The responsibility of the translator by the intercultural transference of information

Abstract: If we look at the translator as a expert who transfers only to the source-linguistic text information in the target text, our definition is not enough to understand this complicated process. The translator transfers the texts of a culture of a language in another culture of another language. The translator should exactly know the culture of the target language, and produce his translation purpose-oriented after the expectations of this culture. The text types offer the translator the possibility in which way he can understand the sourcetext and translate into the targettext. Without knowing with which purposes and which receiver's circle he translates, every discussion is vain and not translation-scientific. A translation hangs together always with the connection of a text. Without text there is no translation.The subject of our article is a discussion in Turkey about a translation. It is about a translation in the Turkish. It is about a source-linguistic text which tells about the remedial customer of Sebastian Kneipp. This book was violently criticized in Turkey as a translation. It is maintained that this translation manipulates the original text, and wrong transfers. But there is no translator and no translation.

Abstract: Translations have always been the starting point for nations in the adventure of their participation to civilization. So that, all civilizations have experienced some translation activities and a period of translation at the beginning of their developmental periods. Those nations that have deep and intense relations with translations have also been very fast in the path of civilization progress. The Ottoman Empire was not able to succeed translation activities well enough and of course the recent moves were also not sufficient. The movement for the modernization of the Ottoman Empire that lasted for a period of more than 100 years was carried out with intense translation activities in every field. These translation activities in due course have turned into the production of western-oriented cultural, literary and political works. Western-oriented movements formed the most important idea or thought in the transformation of the Ottoman Empire to a democratic republic. The very early years of the Republic of Turkey experienced also translations made entirely from the Western cultures that shaped areas such as culture, literature, politics, law etc. Although translations play an important turning point for nations, the translation method also reveals the goal in which direction the nations will carry on their developments. By analyzing the aims and methods of translations, it is possible to see what role translations have played or will play in the transformation process of nations. Actually the translation method and aim of shaping our culture of 'translation movements in the Ottoman Empire and Republic of Turkey', which is actually our topic, will reveal the social effects and contributions of translations to changes in our country.
Benefaction and Pyrolysis of Sirnak Asphaltite and Lignite  [PDF]

Abstract: Depending on advanced technological developments in energy production the low quality coals needed the most economical technologies and even in order to make it possible to produce coal-derived products. Compliance with environmental norms of coal pyrolysis or gasification of various type of coals, feasible combustion systems and energy production facilities are needed in today's modern technology, also enable the production of liquid and gaseous coal fuels. However, raw materials and chemical nature of them requires a variety of adaptation methods. This study examined the high sulfur and ash types of Kütahya, Denizli, Aydin, Soma lignite, Sirnak asphaltite and lignite. The representative samples were taken from local areas of the lignites. Fundamentally, the conditions regarding better desulfurization way, the high quality pyrolysis lignite oil production, high value light oil, coal tar and gas products were determined at the goal of high fuel producing yield.
Osteoid Osteoma of the Iliac Bone Associated with Bilateral Sacroiliitis: A Case Report

Abstract: Osteoid osteoma is one of the infrequent causes of musculoskeletal pain. Rheumatic diseases such as ankylosing spondylitis are considered especially in cases of bilateral sacroiliitis. An association between these diseases is uncommon. Since both osteoid osteoma and sacroliitis response well to antiinflammatory therapy, radiological investigations, such as computed tomography (CT), have a significant role in diagnosis due to its superiority in visualizing the osseous tissue. Thus, this rare condition can not only be diagnosed, but also managed. This report presents a case of bilateral sacroiliitis in association with osteoid osteoma in a 23-year-old male patient, who was diagnosed and treated initially as bilateral sacroiliitis. CT was performed in order to evaluate the sacroiliac joint space and the accompanying osteoid osteoma was detected coincidentally. Turk J Phys Med Rehab 2010;56:152-4.

