Homogeneity and Trend Analysis of Hydrometeorological Data of the Eastern Black Sea Region, Turkey  [PDF]

Abstract: Eastern Black Sea Region in northeastern part of Turkey has the highest precipitation total in the country, approaching 2500 mm per a year. It is therefore an important region as it frequently encounters with flash floods due to heavy rains. For future planning of water resources, environment and urbanization, it is important to know the expected behavior of hydrometeorological processes, mainly precipitation and flow. Due to these facts, in this study, homogeneity of long-term annual precipitation and streamflow series of the Eastern Black Sea Region, Turkey is checked using double mass curve method and trends are determined by means of the Mann-Kendall test. The data network consists of 38 precipitation gauging stations and 40 flow gauging stations across the Eastern Black Sea Region. It is found that 27 precipitation stations out of 38 are homogeneous and no trend is available. Out of the remaining stations, nine are found non-homogeneous and four with trend. For annual flow data, it is found that 22 stations out of 40 are homogeneous and no trend is available. The remaining 18 stations are found non-homogeneous, among which 5 stations have trend at the same time.

Abstract: united states, as the dominant geopolitical power in the middle east, has been struggling to stabilize the region to achieve its geopolitical objectives and interests. especially since the second world war, the us has rioritized, enacted and represented middle east policies as vital to securing its "national interests" till terrorist attacks on the twin towers in new york city. as it is understood, the terrorist attacks of september 11, 2001, markeda dramatic changenot onlyin us policy, but in usrhetoricandinternational discourses as well. following the terror attacks, us middle east policy shifted from being the matter of "national security," which primarily puts more emphases on "responsive securitization", to the "preventive securitization of national interests," particularly under the neo-conservative bush administrations. consequently, us launched two direct military engagements in afghanistan (2001) and iraq (2003), and involved in unilateral regime change in those states ostensibly, to secure its national interests and provide world peace in the long run. it is important to highlight here that us cleared the full support (rhetorically, at least) of the united nations to disarm the taliban regime in afghanistan. this study, therefore, attempts to revisit and conceptualize the contemporary us and eu middle east foreign policy -though they are not identical- before and after the september 11 terror attack. the argument here is that the middle east policy objectives of the us and the eu primarily agglomerate around two main headings: security of oil and protecting the state of israel in an arab-dominated region. closely related, but not equivalent, both the us and eu have a stake in establishing good relations with the arab states and promoting democracy and liberal market economies in the middle east. this study also reviews the president barack obama?s middle eastern foreign policy initiatives and attempts to suggest several key points.
World Health Organisation, Right to Health and Globalisation

Abstract: World Health Organisation (WHO) is an international organisation founded after the Second World War with the aim of developing cooperation among countries of the world. Its budget is provided by members dues along with donations. Its constitution which has been endorsed by parliaments of all member countries accepts health as a social right and health services as a public service, highlighting the social and economic determinants of health. However, the Organisation has been object to political influences since its inception and especially the USA has tried to use it for her own interests. Dominant political trends have influenced policies of WHO. For example, WHO had started Primary Health Care Program in 1970 s, when many newly independent states existed, when Third World countries like India and Yugoslavia were effective and when Soviet Union was powerful, with the slogan of Health for all which prioritised equality, participation,, prevention, socio- economic factors in health. Globalization and neo-liberal economic policies which have dominated the world have also changed the values and principles of WHO; a deterioration was experienced: from an approach of public services and health as a a social right, to one of privatisation and market forces. This new WHO has ignored the unfavourable health consequences of economic structural adjustment programs forced on poor nations and the distruction of civilians during the Iraq and Afganistan wars. A favorable change in WHO policies depend upon the regaining of economic and political independence of poor nations and their influence in international organisations. Gastrointestinal Involvement in Behcet’s Disease

Abstract: Behcet disease is multisystemic disorder which is characterized by a vasculitis. Gastrointestinal involvement is seen in 0-5% of the patients with Behcet’s disease. The most common places for the involvement are terminal ileum and cecum. However, it may be seen anywhere of the gastrointestinal system from mouth to anus. The lesions are seen as a deep or localized ulcer. Behcet Disease may radiologically imitate inflammatory bowel disease or neoplastic disorders. In those circumstances, Beh et’s disease should be thought for the differential diagnosis.

Abstract: Literary movements emerge through criticizing former literary sources or as a reaction against them. Like the other fields of art, literature is and art existing with tradition and rising on a base.By saying benefiting from tradition, it is meant the use of elements of divan in modern poetry (harmony, symbol, Islamic mysticism, motif, verse etc). Benefiting from tradition in poetry has been one of the current debatable points since administrative reforms in Ottoman period.As there are poets requiring benefit from literary sources of the past, a contrary situation is true for some others. In this paper, the discussions concerning tradition-divan poetry, poets’ attitudes towards divan poetry and how they used the elements of divan poetry are going to be analyzed.

Abstract: Mustafa Kutlu who started his art life with designs and stories he published at Fikir ve Sanatta Hareket is one of the outstanding story writers of recent Turkish literature. Mustafa Kutlu has taken part in the history of Turkish literature he deserved with the help of thematical style, new forms and stylistic trials. Having written considering the Classical Eastern Style, Kutlu has started a long story period just after the work he published in 2000 named Uzun Hikaye and has published long stories continually. In this paper, we are going to analyze Uzun Hikaye which is the first work of the writer in his long story period. Uzun Hikaye is a long story telling the incidents immigrant Ali and his son experienced in the context of migration as a notion and in a nostalgical atmosphere. The point which attracts the attention in Uzun Hikaye is its being in an autobiographical nature. The incidents told in Uzun Hikaye which was written with a quite fluent language and show parallelism with some of the writer experienced and the characters he met in his life.The work of the writer mentioned in our paper is going to be analyzed according to plot, characters, time, setting, language and style together with reflections to the work in terms of writer and realization.

In this article we emphasized shortly on the importance of annual leaves. After that we explained this subject according to national and international legislation. In this context the importance of the annual leaves and the situation in Turkey has been put forward within the frame work of the Ministry of Labour and Social Security’s recent research findings, dated 2009 and together with the international ocuments. Also this subject of our annual leave legislation is examined in the light of international legislation. Then another study is made for atypical (flexible), originating from the globalization, generally non secure short term working forms and discussions about annual leave rights seen in the public subcontract working mechanism, examined and tried to enlighten within the international legislation, supreme court and doctrine. At the last section, it is emphasized the increasing of contemporary vital importance of social states for the survival of peace, justice and development of nations and implementation of the social rights to decrease the damage to minimum against the labour that originated from the globalization which supports capital, to make sure the citizens survive a humanly life, to apply principles of social states, to preserve social, natural environment and working media and by this contemporary, vital importance and functions is emphasized.
