El Trienio Liberal en el Virreinato peruano: los ayuntamientos constitucionales de Arequipa, Cusco y Huamanga, 1820-1824

Abstract: This article explores unknown aspects of the re-implantation of representative government in the Vice-Royalty of Peru during the Liberal Triennium. To this end, three cities which remained loyal to the Crown until a very late period have been chosen: Cusco, Huamanga and Arequipa. Consultation of local records from the three corporations has made it possible to reconstruct three examples of local power through electoral processes, the composition of ayuntamientos (local government councils) and analysis of the limits of their competence. The article shows that Vice-Roy La Serna governed in accordance with the Constitution of 1812 and displays the existence of processes of change and continuity between Spanish ayuntamientos and Peruvian municipalities, given that some individuals and formulae inherited from the Hispanic institutions remained in place over time. El artículo profundiza en aspectos desconocidos de lo que fue la reimplantación del gobierno representativo en el Virreinato del Perú durante el Trienio Liberal. Para ello se seleccionan tres ciudades, el Cusco, Huamanga y Arequipa, que se mantuvieron hasta muy tarde leales a la Corona. La consulta de documentación generada por las tres corporaciones ha permitido reconstruir tres ejemplos de poder local a través de los procesos electorales, la composición de los ayuntamientos y el análisis de sus competencias. Se demuestra que el virrey La Serna gobernó según la Constitución de 1812 y se pone de manifiesto que existieron cambios y continuidades entre ayuntamientos espa oles y municipalidades peruanas, porque permanecieron algunos actores y fórmulas de las instituciones hispanas.

Abstract: The change in dynasty brought with it a series of transformations to Peruvian viceroyalty political culture. Analysis is made of the government of the Marquis of Castelldosrius (1707-1710) who, in his eagerness to increase a meagre patrimony, was to attenuate his conflicts with the Creole sectors and the Consulate, with a style of politics that was characterised by courtly and cultural uses that included traditions that were in vogue in the courts of Louis XIV and in his native Catalonia. El cambio dinástico comportó una serie de cambios en la cultura política virreinal peruana. Se analiza el gobierno del marqués de Castelldosrius (1707-1710), quien atenuaría sus conflictos con sectores criollos y del Consulado por su afán de acrecentar su magro patrimonio, con un estilo de ejercer la política, caracterizado por usos cortesanos y culturales que incorporaban tradiciones en boga en la corte de Luis XIV y en su Catalu a natal.

Abstract: The archives of the Prefecture of the Peruvian Ministry of Foreign Affairs provide a perspective from which to reconstruct the broad range of legal circumstances in which Spanish residents in various regions of the country find themselves immersed (assets of relatives who have died without wills or family in Peru, political conflicts, legal problems — whether criminal or civil as a result of business activities— or the requested intervention of consular authorities when decisions considered detrimental to their compatriots are made by prefects and sub-prefects). The legal framework protecting Spanish nationals in Peru is analysed to understand the mechanisms of immigration in the country and the mechanisms that led them to keep their Spanish nationality, even after establishing wide-reaching family and business interests. Los fondos de Prefectura del Ministerio de Relaciones Exteriores del Perú son un mirador para reconstruir la amplia casuística legal en la que se verán inmersos espa oles residentes en las distintas regiones del país —bienes de difuntos intestados o sin familia en el Perú, conflictos políticos, problemas legales, fueran penales o de litigio en razón de sus actividades comerciales…— o de las gestiones de las autoridades consulares en solicitud de amparo ante decisiones de prefectos o subprefectos consideradas lesivas a sus connacionales. Se analiza el entramado legal que protegía a los espa oles en el Perú, para comprender tanto los mecanismos de integración en el país, como aquellos que les llevaron a mantener la nacionalidad espa ola, aún cuando hubieran tejido amplios intereses familiares y de negocios.

Tame Galois realizations of GSp_4(F_l) over Q

Abstract: In this paper we obtain realizations of the 4-dimensional general symplectic group over a prime field of characteristic $\ell>3$ as the Galois group of a tamely ramified Galois extension of $\mathbb{Q}$. The strategy is to consider the Galois representation $\rho_{\ell}$ attached to the Tate module at $\ell$ of a suitable abelian surface. We need to choose the abelian varieties carefully in order to ensure that the image of $\rho_{\ell}$ is large and simultaneously maintain a control on the ramification of the corresponding Galois extension. We obtain an explicit family of curves of genus 2 such that the Galois representation attached to the $\ell$-torsion points of their Jacobian varieties provide tame Galois realizations of the desired symplectic groups.

Abstract: In this paper we generalize results of P. Le Duff to genus n hyperelliptic curves. More precisely, let C/Q be a hyperelliptic genus n curve and let J(C) be the associated Jacobian variety. Assume that there exists a prime p such that J(C) has semistable reduction with toric dimension 1 at p. We provide an algorithm to compute a list of primes l (if they exist) such that the Galois representation attached to the l-torsion of J(C) is surjective onto the group GSp(2n, l). In particular we realize GSp(6, l) as a Galois group over Q for all primes l in [11, 500000].
Large Galois images for Jacobian varieties of genus 3 curves

Abstract: Given a prime number l greater than or equal to 5, we construct an infinite family of three-dimensional abelian varieties over Q such that, for any A/Q in the family, the Galois representation \rho_{A, l}: Gal_Q -> GSp(6, l) attached to the l-torsion of A is surjective. Any such variety A will be the Jacobian of a genus 3 curve over Q whose respective reductions at two auxiliary primes we prescribe to provide us with generators of Sp(6, l).
Cyclooxygenase-2 and Prostaglandin E2 Signaling through Prostaglandin Receptor EP-2 Favor the Development of Myocarditis during Acute Trypanosoma cruzi Infection

Abstract: Inflammation plays an important role in the pathophysiology of Chagas disease, caused by Trypanosoma cruzi. Prostanoids are regulators of homeostasis and inflammation and are produced mainly by myeloid cells, being cyclooxygenases, COX-1 and COX-2, the key enzymes in their biosynthesis from arachidonic acid (AA). Here, we have investigated the expression of enzymes involved in AA metabolism during T. cruzi infection. Our results show an increase in the expression of several of these enzymes in acute T. cruzi infected heart. Interestingly, COX-2 was expressed by CD68+ myeloid heart-infiltrating cells. In addition, infiltrating myeloid CD11b+Ly6G- cells purified from infected heart tissue express COX-2 and produce prostaglandin E2 (PGE2) ex vivo. T. cruzi infections in COX-2 or PGE2-dependent prostaglandin receptor EP-2 deficient mice indicate that both, COX-2 and EP-2 signaling contribute significantly to the heart leukocyte infiltration and to the release of chemokines and inflammatory cytokines in the heart of T. cruzi infected mice. In conclusion, COX-2 plays a detrimental role in acute Chagas disease myocarditis and points to COX-2 as a potential target for immune intervention.
