Abstract: Os acordos diplomáticos e negocia es dos governos latino-americanos com institui es e corpora es internacionais (UNESCO, BIRD) têm apresentado algumas tendências importantes em rela o à educa o e pesquisa universitária. Este artigo examina três tendências características dessas rela es com alguns dos principais paradigmas do conhecimento e a o universitária no contexto histórico latino-americano e do Mercosul. Focaliza principalmente os problemas decorrentes da inser o histórico-cultural da Universidade no sistema de mercado e nas políticas educacionais, nacionais e internacionais que a envolvem. Importants educational tendencies could be find in the analysis of the diplomatic agreements made by Latin American Governments with the assistance of the principal International Institutions on Education (UNESCO, BIRD). Three of that tendencies are presented in this article related with the principal paradigmas of the cultural and scientific knowledge find in the University and its practice. Abstract: O acesso à tecnologia n o pode ser confundido com o acesso ao conhecimento mediado pela tecnologia. Este trabalho amplia o conceito de acessibilidade, ao propor que se rompam barreiras entre pessoas e computadores de modo que o sujeito passe a ser parte integrante do ambiente de constru o do conhecimento. Portanto, argumentamos que é preciso avan ar no entendimento da acessibilidade, possibilitando a imers o do sujeito no ambiente educacional mediado pela tecnologia. The access to the technology cannot be confused with the access to the knowledge mediated by the technology. This work enlarges the accessibility concept, when proposing to break up barriers between people and computers so that the subject become integral part of the environment of knowledge construction. Therefore,we argued that it is necessary to move forward in the understanding of the accessibility, making possible the subject's immersion in the educational environment mediated by the technology. Abstract: Neste artigo discutirei as rela es entre o ambiente escolar democrático e sua influência no desenvolvimento da coopera o e do juízo moral infantil. Para isso apresentarei os resultados de experiências educacionais e de investiga es que venho conduzindo nos últimos 7 anos apontando que crian as que desenvolvem a capacidade de coopera o com seus pares e vivenciam ambientes escolares democráticos tendem a desenvolver um juízo moral mais aut nomo. In this article I will argue the relations between the democratic pertaining to school, environment and its influence in the development of the cooperation and the infantile moral judgment. For this I will present the results of educational experiences and inquiries that I come leading in last the 7 years pointing that children who develop the capacity of cooperation with its pairs and live deeply democratic pertaining to school environments tend to develop a stand alone moral judgment. Majority relation and median representative ordering

Abstract: This paper presents results on the transitivity of the majority relation and the existence of a median representative ordering. Building on the notion of intermediate preferences indexed by a median graph, the analysis extends well-known results obtained when the underlying graph is a line. In contrast with other types of restrictions such as single-peakedness, intermediate preferences allow for a clear distinction between restrictions on the set of preferences characteristics and those on the set of alternatives.
Reducing off-line to on-line: An example and its applications

Abstract: We study on-line versions of maximum weighted hereditary subgraph problems for which the instance is revealed in two clusters. We focus on the comparison of these on-line problems with their respective off-line versions. In [3], we have reduced on-line versions to the off-line ones in order to devise competitive analysis for such problems. In this paper, we first devise hardness results pointing out that this previous analysis was tight. Then, we propose a process that allows, for a large class of hereditary problems, to transform an on-line algorithm into an off-line one with improvement of the guarantees. This result can be seen as an inverse version of our previous work. It brings to the fore a hardness gap between on-line and off-line versions of those problems. This result does not apply in the case of maximizing a k -colorable induced subgraph of a given graph. For this problem we point out that, contrary to the first case, the on-line version is almost as well approximated as the offline one. .
Universally Balanced Combinatorial Optimization Games

Abstract: This article surveys studies on universally balanced properties of cooperative games defined in a succinct form. In particular, we focus on combinatorial optimization games in which the values to coalitions are defined through linear optimization programs, possibly combinatorial, that is subject to integer constraints. In economic settings, the integer requirement reflects some forms of indivisibility. We are interested in the classes of games that guarantee a non-empty core no matter what are the admissible values assigned to the parameters defining these programs. We call such classes universally balanced. We present characterization and complexity results on the universally balancedness property for some classes of interesting combinatorial optimization games. In particular, we focus on the algorithmic properties for identifying universally balancedness for the games under discussion.

Abstract: baker's cysts are located in the posteromedial region of the knee between the medial belly of the gastrocnemius muscle and semimembranosus tendon. in adults, these cysts are related to intra-articular lesions, which may consist of meniscal lesions or arthrosis. in children, these cysts are usually found on physical examination or imaging studies, and they generally do not have any clinical relevance. ultrasound examination is appropriate for identifying and measuring the popliteal cyst. the main treatment approach should focus on the joint lesions, and in most cases there is no need to address the cyst directly. although almost all knee cysts are benign (baker's cysts and parameniscal cysts), presence of some signs makes it necessary to suspect malignancy: symptoms disproportionate to the size of the cyst, absence of joint damage (e.g. meniscal tears) that might explain the existence of the cyst, unusual cyst topography, bone erosion, cyst size greater than 5 cm and tissue invasion (joint capsule).

Abstract: Le secteur éducatif syrien souhaite orienter son action vers les nouvelles technologies de l'information et la sensibilisation du public scolaire aux applications de l'informatique dans le domaine éducatif et en particulier dans le cadre de l'enseignement des langues. Dans l'enseignement-apprentissage des langues, les apports des TICE sont nombreux, mais là où elles apportent sans doute la plus grande plus-value, c'est lors de la mise en place de projets de classe motivants et valorisants, intégrés à des projets de communication authentique. Partant de ce constat, le Centre de Documentation Pédagogique de Damas forme les enseignants de fran ais syriens à l'intégration des TICE dans des projets pédagogiques de classe mettant en uvre des activités créatives et stimulantes pour communiquer en fran ais. Jusqu'alors, les formations ont centré leurs efforts sur les bases de l'environnement informatique et de la bureautique, avec pour parti pris l'utilisation de logiciels libres. L'année 2005 marquera le lancement et l'expérimentation du dispositif de formation continue à distance destiné aux professeurs de fran ais dans le domaine des TICE.
Limits to clinical trials in surgical areas

Abstract: randomized clinical trials are considered to be the gold standard of evidence-based medicine nowadays. however, it is important that we point out some limitations of randomized clinical trials relating to surgical interventions. there are limitations that affect the external and internal validity of many surgical study designs. some limitations can be bypassed, but can make it more difficult for the study to be carried out. other limitations cannot be bypassed. when it is intended to extrapolate the result of a randomized clinical trial, the premise is that the performed or to be performed intervention will be similar wherever applied and/or for every doctor using it. however, no matter how standardized the technique may be, the results are not similar for all surgeons, which implies a significant limitation to surgical randomized clinical trials concerning external validity. when considering the various limitations presented for performing surgical trials capable of generating scientific evidence within the patterns currently proposed in the evidence level classifications of medical publications, it is necessary to rethink whether those scientific evidence levels are similarly applicable to surgical works and to nonsurgical trials. we currently live in a time of supposed ''inferiority'' of surgical scientific works under the optics of the current quality criteria for a ''suitable'' clinical trial
