Access to environmental information in Spain: lights and shadows El acceso a la información ambiental en Espa a: luces y sombras

Derecho PUCP , 2013,
Abstract: This paper analyses the body of law governing the right to access environmental information in Spain, paying particular attention to law 27/2006, of July 18th, which regulates the right of access to information, public participation and access to justice on environmental issues. The analysis focuses on both the active aspects of access to environmental information (the obligation that the public authorities have to collect and communicate environmental information) and the passive aspects (the right to request access to environmental information). Particular attention is paid to the advances made by this legislation and its possible implications, but no attempt is made to conceal the problems of application that it still has to face and the pending challenges.

Abstract: field test were carried out with the objective of evaluating the wood harvest and extraction traffic effects on soil physical properties on a commercial poplar plantation (populus sp.). two situations were evaluated: a) non-transited zones and b) transited zones by the harvest machinery. penetration resistance, bulk density and gravimetric moisture were determined on non-transited zones and in the vehicles tracks. penetration resistance values measured in the vehicles tracks were significantly higher than non transited zones up to 150 mm depth, and transit effect was detectable up to 380 mm depth. from 150 mm, both treatments overcame 1.5 mpa values, which would produce root growth reductions. mean bulk density on transited zones was significantly higher than non-transited zones. depth analyses values were significantly lower in the first 80 mm than the lower stratas in each treatment. high bulk density layer had an influence in shallow soil compaction.

Abstract: Flow cytometry analysis has been widely applied in the determination of nuclear DNA content and ploidy level in many organisms. Despite being the most appropriate method for DNA content measurement, flow cytometry also presents some limitations. A fairly common, but little-studied problem is the effect on measurements of the presence of secondary metabolites. A good example is the genus Viola, which is composed of 525-600 species distributed worldwide. These species have proved to be problematic for flow cytometric analyses due to the release of extremely mucilaginous compounds into the nuclear suspension. In this work, the genome size of 13 species of Viola using flow cytometry are presented for the first time. Despite obtaining histograms with high coefficients of variation, we here present an optimized protocol to remove cytoplasmic compounds, particularly mucilaginous ones, from plant nuclei that pave the way for its application to estimate the genome size of other species exhibiting similar problems. Statistical analyses revealed significant differences between sections Viola and Melanium, and within each section (P < 0.001). Furthermore, statistically significant differences were not detected among samples of the same species.

Since the nose is located in the center of the face, small asymmetries and imperfections are easily recognized. One subunit of the nose is the nasal ala, a region that, when reconstructed, requires the achievement of esthetic and functional results. This poses a challenge to the plastic surgeon. In this article, we describe 3 cases of composite auricular grafts used for nasal alar reconstruction. The grafts presented total integration and provided satisfactory esthetic and functional results. A literature review revealed no differences in the complication rates between grafts and local flaps. Moreover, the shape of the auricular cartilage was maintained over time, showing rare distortions and no or minimal absorption, contrary to costal cartilage and bone grafts. The use of composite auricular grafts is versatile and safe. This procedure ensures excellent results in nasal alar reconstruction and guarantees low morbidity within the donor areas. Therefore, the use of this technique efficiently enables the repair of nasal defects.

Abstract: Spring viremia carp virus (SVCV) is a rhabdovirus seasonally affecting warm-water cyprinid fish farming causing high impacts in worldwide economy. Because of the lack of effective preventive treatments, the identification of multipath genes involved in SVCV infection might be an alternative to explore the possibilities of using drugs for seasonal prevention of this fish disease. Because the zebrafish (Danio rerio) is a cyprinid susceptible to SVCV and their genetics and genome sequence are well advanced, it has been chosen as a model for SVCV infections. We have used newly designed pathway-targeted microarrays 3-4-fold enriched for immune/infection functional-relevant probes by using zebrafish orthologous to human genes from selected pathways of the Kyoto Encyclopedia of Genes and Genomes (KEGG). The comparative analysis of differential expression of genes through 20 pathways in 2-day exposed or 30-day survivors of SVCV infection allowed the identification of 16 multipath genes common to more than 6 pathways. In addition, receptors (Toll-like, B-cell, T-cell, RIG1-like) as well as viral RNA infection pathways were identified as the most important human-like pathways targeted by SVCV infection. Furthermore, by using bioinformatic tools to compare the promoter sequences corresponding to up and downregulated multipath gene groups, we identified putative common transcription factors which might be controlling such responses in a coordinated manner. Possible drug candidates to be tested in fish, can be identified now through search of data bases among those associated with the human orthologous to the zebrafish multipath genes. With the use of pathway-targeted microarrays, we identified some of the most important genes and transcription factors which might be implicated in viral shutoff and/or host survival responses after SVCV infection. These results could contribute to develop novel drug-based prevention methods and consolidate the zebrafish/SVCV as a model for vertebrate viral diseases.
