Abstract: the main antecedents of the cuban public library in the pre-revolutionary period, before 1959, the main librarian institutions created in the colonial epoch, their impact on the cultural life of the cuban society and their permanence in time, in spite of the failures and of the lack of financial state support; as well as the deterioration of the public libraries for 58 years, as a reflection of the social, economic, and political impoverishment of the cuban republican period, are dealt with in this paper.

Abstract: an analysis is made on the development of the public library in cuba between 1959 and 1989. the political, economic and socio-cultural factors influencing the most on the evolution of the libraries in the country during the studied period are stressed. the links between the environment and the internal life of the public library reveal the advances and results reached by this entity in three significant phases of their development that defined their formation, boom and consolidation as an information unit.

Abstract: the campaign against illiteracy is approached as a part of the great cultural work of the cuban revolutionary goverment, as well as the contribution of public libraries to the achievement of this human goal. experiences of the work carried out by these information units at three significant moments of their history after 1959 are shown: the national campaign against illiteracy, which made possible to teach how to read and write to a a great number of illiterates and to declare cuba a land free of illiteracy; the start of literacy with braille lessons for the blind and the visually weak people in the seventies; and the digital alphabetization in the use of new information technologies in a more recent stage to librarians and users, making use of the few technological resources available in these institutions.

Abstract: the article analyses the oecd's programme for international student assessment (pisa) as a tool - knowledge-based and knowledge-generator - that participates in the coordination of public action in the field of education. the text is based on a previous research on the supranational fabrication of pisa, carried out within a large-scale european research project on the role of knowledge in health and education public policies - knowandpol. the article examines pisa - and its multiple and related activities of inquiry, organization and publication - as a policy tool, and analyses its cognitive and normative features concerning tree issues: the definition of "educational reality"; the set up of appropriate forms of governing education, and the production of knowledge for policy.

Abstract: this work deals with the trajectory of the administrative orientations and practices of a portuguese school headmaster between the mid 1950s and the mid 1970s. by doing that, a better understanding is sought for the circumstances, processes and meanings that characterized in that period the trajectory of the portuguese school system itself, and particularly with respect to the expansion of mandatory schooling and to the unification of post-primary schooling. the text articulates six fragments from a larger investigation which took the shape of a historical-organizational case study in which the history of a group of teachers of a school discipline took form. the narratives presented result from the use of oral sources of information (interviews) and written ones (official documents, pedagogical press, teacher?s personal documents, school archives). the fragments presented here which acquire unity around the figure of the headmaster result also from the employment of micropolitical frameworks to the analysis of school everyday life. for this reason, phenomena related both to the coordination and to the disputes around ideological and material interests are highlighted, and so are the strategies engaged in the expansion or defense of autonomy limits in the control of the administrative work in schools. stand out therefore the processes that elevated a school and its headmaster to the status of unique model within the portuguese school network of that time.

Abstract: the carraipía-paraguachón river basin is an area between the venezuelan and colombian borders, a zone of great economic importance for both countries. this area is characterized by climatic conditions that produce negative effects such as flooding during part of the year as well as droughts in others. in this scenario, the author proposes diverse measures to obtain greater water resources and achieve its conservation. within these objectives is the determination of the optimum operational characteristics in assigning water resources to a reservoir for the two countries. to achieve this objective, the proposed methodology makes reference to using a dynamic optimization model (applying optimum control theory) that can be employed to identify management plans that better adjust to society?s objectives.

Abstract: natural resources and the flow of environmental services are assets subject to assessment by a series of benefits to society. the contingent assessment method offers the possibility of estimating value generated by some of these services, such as those which come from the martires lake on margarita island in venezuela. the maximum paying ability (mdap) was estimated for improving present levels of non marketable services such as the quality of the lakeside using an environmental recuperation project. the obtained results for the mdap were the same as bs. 4.271,64 per person. this figure constitutes only one indicator of the value lakeside recuperation represents, on the average, for the sample studied.
