National Observatory on Special Education: Network Study about Inclusive Education in Brazil  [PDF]

Considering the importance of collaborative networks of research, a group of Brazilian researchers has created the National Observatory on Special Education (in Portuguese Oneesp), whose focus is on the production of integrated studies about policies and practices directed to the issue of school inclusion in Brazilian reality. The present project has focused on a nationwide study about a government policy to stimulate the creation of support services to students with special educational needs in regular schools, called “Multifunctional Resource Rooms (MRR)”. According to official data, between 2005 and 2011 the Brazilian Ministry of Education had financed 30.000 MRR spread in all Brazilian states. To what extent this type of service has supported the education of children and young with educational special needs? To answer these questions 203 researchers from 16 Brazilian states, representing 22 universities are leading a network study to analyze the municipalities’ implementation of this policy. Studies were conducted involving 58 municipalities for concurrently produce, knowledge and professional development through collaborative research, and were conducted through interviews with focus groups composed of approximately 450 MRR teachers, and then a national study survey in progress, directed to about 500 MRR teachers. The analysis of the results, still preliminary, indicated that the policies of the municipalities, despite following some guidelines from the Ministry of Education, were translated to their reality and assumed quite different local expressions depending in part on local history of the development of services of special education in determined reality.

Abstract: The urbanization process inside the State of São Paulo (Brazil) facilitated, in approximately five decades, the migration of thousands of peasants to the urban areas of great industrial centers inducing and requesting, at the same time and very often, an amplification of the systems of local urban infrastructure not appropriate for the natural potential of the physical territory. In this content, the city of São José do Rio Preto (State of São Paulo) with little more than 350.000 inhabitants, currently faces serious problems related to the urban planning originating from the unusual occupation and without previous study of suitability. Therefore, the present paper intends to guide and indicate the areas whose potential of urban development leads to an occupation suitable for the construction of shallow foundations in residential buildings of single floor, using an interpretative chart produced by the software GIS-SPRING-4.0 developed by Instituto Nacional de Pesquisas Espaciais/INPE (Brazil), and based in the methodology of geotechnical mapping developed by the department of geotechnical engineering of EESC/USP (Brazil). The chart for shallow foundation shows that a large portion of the studied area presents serious relationship problems with layers of highly collapsible soils.

Abstract: in the sceneries of globalization and of the revitalization of the neoliberal creed, it is important to point out the main changes assumed by the state-owned model (desnationalization of the state, desestatization of the political regimes and internationalization of the national state) in the intersection with the emergence of mighty mechanisms of transnational regulation played the lead role by globalised agencies, as oecd and european union. in this paper, the author, from the critical perspectives and the world-wide modern system, analyses the emergence of the ways of government and of regulation of the educational field. in counterpoint to hegemonic logics of the global government, metaphorized in the seven sins - vanity, pride, envy, laziness, gluttony, meanness, wrath - the author mobilizes the principals contributions of epistemology and of pedagogic-ethical ideas of paulo freire, patents in the axial wealth of basic concepts bequeathed by the educator, such as: historicity, dialogicity, conscientization, emancipation, autonomy, freedom and hope. in this paper, the author thinks about the main contributions of the pedagogy of paulo freire for the recontextualization of traditional paradigms of thinking education and for the construction of emancipatory senses which enform the reinvention of the democratic contexts.

Abstract: in this article we seek to reflect on the ethical dimension of nursing action and the quality of health care provided. we analysed the predominant principles exposed to reflection, aiming to improve ever more complex decision-making processes. we highlight the ethics of care, whose perspective reflects a special meaning in the relationships it establishes. to talk about the ethical dimension of action, when the dehumanization of contexts and professional relationships has already become a growing source of concern, leads one to enquire about the quality of nursing care. these instances of care developed on the basis of the respect for the, dignity, and human rights, should be considered a guarantee of the defence of human freedoms. only in such a perspective does it make sense to evoke the quality of health care. the ethical dimension assumes particular relevance in the health care decision-making process and its clarification and assumption by nurses, in their professional behaviour, becomes imperative.
Capture of fiscal transfers: a study of Brazilian local governments

Abstract: this paper deals with a problem observed in federal fiscal relations: the capture of transfers received by local interest groups. four hypotheses established in the literature are tested: capture is expected to increase with fiscal illusion, low bargaining power of the voter, over-financing of some local governments, and degree of poverty. the empirical tests use data from brazilian local governments. the econometric results are coherent with the hypotheses and give hints on how to prevent capture when designing an intergovernmental transfer system.
O trabalho do tutor em uma institui??o pública de ensino superior

Abstract: this study aims to analyze the characteristics of the work performed by one of the professionals having a role in distance learning (dl), namely, the tutor, and to identify whether his/her work can be recognized as a substitution for the teaching function in the educational process. the research included two investigative procedures that complemented each other: a study of legal records and statistics for the dl and a piece of qualitative research of the case study kind.the investigation demonstrated that all assignments carried out by the tutors are teaching functions. in this sense, the tutor successfully replaces the teacher, practicing the same teaching functions, despite not having any employment contract, nor titles compatible with the requirements for teaching in university and not conducting university research and extension. the teaching work in distance learning is divided between those who plan and organize the courses, the "teachers" and those who execute them, the "tutors"; it is the tutors, not the teachers, that interact (virtually) with the students.

Abstract: this paper addresses the impact and outcome of anxiety in behaviour and motor performance, with special emphasis given to the role of anxiety in the behaviour of motorcyclists. despite the motorcycle being, most times, a source of euphoric, pleasurable feelings, providing a sense of personal fulfilment, with speed in itself creating positive emotions and enthusiasm amongst the riders, it can also awaken anxiogenic-based dysphoric sensations in motorcyclists. considering the increasing number of motorcycle accidents year upon year, seen by traffic psychology as a serious problem due to both the implication rate and the usual gravity of the accidents themselves, and given the danger inherent to the combination of anxiety and motorcycle riding, some theoretical and practical implications on the prevention of two-wheel traffic accidents will also be analysed.

Abstract: we discuss recent results for the phase transition in finite-temperature qcd from numerical (monte carlo) simulations of the lattice-regularized theory. emphasis is given to the case of two degenerate light-quark flavors. the order of the transition in this case, which could have cosmological implications, has not yet been established.

Abstract: this paper is a state-of-the-art review of scientific knowledge on both the health effects of asbestos fiber inhalation and possibilities for safe and sustainable prevention, from an ethical, political, and technological point of view. the author provides scientific background and arguments from the ongoing discussion in brazil concerning the need to redefine current asbestos policy, in order to establish a more advanced and appropriate policy whose priority is the protection of life, human health, and the environment. the first part deals with several technological and economic aspects of asbestos-chrysotile. in the second part, the author presents and discusses a bibliographic review of the construction of scientific knowledge on the health effects of asbestos fibers, first within an international perspective, and then (in the third part), from a brazilian view. the fourth part analyzes the current debate on the fibrogenicity and carcinogenicity of asbestos-chrysotile. some current responses from the international community towards the asbestos-chrysotile ban are also discussed. finally, the author discusses the historical inadequacy of brazilian asbestos policy and the urgent need to revise it to include a ban on asbestos-chrysotile in this country.
