Simulation of Unsteady Water Film Flow on Pelton Bucket  [PDF]

Abstract: In order to simulate the complicated unsteady flow in Pelton bucket, it is necessary to apply the animated cartoon approach. In this paper, a free jet and the inner surface of a bucket is described by boundary fitted grid (BFG) with non-orthogonal curvilinear coordinates. The water flow is discretized in space and time for CFD (computational fluid dynamics). The moving grids of water film are successfully projected onto the bucket’s inner surface by a projection algorithm. The visualization result of the jet landing on bucket’s surface and the unsteady flow in the rotating buckets in 3D verifies the effectiveness of the proposed method.
China’s Forensic System: Critical Comments on the “Latest” Flaw  [PDF]

Abstract: The article will critically examine the fundamental flaws that have been newly discovered from the “latest” case studies. In recent decades, numerous miscarriages of justice have occurred in China mainly due to the insufficient or improper use of forensic evidence. Comments on the “latest” flaw will start from an overview of the notorious wrongful conviction in Case ZHANG Gaoping and ZHANG Hui whose exonerations in 2013 were based on the proper use of forensic techniques such as DNA testing. The case highlights the injustice that results when forensic evidence is ignored in favour of wrongful confessions extorted under police torture. It has been suggested that China’s several waves of forensic science reform cannot lead the current forensic identification to objective, fair or reliable forensic evidence. The “latest” founded flaw entrenched in its forensic system failed to be solved by technical, financial, administrative or legal progress only. In essence, the 2005 reform on forensic identification is flawed to its core, albeit being recently identified. This is primarily because in law forensic experts inside police can conduct identification to provide forensic evidence on cases investigated by police, which cannot ensure necessary check or balance to prevent or reduce forensic errors in practice.
Impacts of China’s Strike Hard Policy on Forensic Evidence  [PDF]

Abstract: The media has reported numerous miscarriages of justice in China, some of which directly result from errors in forensic evidence as a main cause. Given that such miscarriages occurred under the influence of China’s Strike Hard Policy, empirical studies on its impact on forensic evidence, par-ticularly that leading to miscarriages of justice will be conducted at multiple levels with diverse research methods. The old policy officially took effect mainly from 1983 to 2005, when problems in forensic evidence significantly produced more miscarriages of justice. The old policy’s impact on forensic evidence will be further explored based on data that were collected from experiments conducted with 394 questionnaires and 100 judges in four sample cities, just before and after the old policy was replaced with a balanced policy in late 2005. Surveys to elicit the traits of forensic identification were used, as well as the exogenous imposition of the old policy to identify its negative impacts on forensic evidence, combined with new policy effects. The 2005 reform towards balancing leniency and severity is essentially inadequate to prevent errors in forensic evidence.

Abstract: China’s forensic reform in 2005 has made positive progress on the forensic system in many aspects. Apart from abolishing forensic sectors in courts, increasing such sectors funded by social bodies and improving the quality of forensic examination, there has been significant progress on infrastructure and equipment construction in practice. With investments from Party committees or governments, forensic agencies including those inside police and supported by social sectors have achieved desirable results in developing their capacity building in recent years. Nonetheless, the independence of forensic sectors that the 2005 reform did attempt to improve appears not to change much the situation of investigative bodies conducting forensic examination. In fact, the police control forensic work after investigation so as not to ensure impartiality of forensic results made by police forensic experts. Thus, China need to create independent scientific institutions for forensic research, analyses and free casework in future reform, in order to build support for an overhaul of forensic science. Regardless in a broad or narrow sense, meanwhile, the “independent” nature of forensic institutes never requires abolition of those inside police. But their independence from the three institutions including police is still at the core of further forensic science reform in China.

Abstract: This article establishes the econometric model, selects stock data of Shanghai composite index from January 2, 1997 to December 31, 2012 as the basis of research. The whole period can be divided into two small periods with the time when open-ended fund enters into stock market as the boundary. Then, this article divides each small period into bear market period and bull market period and analyzes the different influences of open-ended fund on volatility of yield rate of Chinese stock market in different period. Firstly, this article adopts GARCH-M model, which can consider investment risk factors in mean equation. According to test of GARCH-M model, leverage effect can be seen in stock market volatility so that asymmetric EGARCH-M model which can also consider investment risk is introduced to capture the asymmetric influence posed by positive and negative impact.

Abstract: The real estate industry has been in a stage of rapid development since 2000, and its pulling effect on economic growth is very significant, but it has continued to develop at a rapid pace over the years. The rising prices that follow have also had a lot of impact on all aspects of society and economy. However, a country’s macroeconomic control policy, especially monetary policy, has a very important impact on the development of the real estate industry. For example, the expansionary monetary policy since 2008 has increased the money supply, so that the real estate market investment and consumption rising, house prices accelerated. Although there are also a lot of restrictions of macroeconomic policy on the rise of house prices, the effect is not obvious. Therefore, it is necessary to make use of the policy means to regulate the real estate industry in order to achieve healthy development. This paper first analyzes the mechanism of monetary policy influencing real estate price, and then discusses the effect of monetary policy on real estate market by using empirical research method. It is found that both money supply and interest rate will have an impact on real estate price. Finally, combined with the conclusion of the analysis, some policy suggestions are put forward to improve the monetary policy system for the healthy development of the real estate industry.
Microstructure and Microwave Absorption Properties of Y-Substituted Ni-Zn Ferrites  [PDF]

Abstract: The Yttrium ions substituted Ni-Zn ferrites powders were prepared using a sol-gel technique. The crystal structure, magnetic properties and microwave absorption properties of the Ni-Zn ferrites powders were studied by X-ray diffraction, vibrating sample magnetometer and vector network analyzer. The results show that the microwave absorption properties of the Ni-Zn ferrites can be improved effectively with the substitution of Y ions. The minimum reflection loss of the Yttrium ions substituted Ni-Zn powder reaches –34.8 dB, with the –20 dB bandwidth over 2 GHz. The Yttrium substitution can improve microwave absorption properties of Ni-Zn ferrite due to smaller grain dimension and the higher specific magnetization

Abstract: High-contrast is one of the main advantages in laser projection display, and the method of DCC (Dynamic Contrast Control) is the main way to increase the contrast. Generally, image pre-processing is necessary for eliminating noise and decreasing the over-highlight. In this paper, we proposed and actualized a method by following 3 steps: Firstly, the original image was analyzed statistically to get the scope of gray-scale distribution and average gray-scale; and then the image was divided into a number of sub-images. The sub-images whose pixels are higher than a certain threshold in both number and range, are applied image segmentation by certain growth rules. The sub-images satisfied with the growth rules are marked 1, and the rests are marked 0. Secondly, the sub-images are uniting. A sub-image has 3 relations between 8 sub-images around it: 1 and 1, 1 and 0, 0 and 0. The sub-images marked 1 are uniting together, and the sub-images marked 0 are uniting together. Without affecting the visual vision, all over-highlight pixels were reduced in a certain proportion. Lastly, based on the application of DCC, the whole image signals were enlarged and the brightness of light sources were reduced, so as to achieve the desired effect in contrast enhancement.
