Abstract: the proposal that was elaborated in the united nations for attention to internally displaced persons has been presented as a mechanism of protection for this vulnerable group. the relief of its suffering, as well as the protection of its dignity constitute —in agreement with the proposal’s creators— the cornerstone of the system that has been prepared for their attention. despite the official wording, the author maintains that this model does not have as a final objective the maintenance of the welfare of those who are obliged to displace, but the containment of their exodus inside the borders of the states in which they originate. the attention that the proposal offers, even the rights that it consecrates, is a mere instrument to the service of the stability and the security of the international community to which transnational massive exoduses constitute a powerful threat. therefore the fate of those who flee is sacrificed for the sake of obtaining a higher end which the model pursues. colombian politics has been inspired by this model, which permits us to explain its limitations toward offering integral protection to displaced persons.

Abstract: La propuesta que se ha elaborado en el seno de Naciones Unidas para la atención de los desplazados internos ha sido presentada como un mecanismo de protección a este colectivo tan vulnerable. El alivio de su sufrimiento, así como la guarda de su dignidad, constituyen -de acuerdo con sus creadores- la piedra angular del sistema que se ha preparado para su atención. Pese al discurso oficial, la autora sostiene que este modelo no tiene como objetivo final la guarda del bienestar de quienes se ven obligados a desplazarse, sino la contención de su éxodo dentro de las fronteras de los Estados en los que se han originado. La atención que ofrece, incluso los derechos que consagra, son meros instrumentos al servicio de la estabilidad y la seguridad de la comunidad internacional, para la cual los éxodos masivos transnacionales constituyen una poderosa amenaza. Por tanto la suerte de quienes huyen es sacrificable en aras de obtener el fin último que persigue todo el modelo. La política colombiana se ha inspirado en este modelo, lo que permite explicar sus limitaciones para ofrecer una protección integral a los desplazados. Estructura de las comunidades de Orthoptera (Insecta) de un gradiente altitudinal de un bosque andino

Abstract: the variation in abundance, richness, diversity, dominance and composition of the orthoptera communities was studied along an altitudinal gradient, between 2000 and 3000 m, in an andean forest at “santuario de flora y fauna guanentá - alto río fonce” (santander, colombia), from january to october of 2004. surveys were conducted at five places every 250 m in altitude (located at 2000 m, 2250 m, 2500 m, 2750 m and 3000 m). the methods by study area included four quadrants (50 m x 5m each) for manual sampling. the general sampling was efficient (98.8 % ace - 82.2 % jackknife 1). the correspondence analysis and the similarity coefficients defined two different groups of communities (2000 m – 2250 m and 2750 m - 3000 m) due possible to the structural differences across the vegetation on altitudinal gradient. species richness, as well as diversity, decreased gradually with increasing altitude, due to the reduced plant resource at high elevations. there was a positive correlation between altitude and dominance of orthoptera species by the high proportion of the generalist species, probably by the best tolerance to adverse conditions. not evident association between elevation and species abundance was observed. regression models by orthoptera richness, diversity and dominance are showed.

