Economic Regulation of Airports and its Consequences on Efficiency

Abstract: The economic regulation of infrastructure services stems from the need to correct the market failures that arise with the lack of competition - a characteristic of monopoly markets. This situation leads operators to provide poor service at high prices, with a quality that is wanting. Thus, the presence of regulation is essential to correct such distortions. This paper investigates the effects of different forms of price regulation in airports. The analysis takes into account the interaction between the profits of grant and price regulation. The results show that while ROR regulation may lead to excess investment in capacity, price cap regulation is prone to induce under-investment. The extent of under-investment is found to be lower under the dual till price cap than under the single till price cap. In particular, the total factor productivity is greater under the dual till price cap than under the single till price cap or the single till ROR. The analysis supports the argument made by several economists that the dual regulation till would be better than the single till in terms of economic efficiency, especially for larger and more widely used airports.[Paper in Portuguese]

Abstract: this article analyzes the creation of the metaphor 'crab man' in the works of josué de castro to designate the kind of men that lived in recife swamps. the text where the metaphor was first used is analyzed in the attempt to detect the existence of other figures of speech, such as synecdoche and metonymy. three of castro's texts have been analyzed: documentário do nordeste, where the author describes the 'crab cycle'; fatores de localiza??o da cidade do recife and homens e caranguejos an autobiographical novel. the present article also tries to understand two recent updated forms of the original metaphor - gabiru men and crabs-with-brains.

Abstract: jo?o cabral de melo neto's poem "morte e vida severina" focuses primarily on the satisfaction of human needs and on the condi??o severina - i.e., the poverty, hunger, joblessness, injustice, and early death that characterizes much of life in northeast brazil. in two episodes of the poem, human life is presented as a value ideal: during the dialog between the master carpenter and the protagonist severino (a retirante, or migrant fleeing drought-stricken areas of the northeast) and likewise during the birth of another severino, on the banks of the capibaribe river in recife.

Abstract: this article provides a new interpretation of geografia da fome [the geography of hunger], by josué de castro, focusing on the convergence of three fields of knowledge: geography, clinical science, and epidemiology. although there is a certain commonality in the methodological procedures, the book offers multiple configurations of objects and a cross-disciplinary theoretical framework for explaining the phenomenon of hunger.

Abstract: use of the term paradigm has recently reached the epidemiological milieu. this article provides a critical analysis of a classification of "epidemiological paradigms" as proposed by almeida-filho. it was initially ascertained that values were not considered fundamental elements for the construction of paradigms, and that they therefore distanced themselves from the kuhnian matrix. systematization sought to unite antithetical tendencies and thus seemed closer to the foucaltian epistéme. finally, hegemony was considered a more appropriate term than paradigm for systematizing epidemiological periods, since the values of the different watersheds are committed to particularity (principally social class).

Abstract: Analisa-se na obra de Josué de Castro a eclos o da metáfora 'homem-caranguejo', criada para designar uma nova espécie de homem que habitava os mangues do Recife. Procede-se a uma releitura do texto de onde provém a metáfora com o propósito de revelar a existência subjacente de outras figuras, como a sinédoque e a metonímia. O olhar recaiu fundamentalmente sobre três obras: Documentário do Nordeste, onde o autor descreve o 'ciclo do caranguejo'; Fatores de localiza o da cidade do Recife e Homens e caranguejos, romance autobiográfico. Busca-se ainda compreender duas recentes atualiza es da metáfora original, a partir da hipérbole homem-gabiru e da personifica o caranguejo-com-cérebro.

Abstract: Recentemente, o emprego do termo paradigma chegou ao ambito epidemiológico. Este texto analisou criticamente uma classifica o de 'paradigmas epidemiológicos', proposta por Almeida-Filho. Inicialmente constatou-se que os valores n o foram considerados como elementos fundamentais para a constru o dos paradigmas, distanciando-se, assim, da matriz kuhniana. Uma vez que a sistematiza o procurou unir tendências antitéticas, ela pareceu estar mais próxima da epistéme foucaultiana. Finalmente, considerou-se mais apropriada a utiliza o do termo hegemonia, em vez de paradigma, para sistematizar períodos epidemiológicos, pois os valores das vertentes est o comprometidos com a particularidade (principalmente classe social).
