The influence of the new ECMWF Ensemble Prediction System resolution on wind power forecast accuracy and uncertainty estimation

Abstract: The importance of wind power forecasting (WPF) is nowadays commonly recognized because it represents a useful tool to reduce problems of grid integration and to facilitate energy trading. If on one side the prediction accuracy is fundamental to these scopes, on the other it has become also clear that a reliable estimation about their uncertainty is paramount. In fact prediction accuracy is unfortunately not constant and can depend on the location of a particular wind farm, on the forecast time and on the atmospheric situation. Previous studies indicated that the spread of power forecasts derived from the Ensemble Prediction System (EPS) in use at the European Centre for Medium-Range Weather Forecast (ECMWF) could be used as indicator of a three-hourly, three days ahead, wind power forecast's accuracy. In this paper a new application of the EPS, whose horizontal resolution was increased on January 2010 from T399/T255 (60 km) to T639/T319 (32 km), shows an improvement in the results implying that the power spread has actually enough correlation with the error calculated on the deterministic forecast in order to be used as an accuracy predictor. The periods for this comparison are from January 2008 until October 2008 (T399/T255) and from January 2011 until October 2011 (T639/T319). Moreover we have focused our attention on the influence of the new EPS configuration on the performance of a deterministic WPF conducted with the ensemble mean: the results show that increasing the EPS resolution yields a single-valued WPF whose performance is comparable with that of the new ECMWF deterministic high-resolution meteorological model, whose spatial resolution increased from T799 (25 km) to T1279 (15 km).
A Multiperiod OPF Model Under Renewable Generation Uncertainty and Demand Side Flexibility

Abstract: Renewable energy sources such as wind and solar have received much attention in recent years and large amount of renewable generation is being integrated to the electricity networks. A fundamental challenge in power system operation is to handle the intermittent nature of the renewable generation. In this paper we present a stochastic programming approach to solve a multiperiod optimal power flow problem under renewable generation uncertainty. The proposed approach consists of two stages. In the first stage operating points for conventional power plants are determined. Second stage realizes the generation from renewable resources and optimally accommodates it by relying on demand-side flexibility. The benefits from its application are demonstrated and discussed on a 4-bus and a 39-bus systems. Numerical results show that with limited flexibility on the demand-side substantial benefits in terms of potential additional re-dispatch costs can be achieved. The scaling properties of the approach are finally analysed based on standard IEEE test cases upto 300 buses, allowing to underlined its computational efficiency.
An application of ensemble/multi model approach for wind power production forecasting

Abstract: The wind power forecasts of the 3 days ahead period are becoming always more useful and important in reducing the problem of grid integration and energy price trading due to the increasing wind power penetration. Therefore it's clear that the accuracy of this forecast is one of the most important requirements for a successful application. The wind power forecast applied in this study is based on meteorological models that provide the 3 days ahead wind data. A Model Output Statistic correction is then performed to reduce systematic error caused, for instance, by a wrong representation of surface roughness or topography in the meteorological models. For this purpose a training of a Neural Network (NN) to link directly the forecasted meteorological data and the power data has been performed. One wind farm has been examined located in a mountain area in the south of Italy (Sicily). First we compare the performances of a prediction based on meteorological data coming from a single model with those obtained by the combination of models (RAMS, ECMWF deterministic, LAMI). It is shown that the multi models approach reduces the day-ahead normalized RMSE forecast error (normalized by nominal power) of at least 1% compared to the singles models approach. Finally we have focused on the possibility of using the ensemble model system (EPS by ECMWF) to estimate the hourly, three days ahead, power forecast accuracy. Contingency diagram between RMSE of the deterministic power forecast and the ensemble members spread of wind forecast have been produced. From this first analysis it seems that ensemble spread could be used as an indicator of the forecast's accuracy at least for the first three days ahead period.
First-line antiretroviral treatment outcome in a patient presenting an HIV-1/2 multiclass drug resistant infection