Abstract: Se estudio la variación de la composición, abundancia, riqueza, diversidad y dominancia de las comunidades de ortópteros de un gradiente altitudinal entre los 2000 y 3000 m, en un bosque andino del Santuario de Flora y Fauna Guanentá - Alto Río Fonce (Santander, Colombia), entre enero y octubre de 2004. A lo largo del gradiente se ubicaron cinco estaciones de muestreo, una cada 250 m en altitud (a los 2000 m, 2250 m, 2500 m, 2750 m y 3000 m). En cada estación se delimitaron cuatro cuadrantes de 50 m x 5 m, donde se realizó captura manual diurna. El muestreo general obtuvo un elevado porcentaje de eficacia (98.8 % ACE; 82.2 % Jackknife 1). Los análisis de correspondencia destendido y similitud definieron dos comunidades: la integrada por los ortópteros de las estaciones 2000 - 2250 m y la de los 2750 - 3000 m, evento relacionado posiblemente con las diferencias en la estructura y composición de la vegetación a lo largo del gradiente. La riqueza y la diversidad declinaron directamente con el aumento de la altitud, lo que se relacionó con la reducción de la diversidad y disponibilidad de recursos vegetales en altitudes superiores. La dominancia aumentó con la altitud por el mayor aporte en abundancia de especies generalistas, probablemente de mayor tolerancia a condiciones adversas. La abundancia de ortópteros no presentó una asociación evidente con el nivel altitudinal. Se presentan regresiones lineales para obtener valores de riqueza, diversidad y dominancia de ortópteros. Abstract: sum of squares decomposition (sos) techniques allow us to use numerical methods, such as semidefinite programming, to prove positivity of multivariable polynomial functions. it is well known that it is not an easy task to find lyapunov functions for stability analysis of nonlinear systems. in this work, we use an algorithmic tool to solve this problem. this approach is presented as sos programming and solutions are obtained with a matlab toolbox. we present simple examples of sos concepts, stability analysis for nonlinear polynomial, and rational systems with uncertainties in the parameters to show the use of this tool. besides of these approaches, we present an alternative stability analysis for switched systems with a polynomial approach.
Comparison of the Orotracheal Tube Cuff Pressure Estimated by Palpation vs. the Measurement Taken with a Manometer

Abstract: The pressure exerted by the cuff of endotracheal tube (ETT) on the mucosa to be blown, should be kept in a safe range to avoid complications by on inflation or deflation. In our context, the objective measurement instruments are not commonly used. Objective: To evaluate the correlation between ETT cuff pressure estimated by palpation, and that obtained with a manual gauge in adult patients undergoing general anesthesia. Materials and methods: It was performed a cross-sectional study by obtaining the sample of adult patients undergoing general anesthesia requiring endotracheal intubation. We included forty patients who were intubated and then two blind anesthesiologists, other than the one who intubated, estimated insufflation of ETT cuff by palpation categorizing as over-inflated, normal or deflated. One of the observers subsequently, carried out the measurement of pressure with a manometer, both in inspiration and expiration. It was considered as normal pressure range 20 to 30 cm H2O. Results: The correlation of the estimation by palpation between the two anesthesiologists was weak (Kappa = 0.21, ES: 0.11). The correlation of the estimation by palpation and measurement with manual gauge was very weak. Between the first anesthesiologist and observers, in inspiration the κ was 0.08 (ES: 0.09), in expiration was 0.08 (ES: 0.07), also between the second anesthesiologist and the observers, κ 0.05 (ES: 0.07) and 0.02 (ES: 0.06) respectively. Conclusion: The study shows that the correlation between subjective and objective methods to determine if the cuff of ETT is properly inflated was weak. It suggests the use of more objective methods for its determination.

Abstract: Las técnicas de descomposición en sumas de cuadrados (SOS) permiten emplear métodos numéricos para probar la positividad de funciones polinómicas multivariables resolviendo problemas de programación en semidefinida. Teniendo en cuenta que generalmente es difícil encontrar funciones de Lyapunov para realizar análisis de estabilidad en sistemas no linea-les, con el uso de t técnicas SOS se utiliza una herramienta computacional para resolver este problema, planteando las condiciones de estabilidad como un problema SOS y obteniendo la solución con un toolbox de Matlab. Para mostrar el uso de esta herramienta se presentan ejemplos simples de los conceptos de SOS, análisis de estabilidad para sistemas no lineales polinomios, racionales, con incertidumbre en los parámetros y de sistemas conmutados con una aproximación en polinomio. Con dicha aproximación se encuentran funciones adecuadas para demostrar estabilidad asintótica para estos sistemas. Abstract: The dynamic behavior caused by hydro-adsorption process of materials based on a rich mineral clinoptilolite together with their acidic, basic and calcinated forms has been studied by the dynamic laser speckle (DLS) technique. We propose a modified Peleg’s equation to improve fitting of DLS data. Textural (BET), structural (XRD) and spectroscopic (FTIR) properties were also studied and compared. We demonstrated that DLS was the most sensitive, simple and inexpensive method for comparing the performance of adsorptive materials with slightly modified surfaces. It also allowed the correlation with physicochemical properties.