Abstract: This article examines the ihtikar problem in the Ottoman Empire during and after the tanzimat period. In the documents examined for this article, the concept of “ihtikar” covers practices such as black marketing, hoarding, profiteering, and monopoly. Any illicit gains from a good in the market were considered as “ihtikar”. During the period examined, any good used in commercial transaction can be subjected to “ihtikar”. However “ihtikar” usually was considered as an illicit gain from highly demanded necessary common goods, such as wood, coal, meat, salt, wheat, and grain. While traders are the main group that used “ihtikar”, some directors, officers, and manufacturers committed “ihtikar” as well. The main purpose of “muhtekir” or the committer of “ihtikar” is to obtaining more money easily. The main methods used by muhtekirs were hoarding, jobbing, and carrying the goods to a market with high prices. With these methods muhtekirs can gain high profits from goods the prices of which were increased spuriously. Drought, scarcity, war, and social and political problems usually offered unique opportunities to muhtekirs.

Abstract: Ahmet Midhat Efendi is one of the most prominent intellectuals of Tanzimat Period who could not only cut his connection to the past but also could not avert his face from the new just before the entrance to the circle of a different civilisation. In addition to the lots of contemporary literary and cultural events, Ahmet Midhat sympathized trends of thought. In his book called üss-i nk lap Ahmet Midhat wrote an introduction named as “Mukaddime-i Ula” and declared a proclamation about the thought of Ottomanism which had passed from the approval of Abdulhamit II. Therefore the book üss-i nk lap is one of the most important sources of that period in the context of history of Turkish thought and ideology of Ottomanism Ahmet Midhat Efendi, farkl bir medeniyet dairesine giri in ncesinde eskiden kopamayan, fakat yeniden de yüz eviremeyen Tanzimat d nemi ayd nlar n n nde gelenlerindendir. Pediatric Spinal Trauma

Abstract: Pediatric spinal injuries, although rare, constitute an important cause of morbidity and mortality. Mechanisms of injury, clinical and radiological presentation as well as treatment methods may differ from adults in the growing spine. Examination should be repeated in a child who has severe trauma even though no clinical and radiological abnormalities are detected at the first examination. Conservative approaches are generally preferred. Surgical treatment options should be considered for patients who have spinal cord compression associated with a neurologic deficit, and/or significant deformity associated with end-plate damage. Secondary deformities may develop during the follow-up period if end-plates are injured.Turk J Phys Med Rehab 2008; 54 Suppl 2: 55-8.

Abstract: Turkish higher education, a 30-year political era and an outstanding heritage with historical background, which is regulated by Law No. 2547. Th e law, which will replace the political conditions that accompany the law-making process can be converted to an opportunity. It can be obtained only by draft ing a new higher education law, which based on a constructive wisdom. Text/draft , from its theoretical fiction to its linguistic structure must be designed with an architecture so unique and perfect. Original amendment has been necessitated to construct a new system of paradigmatic framework. Unable to provide a systematic transformation of the draft, the change in the law as a whole will not be necessary.
Turkey's Increasing Role in Afghanistan

Abstract: This paper is briefly dealing with the current situation in Afghanistan within the context of Turkey’s increasing role in Afghanistan. Turkish-Afghani relations are examined in terms of politics and economy while Turkish foreign policies towards Afghanistan and the Turkish-Pakistani-Afghani triple summit attempts are analyzed. Additionally, Turkey’s security and socio-economic contributions in Afghanistan are emphasized. Turkey’s unwillingness to send troops to Afghanistanfor operational purposes that is frequently debated in national and international circles has been evaluated by stating the advantages and disadvantages of such decision. Turkey’s quiet approach between 2001 and 2004 towards Afghanistan, which have been energizing since 2005 and Foreign Minister Ahmet Davuto lu’s visit to Afghanistan on June 2009 have been dealt as well. By considering Davutoglu’s policies, aiming to introduce Turkey as a global actor and as the term President of the UNSC (the UN Security Council), it seems that Turkey is preparing to play a more active role in Afghanistan.

Abstract: “The Period of National Literature” is generally accepted as the name of a literary process beginning with the publication of the Journal Gen Kalemler in 1911 to 1923 in which Turkish Literature During the Republican Era emerged. The outstanding representatives of this movement are Mehmed Emin Yurdakul, mer Seyfettin, Ali Canip Y ntem and Ziya G kalp. Apart from this periodic perception there are two different concepts called “Nationalist/Turkic Literature” and “The Concept of National Literature”. All these concepts are intertwined and sometimes confused each other. In this article we will try to evaluate those concepts in respect to basic characteristics and nature of meaning.