Abstract: Background: With the expansion of HIV-2 epidemic beyond African countries, co-infection with HIV-1 becomes a global challenge. We have recently identified an HIV-1/2 dual infection with both viruses bearing multiclass drug resistance in an untreated patient [1]. We now present the patient's combined antiretroviral treatment (cART) outcome after 6 months follow-up. Patient and Methods: Clinical samples were obtained upon informed consent from a 23-year-old man living in Guinea-Bissau until March 2011 when he moved to Switzerland. As previously reported [1], HIV-1/2 co-infection was confirmed by HIV-1 PCR (21.000 copies/ml) and total HIV-1/2 viremia (4.351 nU/ml) by product-enhanced reverse transcriptase (PERT) assay. The patient denied previous HIV testing or exposure to antiretroviral drugs. Dual infection consisted of HIV-1 CRF02_AG bearing resistance mutations M184V/V90I and HIV-2 clade A, harboring K65R/D67N mutations as amplified from proviral-DNA. Baseline CD4 + T-cell count was 408 cell/mm3. We initiated cART in accordance to drug resistance mutations (see below). Treatment compliance was assessed with an electronic pillbox device and drug-plasma concentrations. Clinical and laboratory follow up were done at weeks 2, 4, 9, 12 and 24. Results: cART was initiated with tenofovir/emtricitabine (TDF/FTC), boosted-darunavir (DRV/r) and raltegravir(RAL). Treatment compliance was fluctuant during the first 3 months after which it remained stable with an average monthly intake of 92%. Antiretroviral drug-plasma concentrations were traced at percentile 25th. HIV-1 viremia became undetectable at week 12. Additionally, HIV-2 viremia was retrospectively assessed by real-time RT-PCR at two independent laboratories showing undetectable values across the study period including baseline. Thus, baseline viremia, as assessed by the PERT test for particle-associated reverse transcriptase activity was due to HIV-1 alone. CD4 + T-cell count was 559 cell/mm3 at week 24. Laboratory assessments showed a neutrophile drop to 0.96 at week 4, fully restored at week 9. Conclusion: This case of HIV-1/2 dual infection underscores the importance of assessing genotypic analysis of both viruses ahead to treatment choice. It also highlights viral load platforms constraints when it comes to clinical monitoring of HIV-1/2 co-infection in western settings. Overall, first-line salvage treatment was well tolerated and suppressed HIV-1 resistant clade allowing recovery of CD4+ T-cell count.

Abstract: this article defends the idea that it is no longer satisfactory to study the forms of governance of the french cities through the centre-periphery analytical framework. the devolution of new functions to urban governments, the transformations on capitalism, and states? policies have turned french cities from mere implementation spaces of public policies built at other levels to central actors on urban policy production. the horizontal relationships connecting urban actors might be the first explanation for new scopes and shapes of local urban policies. it is therefore legitimate to study urban governance and policies in french cities through theoretical tools granting a primary role to the interactions between urban actors and groups and to the conflicts and coalitions in which they are involved. amongst these theoretical tools the urban regimes approach seems particularly promising.

Abstract: Cet article défend l’idée selon laquelle il n’est plus satisfaisant d’étudier les formes du gouvernement des villes fran aises au travers du seul cadre d’analyse des rapports centre-périphérie. La dévolution de compétences aux gouvernements urbains, les transformations du capitalisme et des politiques des états ont fait des villes fran aises non plus uniquement des espaces de mise en uvre des politiques publiques mais des acteurs de l’élaboration de ces politiques et des visions stratégiques qui les inspirent. Les relations horizontales qui associent les acteurs urbains peuvent être considérées comme la première explication des formes que prend l’action publique urbaine. Dès lors, il est légitime d’appréhender désormais la gouvernance et les politiques urbaines en France au travers d’outils théoriques qui accordent un r le de premier plan aux interactions entre acteurs et groupes urbains et aux conflits et logiques de coalition dans lesquels ils sont impliqués. Parmi ces outils théoriques, l’approche en termes de régimes urbains semble particulièrement prometteuse.
