Abstract: in an election year both in russia and the united states, this article tries to assess the impact of the nearly simultaneous mandates of george w. bush and vladimir putin on the relationship between those two countries. its main conclusions point to a different ?intensity? in the way they pursued their goals and implemented their policies; to the basic similarity in the means employed by washington and moscow in their foreign and national security policies, and to the persistence of the same topics in the russian-american agenda in these last eight years (the governance model, strategic and security options, energy issues).

Abstract: the events in the hot summer in the south caucasus are the outcome of a complex dynamics in which a broad set of policies and options converged to give way to the spiral of violence that ensued on the night of the 7th to the 8th of august, 2008, when russian troops invaded georgia through south ossetia. the russian intervention in georgia should be analysed in the context of the recent political evolution in the republic, clarifying the framework for relations with its neighbours, as well as other international actors, and highlighting the implications of these developments in the area, with a particular focus on russian foreign policy objectives.

Abstract: this paper looks at foreign policy in transition from a soviet communist regime towards failed attempts at democratisation, in the case of the russian federation. the sinuous process of transition twenty years ago, the challenges implied and the opportunities missed, are here focus of analysis. this article addresses also russia twenty years past, highlighting the elements of continuity that persist in a changed context. an analysis based on the formulation and implementation of foreign policy, in a soviet and post-soviet framing, and in the way this differentiation reveals the underlining dynamics to politics of action and reaction in russian foreign policy. in this way the paper seeks to understand the foreign policy alignments underlying russian affirmation as a relevant actor in the international system.

Abstract: Este artigo analisa a política externa em transi o de um regime comunista para o que vieram a ser tentativas falhadas de democratiza o no caso da Federa o Russa. O processo sinuoso de transi o iniciado há vinte anos, os desafios implicados e as oportunidades perdidas, s o foco de análise, sublinhando também os elementos de continuidade que persistem num contexto mudado. Uma análise centrada essencialmente na formula o e implementa o da política externa, no quadro soviético e pós-soviético, e no modo como esta diferencia o revela as dinamicas subjacentes às políticas de ac o e reac o em matéria de política externa na Rússia. Deste modo, pretende-se compreender as linhas de política externa subjacentes à afirma o da Rússia enquanto actor de relevo no sistema internacional. O texto come a por tra ar o contexto em que Obama e Medvedev assumem o poder, e a desacelera o nas tens es que marcaram esta rela o especialmente em 2007 e 2008, culminando com a guerra na Geórgia e a reset policy. Embora se tenha verificado uma revis o dos procedimentos e a consolida o de la os de confian a, o artigo argumenta que a coordena o efetiva de políticas e práticas entre a Rússia e os Estados Unidos está ainda longe de ser uma realidade. The administrations of Barack Obama and Dmitry Medvedev: an overview This paper analyses the United States-Russia relationship in a changing context of growing challenges that have marked the mandates of Barack Obama and Dmitry Medvedev.The text starts by tracing the context where Obama and Medvedev come to power, and the dwindling of tensions that were very much present in this relationship, particularly in 2007 and 2008, leading to the Georgia war and the reset policy. The reset policy allowed the revision of procedures and the consolidation of trust, though the paper argues that effective coordination of policies and practices between Russia and the United States is still far from an objective reality.
