Abstract: the international trends that emerged in the age of knowledge, intensified as a result of internationalization and the development of new communication technologies, have markedly disseminated amongst us (a country historically characterized by state control of higher education) the era of quality. this paper examines different concepts and strategies of quality in higher education, which resulted from international experiences. among the main concepts that of quality stands out, synonymous with isomorphism, reflecting itself in the form of standardized institutional evaluation and employability; quality, synonymous with respect for specificities; and quality, synonymous with fairness. because of the lack of bibliography approaching the theme from a holistic point of view, this paper, rather than presenting propositions, raises issues as regards the relation of educational innovation and quality, and the unity of the concept of quality and brazilian reality.

Abstract: the internationalization of higher education assumes a leading role in the world scenario after the 1990s. this tendency is fortified with the classification of higher education as service, subject to the general agreement of trade in services (gats) of the world trade organization (wto), and the prevailing notion of transnationalization over sovereignty of the nation-state. this paper intends to identify the state of knowledge about university internationalization, concepts and practices (dale, 2000), in this century, from the analysis of data bases of european and north-american education periodicals. the methodology is guided by the principles of content analysis. the growth of scholarly writings on the topic has been identified, along with a tendency of altering the thematic focus: from conceptual to practical. the internationalization of higher education in the light of the expansion of the system and complexity urges for studies and public policies that reduce the market approach and contribute to the social-academic quality.

Abstract: the brazilian scientific knowledge production is realized, basically, in the graduate education level. this paper analyses the international cooperation in this education level. the sources of the dates are institutional reports and information with the staff of the cnpq and capes and studies about bilateral and multilateral agreements, foreign with scholarship in the country and brazilians with scholarship in the other countries. the results confirm the presence of the internationalization periphery model in the heis despite the expansion of the internationalization at the research and at the graduate level. the results show the coexistence of the two internationalization models: the predominance of the traditional international cooperation - cit, based in the competition and in the collocation in the globalized labor market and the tendency, in spite of little, from 2003, of the horizontal international model - cih, based at the international consciences and in the consolidation endogen scientific capacity of more fragile partners.

Abstract: this article discusses the development of the evaluation process in brazilian higher education regarding its conception, considering the path covered and the actions that are being implanted in the country, especially in the year 2008, "in the name of" sinaes. the new indicators inserted in the evaluation process are severely harming the evaluation system that has the purpose of being process based, formative and emancipatory, seeking the improvement of higher education in brazil.

Abstract: O artigo relata e analisa a constitui o e a consolida o da rede UNIVERSITAS/RIES. Esta advém da agrega o de duas redes de pesquisa voltadas à educa o superior. O grupo UNIVERSITAS, criado em 1993, voltado às políticas de educa o superior teve, em 1998, a agrega o da rede RIES - Rede Sulbrasileira de Investigadores da Educa o Superior, voltada à Pedagogia Universitária. A rede se constitui em Núcleo de Excelência em C, T & I do CNPq/FAPERGS e em observatório de Educa o da CPES/INEP. A partir de no o de campo científico de Bourdieu s o identificados, na rede UNIVERSITAS/RIES, critérios de competência científica e de poder social, seus principais fundamentos teóricos e metodológicos bem com a produ o científica do grupo. Development, reliability and factor analysis of a self-administered questionnaire which originates from the World Health Organization's Composite International Diagnostic Interview – Short Form (CIDI-SF) for assessing mental disorders

Abstract: Background The Composite International Diagnostic Interview – Short Form consists of short form scales for evaluating psychiatric disorders. Also for this version training of the interviewer is required. Moreover, the confidentiality could be not adequately protected. This study focuses on the preliminary validation of a brief self-completed questionnaire which originates from the CIDI-SF. Sampling and Methods A preliminary version was assessed for content and face validity. An intermediate version was evaluated for test-retest reliability. The final version of the questionnaire was evaluated for factor exploratory analysis, and internal consistency. Results After the modifications by the focus groups, the questionnaire included 29 initial probe questions and 56 secondary questions. The test retest reliability weighted Kappas were acceptable to excellent for the vast majority of questions. Factor analysis revealed six factors explaining 53.6% of total variance. Cronbach's alpha was 0.89 for the questionnaire and 0.89, 0.67, 0.71, 0.71, 0.49, and 0.67, for the six factors respectively. Conclusion The questionnaire has satisfactory reliability, and internal consistency, and might be efficient for using in community research and clinical practice. In the future, the questionnaire could be further validated (i.e., concurrent validity, discriminant validity).

Abstract: this study analyses characteristics of the model of a sustainable university present in the community university (a regionally-oriented non-public school of higher education), according to its managers. its purpose is to identify institutional policies and establish perspectives. the concept of sustaining change and documental analysis is the basis for discussions. the results show expansion, diversification of knowledge areas and funding and stimulation of academic activities. the differences are the strengthening of the steering core and entrepreneurial culture. the challenge is to establish sustainable change and maintain the community character in spite of competition and resources.

Abstract: this article, of bibliometric character, has as object the school learning, decentralizing the teacher as the sole responsible for the university teaching-learning quality. it intends to investigate the engagement of students as an essential aspect of the learning process. the paper starts with an interlocution with theorists who seem to approach this issue, with the database from anped (national association of postgraduate and research on education) and from capes (board of improvement for higher education personnel) as the main searching benchmarks. the reference starts from those research bodies because of their relevance in the field of scientific research. the article points out the need to continue the studies in this field, through an intense theoretical interlocution, as well as investigative practices related to the student.
