Abstract: bolivia is the only country of south america which has gone through a popular revolution of important political and social dimensions. it had to support one of the most severe and repressive dictatorships of the andean region and at present has encountered democratic stability. which factors help to explain this trajectory? and, furthermore, what factors have contributed to establish the democratic periods in this country? this article attempts to compare such democratic processes through points of encounter which permit to respond these questions, besides knowing the conditions which favor the government alliances and democratic stability and not authoritarian stability. the authoress uses yashar?s methodological approximation which proposes to analyze coalitions in favor of the establishment of democracy in a determined country.

Abstract: Bolivia es el único país de América del Sur que ha vivido una revolución popular de dimensiones políticas y sociales importantes. Tuvo una de las dictaduras más severas y represivas de la región andina y, en la actualidad, ha encontrado una estabilidad democrática. Qué factores nos explican esta trayectoria? Y, más específicamente, qué factores han contribuido a establecer los períodos democráticos en este país? El presente artículo pretende comparar dichos procesos democráticos a través de puntos de encuentro que permitan responder estas preguntas, además de conocer las condiciones que favorecen las alianzas de gobierno y la estabilidad democrática, y no la estabilidad autoritaria. La autora utiliza la aproximación metodológica de Yashar, que propone analizar las coaliciones favorables al establecimiento de la democracia en un país determinado. Abstract: this article examines the politic al dynamics in cali (colombia) after the introduction of the local and regional popular election of executives in order to understand the mechanisms of institutional political change. first, it describes the political dynamics in santiago de cali in 1988 and, finally, presents some mechanisms that explain the transformations undergone in the local political system. the main political mechanisms here underscored are: innovations in the forms of electoral politics, the liberal party's unsuccessful fragmentation, institutional changes suffered by the introduction of electoral accountability of local executives and, finally, changes in cali voters.

Abstract: the present text displays a reflection around the coca growers mobilizations that have taken place in cochabamba's tropic between 1987 and 2001 analyzing the "structures of mobilization" that develops thanks to the processes of colonization carried out in the zone and to the formation of the pasents' unions. also, the article organizes the coca growers fights in different stages, characterizing each according to the elements of the confrontacional political speech (for the case, of the coca growers and of the government), the repertoires of the confrontation, the answers of the state, the confrontation degrees, among others.

Abstract: El presente texto muestra una reflexión en torno a las movilizaciones cocaleras que se han desarrollado en el trópico de Cochabamba entre 1987 y 2001, analizando las "estructuras de movilización" con las que contaban los campesinos cocaleros en el momento de la movilización contra la política antidrogas. Asimismo, el articulo organiza las luchas cocaleras en diferentes etapas, caracterizando cada una de ellas de acuerdo a los elementos del discurso político confrontacional de cada uno de los actores, los repertorios y grados de la confrontación, las respuestas del Estado, entre otros. Abstract: El artículo analiza la idea de la presencia de líderes populistas exitosos en Bolivia en a os recientes. Desarrolla la idea de que en Bolivia no hay incentivos estructurales para que se desarrolle un líder populista debido al hecho de que los populistas no crecen en un contexto de extrema organización popular independiente. En la primera parte presenta una discusión sobre el marco teórico de la noción de populismo y de la definición del autor; la segunda parte presenta el caso del populismo boliviano analizando los elementos históricos que contribuyen a la ausencia del mismo hoy (especialmente el tipo de gobernability y el tipo de inclusión) y el mecanismo que evita que Bolivia tenga un líder populista con presencia en un sector de la sociedad fuertemente organizado

Abstract: Este artículo examina la dinámica política en Cali tras la introducción de la elección popular de los ejecutivos locales y regionales, con el objetivo de entender los mecanismos del cambio político institucional. Describe la dinámica política en Santiago de Cali desde 1988 y presenta algunos mecanismos que explican las transformaciones sufridas en el sistema político local. Los mecanismos en los que enfatiza son las innovaciones en las formas de hacer política en el campo electoral, la fragmentación no exitosa del Partido Liberal, los cambios institucionales sufridos por la introducción de la responsabilidad electoral de los ejecutivos locales y, finalmente, los cambios en el electorado cale o.
