA-positive blood donors were identified by screening of blood and organ donations and two cases of asymptomatic infection were diagnosed by active surveillance of subjects at risk of WNV exposure. Two cases of death due to WNND were reported. Molecular testing demonstrated the presence of WNV lineage 1 in all WNV RNA-positive patients and, in 15 cases, infection by the novel Livenza strain was ascertained. Surveillance in other Italian regions notified one case of neuroinvasive disease in the south of Italy and two cases in Sardinia. Integrated surveillance for WNV infection remains a public health priority in Italy and vector control activities have been strengthened in areas of WNV circulation.
Cereal-forage crop rotations and irrigation treatment effect on water use efficiency and crops sustainability in Mediterranean environment  [PDF]

Abstract: Agricultural systems based on crop rotations favour sustainability of cultivation and productivity of the crops. Wheat-forage crops rotations (annual winter binary mixture and perennial alfalfa meadow) combined with irrigation are the agronomical techniques able to better exploit the weather resources in Mediterranean environments. The experiment aimed to study the effect of 18 years of combined effect of irrigation and continuous durum wheat and wheat-forage rotations on productivities of crops and organic matter of topsoil. The experiments were established through 1991-2008 under rainfed and irrigated treatments and emphasized on the effect of irrigation and continuous wheat and wheat-forage crop rotations on water use efficiency and sustainability of organic matter. The effect of irrigation increased 49.1% and 66.9% the dry matter of mixture and meadow, respectively. Continuous wheat rotation reduced seed yield, stability of production, crude protein characteristics of kernel and soil organic matter. The yearly gain in wheat after forage crops was 0.04 t (ha·yr)-1 under rainfed and 0.07 t (ha·yr)-1 under irrigation treatments. The crude protein and soil organic matter of wheat rotations, compared to those of continuous wheat under rainfed and irrigated was increase in term of point percentage by 0.8 and 0.5 in crude protein and 5.1 and 4.4 in organic matter, respectively. The rotations of mixture and meadow under both irrigated treatments increased the point of percentage of organic matter over continuous wheat (9.3.and 8.5 in mixture and 12.5 and 9.5 meadow under rainfed and irrigation, respectively). Irrigation reduce the impact of weather on crop growing reducing water use efficiency (mean over rotations) for dry mater production (15.5 in meadow and 17.5 in mixture [L water (kg·dry·matter)-1 ]) and wheat seed yield. The effect of agronomic advantages achieved by forage crops in topsoil expire its effect after three years of continuous wheat rotation.

Abstract: This paper examines the possibility of developing a risk management instrument by designing a financial security whose value is linked to the average revenue of a given area. This type of program is sufficiently general to be considered for any group of businesses that face production uncertainty. In agriculture, it has been proposed as an alternative to multiple peril crop insurance programs, as area yield, revenue or rainfall insurance in order to eliminate ex ante and ex post moral hazard. While most of the literature concentrates on the determination of value of the indemnity and the payment of such an insurance, this paper focuses on the fact that, unlike other forms of insurance, area insurance can be cast in the form of a hedging security and, as a consequence, rather than depending only on the demand for diversification (the beta of the Capital Asset Price Model), it makes possible a risk shifting strategy based on the heterogeneity of risk attitudes of the economic agents operating in a given area.

Abstract: The levels of anti-Leishmania infantum antibodies are relevant with the diagnosis and the followup of infected dogs. Both ELISA (Enzyme-Linked Immunosorbent Assay) and IFAT (Indirect Immuno-Fluorescent Antibody Test) may be employed to estimate the antibody levels in dogs, but at present, the correlation between ELISA absorbance and IFAT titer has not been investigated. In this paper, we compared the optical densities obtained with a commercial ELISA, Leiscan?(Laboratorios Dr. Esteve S.A.), versus the titers obtained by in house IFAT. We measured ELISA absorbance of: 44 IFAT negative samples coming from an endemic area; 10 negative samples coming from a non endemic area; 29 samples with an IFAT titer between 1/40 and 1/80; 10 samples with an IFAT titer of 1/160; 9 samples with an IFAT titer of 1/320; 10 samples with an IFAT titer of 1/640; 10 samples with an IFAT titer ≥ of 1/1280. Results show that: a) there is a poor correlation between IFAT titer and ELISA absorbance; b) Leiscan? is not able to distinguish between IFAT negative samples and IFAT titers up to 1:160; c) IFAT negative samples from an endemic or non endemic area show different ELISA absorbance; d) the performance of the kit may be improved by the use of a more appropriate cut-off.

