Abordagem do ciclo de políticas: uma contribui??o para a análise de políticas educacionais

Abstract: this paper discusses the contributions of the 'policy cycle approach' to analyze educational policies. formulated by stephen ball and richard bowe, such approach has been applied in different contexts as a theoretical and analytical framework to examine educational policies. this paper presents the main ideas of this approach, the debate surrounding it, and its contribution to the analysis of educational policies. based on the five contexts of the policy cycle, namely: influence, text production, practice, outcomes and the political strategy; this paper also presents a set of questions to the trajectory analysis of educational policies or programs. it argues that this approach is a useful analytical framework that allows a critical and contextualized analysis of programs and educational policies from their formulation to their implementation in the context of practice as well as the policy effects.

Abstract: this article offers a review of the literature about the organization of schooling in cycles in brazil, pointing out the aspects that have been emphasized, the limitations and perspectives for the research on this topic. the review covered 147 texts, which were classified into five categories: (a) discussions of theoretical aspects related to cycles in school; (b) production and formulation of policies; (c) implementation of policies; (d) analysis of results of policies and impact on the performance of pupils; and (e) literature review. it is argued that the nature of policies and the analysis of the development of the discourse of these policies are aspects that have been neglected by the research about cycles. apart from that, it is argued that the following aspects have been little explored: (a) the analysis of the implementation of the policy at school and in the classroom through observations and ethnographic research; (b) the analysis of the trajectory of the policies from their formulation to their implementation in the classroom; (c) studies including the opinion of managers and policymakers involved with schooling in cycles. the conclusion presents aspects that deserve to be studied in greater depth to bring about a clearer, wider, and more critical understanding of the cycles at brazilian schools.

Abstract: this paper presents an analysis of 123 theses and dissertations, defended between 2000 and 2006, related to the organization of schooling in cycles in brazil. it constitutes an attempt to carry out a systematic review of the research on this topic, with the aim of identifying the main trends, contributions to the debate, gaps and related problems. based on an analysis of these studies, the article explores two specific aspects: the macro-and micro-perspectives, and the discussion of the premises of the policy of schooling in cycles. it points out that it is necessary to study further the theoretical and methodological aspects of research on cycles, and to consider the broader issues related to policy, as well as to analyze the range of aspects which mediate the policy investigated.

Abstract: Este artículo presenta un análisis de 123 tesis y disertaciones sobre la organización de la escolaridad en ciclos en Brasil escritas durante período que abarca del 2000 al 2006. Resulta en una tentantiva por realizar una revisión sistemática de las investigaciones sobre el tema con el objetivo de identificar las principales tendencias, contribuciones, lagunas y problemas con él relacionados. A partir del analisis de estos trabajos el artículo explora dos aspectos específicos: la relación macro y micro y la discusión sobre los fundamentos de la política (escuela en ciclos). El artículo indica que es necesario profundizar aspectos teóricos y metodológicos de la investigación sobre ciclos, considerar las determinaciones más amplias relacionadas a la política, como el sistema de mediaciones, de forma de buscar una comprensión del conjunto de las relaciones que se establecen con los demás fenómenos y con la totalidad.

Abstract: Este artigo apresenta os aspectos históricos da organiza o da escolaridade em ciclos no Brasil e um panorama da situa o atual dessa política. A partir do relatório de Condorcet de 1792, evidencia-se que a flexibiliza o do tempo escolar já estava presente desde o surgimento da escola moderna e que se fazia necessária em virtude das determina es econ micas e de classe social. O artigo indica que tal flexibiliza o faz-se ainda necessária pelo fato de que o quadro de exclus o e desigualdade social ainda n o foi superado. Indica ainda que a validade ou eficiência dessa política está sempre em discuss o, uma vez que os resultados e o impacto dessa política variam de um contexto para outro, principalmente em virtude das condi es econ micas, sociais, infraestruturais e pedagógicas das redes de ensino que a adotam, bem como das características dos projetos pedagógicos de organiza o da escolaridade em ciclos que têm sido implementados. This paper presents historical aspects of the organization of schooling in cycles in Brazil along with an overview of the current state of this policy. As shown by Condorcet’s report (1792), there have been attempts towards flexible school duration since the emergence of modern school, and that such flexibility was necessary due to economic and social class issues. This paper indicates that this flexibility is still necessary, because problems related to social inequality and exclusion have not yet been overcome. Furthermore, it indicates that the validity or efficiency of that policy is always under discussion, since the results and impact vary according to the context, especially concerning the economic, social, infrastructural and pedagogical conditions of the teaching networks that adopt it, as well as on account of the characteristics of pedagogical projects that have been implemented, intending to organize the schooling in cycles.
