Indicadores científicos y tecnológicos en venezuela: de las encuestas de potencial al observatorio de ciencia, tecnología e innovación

Abstract: abstract the paper shows the evolution of the system of indicators of science, technology and innovation in venezuela, from the first survey of scientific activities in 1963, the statistical work developed by the science and technology national council (conicit) since 1969, until the recent national science, technology and innovation observatory (octi) in 2001. five different periods are identified about the modes of production, analysis and use of science and technology indicators in venezuela. the paper shows, in each period, the objectives of measurement, type of indicators, organizational models, the social actors involved and the results achieved. lastly, some of the main challenges are outlined.

Abstract: Resumen El trabajo presenta la evolución del sistema de indicadores de ciencia, tecnología e innovación en Venezuela, a partir de la primera encuesta acerca de las actividades científicas en 1963, pasando por labor estadística del Consejo Nacional de Investigaciones Científicas y Tecnológicas (Conicit) desde 1969, hasta la reciente creación del Observatorio Nacional de Ciencia, Tecnología e Innovación (OCTI) en 2001. Se observan cinco períodos claramente diferenciados sobre el proceso de producción, análisis y utilización de los indicadores de ciencia y tecnología en el país. En cada uno de ellos se identifican los propósitos, el tipo de indicadores a relevar, las formas organizativas adoptadas, los actores participantes y los resultados alcanzados. Por último, se plantean algunos de los principales desafíos actuales. Abstract: In this paper I compare the Abraham and the Minkowski forms for the momentum pertaining to an electromagnetic wave inside a dielectric or a magnetic material. The discussion is based on a careful treatment of the surface charges and currents and of the forces acting on them. While in the dielectric case the Abraham momentum is certainly more appealing from the physical point of view, for a magnetic material it suggests an interpretation in terms of magnetic charges and related magnetic currents. The Minkowski momentum for magnetic non conducting materials, on the contrary, has a natural interpretation in terms of an amperian model, in which the dynamics is determined by the Lorentz force acting on bulk and surface electric currents.
Dispersal (Entropy) and Recognition (Information) as Foundations of Emergence and Dissolvence

Abstract: The objective of this essay is to reflect on a possible relation between entropy and emergence. A qualitative, relational approach is followed. We begin by highlighting that entropy includes the concept of dispersal, relevant to our enquiry. Emergence in complex systems arises from the coordinated behavior of their parts. Coordination in turn necessitates recognition between parts, i.e., information exchange. What will be argued here is that the scope of recognition processes between parts is increased when preceded by their dispersal, which multiplies the number of encounters and creates a richer potential for recognition. A process intrinsic to emergence is dissolvence (aka submergence or top-down constraints), which participates in the information-entropy interplay underlying the creation, evolution and breakdown of higher-level entities.

Abstract: this paper seeks to pose questions regarding the body and body-power relationships, through artistic practices accomplished in a creativity workshop at a psychiatric hospital, by means of prospecting non-disciplinary possibilities for body experience, using gestures, postures and movements in artistic production. from this, it sought to associate ethics, esthetics and politics, within a processual view of the artistic experience in two ethnographic situations, thereby establishing a close relationship between art, body and subjectivation. from this, in turn, the possibilities of resistance are discussed. the particular processes of subjectivation (and the possibilities of body practices of re-singularization, re-appropriation and creation of unavailability to power, through producing a non-subjected subject) are viewed from an esthetic point of view. thus, production of art through the body and production of the body through art are both emphasized.

Abstract: the paper is a gaze upon life, in its multiple expressions and from different points of view, pointing at the contradictions generated under such approach. the notions "intra", "inter" and "trans", taken from piaget, in comparison with the "moments of thinking" taken from hegel, are used to emphasize the dialectical process of living, both in the biological and social sense, jointly with the marxists concepts of "in itself" and "for itself". meaning is mentioned as the logic of life, together with the necessity of the building of feeling which is what conforms the identity, related to problems of individual and social organization. notions of "subject" and "intermediation" complete the arsenal of categories, organized in a double axis: levels and state, where the process of constitution of the subject is articulated, for which the question of whom, how and for what organizes? intents to be answered. at last, the role of everyday life and public space are examined in this construction, to end with the relation between identity and ideology.

Abstract: health decisions are analyzed as a process of criticism, making a difference between critical attitude and aptitude, whose combination results in distinct political behaviors. subjective and social motivations for the critical attitude are proposed. the answer to the rhetorical question "who decides?" is the state, and a brief description is made pointing out the importance of the introduction of discussion subjects in its agenda by social actors. recent historical events in our country are mentioned, entailing a possible state reform. individual and social contradictions and conflicts are identified as one of the inputs to the formation of social actors and to decision-making, together with the diverse social levels where this takes place. the answer to the question "why?" is because this problem is structurally embedded in social life itself.