Abstract: Although Indirect Immuno-Fluorescent Antibody Test (IFAT), performed employing “in house” prepared antigen, is considered by several authors as the golden standard for the quantisation of anti-leishmania antibodies in dogs, there is a lack of papers reporting a description of the different patterns of fluorescence that can be observed. An incorrect identification of patterns of fluorescence may be an important source of bias in the interpretation of results. Previous papers report different criteria to define as “positive” a specific pattern of fluorescence, namely: membrane fluorescence, homogeneous fluorescence of the body, or homogeneous fluorescence of the body plus flagellum. In this paper, we report a detailed description of preparation of slides and of the patterns of fluorescence that can be obtained employing “in house” prepared antigen. At least six main patterns of fluorescence may be observed: 1): homogeneous cytoplasmatic green fluorescence; 2): membrane pattern, in which the fluorescence is mainly localized along the entire perimeter of the parasites; 3): coarse-speckled cytoplasmatic fluorescence; 4): flagellar pattern, in which the fluorescence is localized exclusively onto the flagellum; 5): punctiform pattern, in which the fluorescence is localized exclusively at the basis of the flagellum; 6): nuclear pattern, in which only the nucleus of the parasite shows a homogeneous green fluorescent. The significance of each pattern is discussed.
Quantitative Analysis of the Fishing Activity in the Gulf of Manfredonia (Gargano, South-Italy)  [PDF]

Abstract: The Manfredonia City Marine is the third in Italy both for its size and for its nation-wide importance, in the last decade a considerable crisis has been registered in this economic sector as shown by the always decreasing number of fishing boats registered in the Harbour-Office. As a result of such a reduction in the number of fishing boats, a remarkable fall-off in the production occurs. The fishing activity registers a deep legislative, organizational and operational transformation. The European Community, in order to face the indiscriminate impoverishment of the ichthyic inheritance, has provided incentives for the fishing boats’ casting off, by mean of an adequate reward. This paper aims to quantitatively analyze the fishing activity in the Gulf of Manfredonia in order to present a significant picture of the forthcoming situation on the basis of real data. To this end, we adopt a Prey-Predator model in discrete time that is suitable to describe properly the dynamics of an ecosystem in which just two species interact: predator and prey. The results show worrying forecasts. The fishing boats’ number presents a decreasing dynamic and, above all, we record a remarkable reduction in the stock of fishes in the Gulf of Manfredonia. The quantity of fishes, in twenty years, will be reduced of 28%. The Gulf sea, once rich in codfishes, mullets, cuttlefishes, octopus etc., runs the risk (on the basis of the results obtained in this paper) of making such species rare. The situation should be much more critical if the fishing activity in the Gulf runs at the rhythms of one decade ago. We apply the model at data from 1995, and we obtain catastrophical results; the number of fishing boats in the sector in 2015 should be 107 units (77% less) and the ichthyic inheritance about 16345 tons (45% less).

Our today’s world is becoming digital and mobile. Exploiting the advantages of wireless communication protocols is not only for telecommunication purposes, but also for payments, interaction with intelligent vehicles, etc. One of the most widespread wireless capabilities is the Bluetooth protocol. Just in 2010, 906 million mobile Bluetooth enabled phones had been sold, and in 2011, there were more than 40 million Bluetooth enabled health and medical devices on the market. Still in 2011, one third of all new vehicles produced worldwide included Bluetooth technology. Security and privacy protection is key in the digital world of today. There are security and privacy risks such as device tracking, communication eavesdropping, etc., which may come from improper Bluetooth implementation with very severe consequences for the users. The objective of this paper is to analyze the usage of Bluetooth in m-commerce and m-payment fields. The steps undertaken in this paper in order to come to a proposal for a secure architecture are the analysis of the state of the art of the relevant specifications, the existing risks and the known vulnerabilities the related known attacks. Therefore, we give first an overview of the general characteristics of Bluetooth technology today, going deeper in the analysis of Bluetooth stack’s layers and the security features offered by the specifications. After this analysis of the specifications, we study how known vulnerabilities have been exploited with a comprehensive list of known attacks, which poses serious threats for the users. With all these elements as background, we conclude the paper proposing a design for Secure Architecture for Bluetooth-Enhanced Mobile “Smart” Commerce Environments.

The past few decades have witnessed renewed interest and research efforts on the part of the scientific community. After spending decades to disassemble nature, focusing the attention on its components, scientists have shifted their attention on complex networks. These basic structures constitute a wide range of systems in nature and society, but their design is irregular, evolves dynamically over time and their components can fit in a large multiplicity of alternative ways. Nevertheless, the most recent studies of networks have made remarkable progresses by investigating some critical issues of structure and dynamics, thereby improving the understanding of the topology and the growth processes of complex networks. From an economic point of view, networks are especially interesting because they can be considered as a problem of allocation of a critical resource, information, under multiple constraints. They can also be viewed as forms of poliarchies that reproduce, for many aspects, the market paradigm, with surprising properties of self-organization and resilience, which go much beyond the characteristics that are generally attributed to general equilibrium structures. In this paper we first address the major results achieved in the study of complex network and then focus our attention on two specific, highly dynamic and complex networks: Internet and the World Wide Web.
