The theoretical link between Capital Account liberalization and Currency Crisis Episodes

Abstract: The paper investigates theoretical background if countries with unregulated capital flows are more vulnerable to currency crises. In order to solve this question properly the paper considers sequence, precondition of the Capital Account Liberalization process and different generation of currency crisis models. Furthermore, theoretical studies pointed that the speed and sequence of the CAL process needs to be adequate for the country financial development and financial liberalization.
New Method for Measurement of Plant Roots Specific Surface  [PDF]

Abstract:

To provide enough space to carry all surface charges responsible for high cation exchange capacity of plant roots, large area of the root specific surface is necessary, however all experimental methods used up to date give too small surface area values. In this paper, we propose to measure the plant roots surface area using water vapor adsorption isotherm. This method gives roots specific surface areas compatible to CEC. Methodical aspects of the measurements are described along with theoretical background for calculating specific surface area on the example of roots of barley grown in nutrient solution.

Abstract: e-government can be defined as internet applications for public administration processes and decisión making on local, regional, national as well as cross-national level. therefore, the strong necessity to ensure vertical and horizontal interoperation of administrative units is arrived. the main goal of the paper is to reveal how interoperability is built into the public administration engineering process. the paper covers explanations how interoperability is important for e-governmental processes covering documents flows and what activities have been realized with eu agencies to ensure interoperability development. the first part of the paper comprises explanation of e-government document engineering and administrative process development. the second part covers consideration on interoperability for e-business and public administration. the third part includes analysis of what standardization is demanded for interoperability of e-government agencies and how different countries' governments are prepared to ensure such interoperability in public administration in the light of documents, institutional norms and open standards.

Abstract: The status of two Monte Carlo generators, HELAC-PHEGAS, a program for multi-jet processes and VBFNLO, a parton level program for vector boson fusion processes at NLO QCD, is briefly presented. The aim of these tools is the simulation of events within the Standard Model at current and future high energy experiments, in particular the LHC. Some results related to the production of multi-jet final states at the LHC are also shown.

Abstract: The service of disabled people is an extremely important segment of public libraries activity. In the United States, Canada and Scandinavian countries a great importance is attached to expanding library offer by adding services aimed to this category of users. In this work three American models of library service in public libraries are discussed. The models are: delivering library services outside a library, in other words, an outreach program, rendering services in special needs centers and integrated service, which is provided in the same place and in the same way as for the remaining members of the community (it is also called mainstreaming). Next, the models are compared with actions taken in this field in Polish libraries, which after many years of isolation from the latest trends currently are trying to overtake backlogs.
Autopoiesis in Virtual Organizations

Abstract: Virtual organizations continuously gain popularity because of the benefits created by them. Generally, they are defined as temporal adhocracies, project oriented, knowledge-based network organizations. The goal of this paper is to present the hypothesis that knowledge system developed by virtual organization is an autopoietic system. The term ¢ € autopoiesis ¢ € was introduced by Maturana for self-productive systems. In this paper, Wikipedia is described as an example of an autopoietic system. The first part of the paper covers discussion on virtual organizations. Next, autopoiesis ¢ € interpretations are delivered and the value of autopoiesis for governance of virtual organizations is presented. The last parts of the work comprise short presentation of Wikipedia, its principles and conclusions of Wikipedia as an autopoietic system.

Abstract: The enlarged European Union encompasses regions characterized by a diversified level of socio-economic development and innovation. The Community cohesion policy contributes to a harmonious and balanced development of the European territory, and the assistance in support of cross-border cooperation, as well as transnational and interregional cooperation is offered through the Community Initiative INTERREG III. The article presents the innovation potential of the border regions of the Western and Southern Poland. It is not sufficient in the light of the presented indicators, and it is necessary to take up measures aiming at its development. The Polish accession to the EU has brought along new possibilities in terms of supporting cross-border cooperation, as well as transnational and interregional one, in the years 2004-2006. Also, in the new programming period for the years 2007-2013, emphasis has been given to the need for promoting this direction of activity, while pointing at the same time to the importance of innovation, since innovation constitutes a key factor of economic growth and of enhancing competitiveness of European regions.
Study of the eta --> e+ e- gamma decay using WASA-at-COSY detector system

Abstract: Since the eta meson is a short-lived neutral particle, it is not possible to investigate its structure via classical methods of particle scattering. To learn about its quark wave function, one studies those decay processes of this meson in which a pair of photons is produced, where at least one of them is virtual. The virtual photons have a non-zero mass and convert into lepton-antilepton pairs. Therefore, information about the quarks' spatial distribution inside the meson can be extracted from the lepton-antilepton invariant mass distributions by comparing the empirical results with QED predictions, which are based on the assumption that the meson is a point-like particle. The deviation from the expected behavior in the leptonic mass spectrum exposes the inner structure of the meson. This deviation is characterized by a form factor. The corresponding data were collected for the pd --> 3He eta reaction at a proton beam momentum of 1.69 GeV/c. The experiment was performed using the WASA-at-COSY detector in November 2008. 525 +/- 26 events of the eta --> g e+ e- decay channel were reconstructed. The analysis chain led to the determination of the value of the slope parameter, bp, equal to (2.27 +/- 0.73stat. +/- 0.46sys.) GeV^{-2}, where the systematical uncertainty should be treated as an upper limit only. The estimation of the charge radius of the eta meson has been made resulting with the value of < r(eta)^2 >^(1/2) = (0.68 +/- 0.02) fm.
