PUBLIC HEALTH SERVICES IN ROMANIA IN TERMS OF EUROPEAN POLICIES

Abstract: The article presents several of the most serious problems concerning public health care in Romania, as seen from the perspective of some similar public policies and practices in the European space. For more than two decades the public health system of Romania has undergone a so-called reform process with the main result of the continuous deterioration of both the labour conditions within the system and the quality of the provided services. This situation was created by the severe under-financing over the long term of the reform process; the continuous decreasing of the territorial units for medical services distribution; the exodus over the borders of Romanian physicians in their search for better work conditions; and, as a consequence, the limitation of the population’s access to the public health assistance and medication. The picture of the current situation inside some nations within the European Community that have recently applied reforms in the medical area strongly contrasts with the situation within Romania. Both through adopted policies and the actual medical practices that are carried on inside Romania, Romania seems deeply dissociated from all that takes place in the European Union, in the domain of medical service delivery development. Therefore, it is no wonder that for two decades the Romanian public health system is constantly situated at the end of the rankings concerning the performance of medical services, and at the beginning of those rankings regarding the incidence of morbidity and mortality within the European Community. The article also presents the authors` vision concerning privatisation of some public medical services, the efficiency of the services delivered in Romanian hospitals, the stage of the reform and the adoption of the new health law. Within this context, there are also presented some Romanian facts and managerial practices that have kept the system in a state of dysfunction and inefficiency for a long time.

Abstract: The marketing mix is the essential instrument in implementing marketing in the public sector. This paper brings into evidence the particularities of conceiving, elaborating and applying the marketing mix in public institutions. The particularities of the marketing mix that is applied in public institutions are imposed, on one hand, by the role played by the public institution and the place it occupies in the contemporary society and, on the other hand, by the objectives it defines by its marketing strategy. The tactic by which the marketing strategy is applied refers to the optimum combination of at least four controllable variables (service/product, tariff/price, distribution and promotion) accomplished by the public institution. The analysis of the classic marketing mix components – used in the public institution – allows the underlining of the significant aspects that improve the public institution activity, as well as its image in the future.

Abstract: This paper presents an overview of the technologies and the methodologies used in Network Intrusion Detection and Prevention Systems (NIDPS). Intrusion Detection and Prevention System (IDPS) technologies are differentiated by types of events that IDPSs can recognize, by types of devices that IDPSs monitor and by activity. NIDPSs monitor and analyze the streams of network packets in order to detect security incidents. The main methodology used by NIDPSs is protocol analysis. Protocol analysis requires good knowledge of the theory of the main protocols, their definition, how each protocol works.

Abstract: One of Nicolae Ceau escu’s beliefs was that international security and cooperation could not rely on Cold War bipolarity, but on active involvement from every state in promoting its interests and points of view. In defending such policies, Romania sought not only to affirm its sovereignty in front of Moscow, but also to build bridges towards other countries sharing similar ideas. Starting from the early 1960s, Romania developed a coherent policy towards Nordic Europe, consisting in both economic and political cooperation. The neutrality of countries such as Sweden or Finland was regarded in Bucharest as directed against superpowers bipolarity which served as a common denominator. This paper deals with Romania’s relations in Nordic Europe during the 1960s, investigating the rationalities and factors which contributed to the emergence of constructive cooperation among countries with such different backgrounds.
Scandinavian Perspectives. Overcoming the Cold War Pressures in Romania’s Policy towards Northern Europe

Abstract: During the first years of the Cold War, Romania was isolated in terms of foreign policy, and forced to develop relations mainly with the USSR and other socialist states. During the de-Stalinization period, the East-West relations improved and Romania started to rebuilt its relations with the West, especially economic relations. This article briefly presents the re-establishment of Romania's relations with the Scandinavian states, in the context of the improved Romanian-West relations.

Abstract: Romanian banking system has known in the last years significant changes determined by the implementation of Basel II requirements and governance principles on one hand and assimilation of the EU Directives for the banking sector on the other hand. The function of internal audit is new in the Romanian banks, being implemented as a result of the new regulation established by the Romanian National Bank in the effort to aligne the Romanian banking legislation to the international regulations and practice in the field. In the dynamic banking environment the internal audit has to define and strengthen its statute and role. We can say that in the new context – regulatory environment for banking system and professional requirements – internal audit become one of the most influential and value added function in the bank. The present paper presents the role of internal audit in the Romanian banks and its major areas of interest.
MANAGING OPERATIONAL RISK IN BANKS

Abstract: Recent years have emphasized focus on risk management, and it became clear that there is an urgent need for a robust framework to effectively manage risk. The financial and economic crisis showed the importance of a strong risk management process and forced banks to take a critical look at how they manage risks. Romanian banking system has known significant changes determined by the implementation of Basel II requirements. These requirements determined an important effort of the banks to improve their risk management process.Operational risk is considered a significant risk and has an important impact on banks activity and results. Now, there is a clear effort of the banks for applying more advanced methods on operational risk so that their control and management to be improved. The present paper presents the specificity of the operational risk management and the author’s solution for the operational risk management in banks.
