Financiamento da educa??o infantil em seis capitais Brasileiras

Abstract: this article presents the findings of a study on early childhood education provision and funding in six brazilian capitals, conducted within the scope of the research early childhood education in brazil: qualitative and quantitative assessment, developed by funda??o carlos chagas and supported by ministry of education and the interamerican development bank. the municipal secretary of education managers and technicians were interviewed, and documents about early childhood education provision as well as reports and accounting records of the expenses on education in 2007, 2008 and 2009 were analyzed. additionally, the information system for public funds for education and the fund for the maintenance and development of basic education data, available online at the national fund for the development of education website, were accessed. comparative tables, graphs and charts, as well as indicators of funds spent per student/year summarized the data and information obtained. the study revealed the diversity of early childhood education provision and inequalities as far as the funding for little children's education were concerned in the six capitals

Abstract: This article analyses the model of resources repassing to allschools units developing by Minas Gerais State. One of repassingmodalities is analysed wich calculation is made by means of a percapita mechanism based on each registered student. The textpresents arguments that indicate the inconsistency of allocationmodel. Such evidence was verified in two perspectives. One ofthem of conceptual basis, was made use of a parameter coststudent-quality whereas the other arose data of a part of a budgetreserved to education. This route led the author to conclude thatavailable resources are already insufficient to the improvement ofeducation quality

Abstract: This work discusses Social Control aspects which are carried out by the Council for SocialControl and Accompanying (CACS) and inserted in the national education financing, as from thelegality of the Fund for Maintenance and Development of Fundamental Education and Valorization ofProfessorship (Fundef), in 1998. The work establishes a comparison between the devices existing atCACS of Fundef and the legal devices presented to the composition and operation of the CACS underthe legality of the new Fund for the Maintenance and Development of Basic Education andValorization of Education Professionals (Fundeb), as from 2007. It examines the pertinent legislationfrom both funds, having as specific focal point the significant devices to the reach of the participationand social control arguing that the formality and specificity of this legislation, even if improved, arenot enough to impede the circumventing of these provisions in the localities where the civil society isnot organized and attentive. The work adds, at last, provocative questions in target of indicating amore efficient reach of this kind of social control.

Abstract: O artigo examina a Educa o Especial entre 1998 e 2006, e procura demonstrar que o desempenho das suas matrículas, seja no setor público seja no setor privado, foi fortemente influenciado pelo financiamento da educa o. Durante este período esteve em vigor um fundo público constituído com recursos da vincula o constitucional de receitas para a educa o que priorizou o ensino fundamental. A primeira se o descreve, de modo sucinto, aspectos do direito à Educa o Especial inscrito na legisla o brasileira. A segunda se o examina o comportamento dasmatrículas da Educa o Especial no ambito de uma política de financiamento da educa o que priorizou o ensino fundamental em detrimento das outros níveis e modalidades de ensino. Concluique a Educa o Especial de ensino fundamental, mesmo sem contar com recursos financeiros suficientes para um atendimento adequado, refletiu o comportamento das matrículas do ensino regular, em que se observou a municipaliza o e a amplia o da cobertura. Destaca também que o setor privado, filantrópico e sem fins lucrativos continuou se expandindo, contando com um aporte maior de recursos públicos. Abstract The article examines special education between 1998 and 2006 and aims to demonstrate that enrollment performance, either in the public sector or in the private sector, was strongly influencedby education funding. During that period, a public fund created from resources of constitutional linked revenues for education that prioritized primary education was available. The first section briefly describes aspects of the right to special education enshrined in the Brazilian legislation. The second section examines enrollment performance of special education under a policy of education funding that prioritized primary education to the detriment of other education levels and modalities. It was concluded that elementary school special education, even without counting on sufficient financial resources for an adequate care, had an increase enrollment rate in regular school, where school municipalization and coverage expansion was observed. It was also highlighted that the philanthropic and nonprofit private sector continued to grow, with a greater intake of public resources.

Abstract: Cotton and wheat crops are essential part of the Baja California agricultural production. Such crops generate waste biomass after each harvest cycle, which is almost fully openly burned in order to clear land for the next cycle. Thus in the agricultural 2011 cycle, 542,000 tonnes of straw were generated from wheat in the Mexicali Valley. In addition, the residue from the cotton consisting of stalks exceeded 143,000 tonnes. All these residues are a source of energy that is discarded annually equivalent to 10.19 PJ. Therefore, in addition to determining the biomass potential available in the state from such wastes, the aim of this paper is to propose options for the use of the energy contained in the waste biomass considering the characteristics of raw material available and existing technologies. The results show that there is the potential to generate electricity with a system of 105 MW of installed capacity, and also obtain annually 6.4 million liters of biodiesel. Obtaining this biofuel is by a transesterification reaction of waste vegetable oils, considering an average efficiency of 80% conversion, based on experimental results obtained with mixtures from Mexicali.

Abstract: introduction: the tympanoplasty aims to reconstruct the tympanic membrane, restoring protection to the middle ear and improve hearing. in this study we evaluated the surgical results and audiometric this surgery, performed in the service of otorhinolaryngology, hc / ufpr by residents of the second year in the method: a retrospective study through review of medical records. results: among the 31 patients evaluated, there was closure of the perforation in 24 (80%) and hearing improvement with reduction or closure of the conductive gap by 60% and 26.7% respectively. discussion: the success rate of surgery was satisfactory and similar to that found in the literature, and factors such as age, presence of unilateral or bilateral pathology and size of perforation were not determinants of surgical success. conclusion: tympanoplasty performed by residents of the second year of residence showed satisfactory results regarding both surgical audiometric.

O artigo apresenta uma proje o para o atendimento da demanda no contexto do desenvolvimento limpo em um cenário hipotético. This article assesses the restrained market of electricity, natural gas and alcohol in the Ara atuba Administrative Region (RAA), comparing the its consumption with the average consumption of the states of S o Paulo and Florida (USA), where the demand is believed to be fully satisfied. Projections are made for answering the demand in a clean development context for a hypothetical scenario.
