A Semiotic Analysis of Programming Languages  [PDF]

Abstract: The paper presents an analysis of computer programming languages based on the semiotics of Charles S. Peirce. The author describes how such languages could evolve in order to achieve some of the expressive characteristics of natural languages. This description evinces otherwise unnoticed differences between natural languages and programming languages, showing that Peircean semiotics is an efficient analysis tool. This suggests further research on the technical features needed to implement an easier way to program computers.

Abstract: this article reviews the pharmacokinetic properties of low-molecular weight heparins, compares the results of their use to that of unfractioned heparin in a pulmonary embolism treatment, showing they are a safe an effective alternative. the authors suggest that low-molecular-weight heparins administered subcutaneously once or twice-daily and without frequent laboratory monitoring have permitted out-of-hospital or short hospitalization management in some cases of pulmonary embolism, resulting in cost savings and increased patient satisfaction.
A Hybrid Fuzzy GJR-GARCH Modeling Approach for Stock Market Volatility Forecasting

Abstract: Forecasting stock market returns volatility is a challenging task that has attracted the attention of market practitioners, regulators and academics in recent years. This paper proposes a Fuzzy GJR-GARCH model to forecast the volatility of S&P 500 and Ibovespa indexes. The model comprises both the concept of fuzzy inference systems and GJR-GARCH modeling approach in order to consider the principles of time-varying volatility, leverage effects and volatility clustering, in which changes are cataloged by similarity. Moreover, a differential evolution (DE) algorithm is suggested to solve the problem of Fuzzy GJR-GARCH parameters estimation. The results indicate that the proposed method offers significant improvements in volatility forecasting performance in comparison with GARCH-type models and with a current Fuzzy-GARCH model reported in the literature. Furthermore, the DE-based algorithm aims to achieve an optimal solution with a rapid convergence rate.

Abstract: Este artigo de revis o analisa as propriedades farmacocinéticas das heparinas de baixo peso molecular, compara os resultados do seu uso com heparina n o fracionada no tratamento da tromboembolia pulmonar, mostrando que s o uma alternativa segura e efetiva. Sugere que as heparinas de baixo peso molecular administradas por via subcutanea uma ou duas vezes ao dia e sem necessidade de monitoriza o laboratorial freqüente permitem o manejo ambulatorial ou com interna o hospitalar breve de alguns casos de tromboembolia pulmonar, resultando em redu o de custos e maior satisfa o do paciente.

Quasi-local approach to general universal horizons

Abstract: Theories of gravity with a preferred foliation usually display arbitrarily fast signal propagation, changing the black hole definition. A new inescapable barrier, the universal horizon, has been defined and many static and spherically symmetric examples have been studied in the literature. Here, we translate the usual definition of universal horizon in terms of an optical scalar built with the preferred flow defined by the preferred spacetime foliation. The new expression have the advantage of being of quasi-local nature and not depend on specific spacetime symmetries to be well defined. Therefore, we propose it as a definition for general quasi-local universal horizons. We also to give a general (peeling) surface gravity definition for general spacetimes. Using the new formalism we show that there are no universal analog of cosmological horizons for FLRW models, for any scale factor function and we also state that quasi-local universal horizons are restricted to trapped regions of the spacetime. We analyze the evolution of the universal horizon area under simplifying assumptions and we conclude with our view on the next steps for the understanding of black holes in non relativistic gravity theories.
Decriminalization of Drugs: An Alternative to Decrease Brazilian Violence  [PDF]

Abstract: In Brazil, the issue of violence can be thought by two dimensions of significant proportions, drug trafficking and use and weapon trafficking and licensing. The increase of these activities, due to the involved content of violence, cruelty, and transformation of evil into a routine, is amongst the phenomena that multiply fear and the feeling of insecurity with which some Brazilian cities live currently. The backdrop of the following reflections is the Federal District, used as an example of some of the issues to be addressed. The figures involving drug possession, use, and trafficking in the Federal District have been increasing significantly, be it considering the perpetrators or the crimes, and these data are strictly related to the increase in violence in the region; its roots are multiple and complex making it impossible to explain through linear causal relations. One argument that we would like to focus here considers that if the decriminalization of drugs occurred and a countless amount of activities that currently took place in the underworld of invisibility, within the logic of terror, fear, accusation, and inhumanity were introduced into the market and regulated competition, the current violence indexes could decrease. The ones who are in favor of this argument are also willing to admit the difficulties to evidence it due to precarious amounts of information and data available, as a consequence of the illegal characteristic of the activities involved. Summing up, it can be said that the data presented and the arguments derived from these data give empirical and theoretical support to the argument in favor of broadening the knowledge and the debate about the possibility, the effects and the consequences of bringing, in a still undefined future, activities involving drug use and trafficking into legality.
Document Management and Process Automation in a Paperless Healthcare Institution  [PDF]

Abstract: Health care management is essential to the financial balance of institutions and the improvements of patient and organization documental processes. In order to achieve these aims, an important step is to observe the indicators that start to point out positive evidence when using document management and process automation in a healthcare institution, through Information and Communication Technologies in the e-Health system. The main purpose of this study was to gather data and indices about the issue under study through a literature review. Analysis of American, European, and Brazilian articles in academic or non-academic healthcare organizations indicates share and use of patient’s data that can improve the performance of applied systems; analyses of processes; quality indicators of the provided service, and patient’s quality of care and safety; diagnosis and prescription of medication; and decrease of data information errors. Thus, it achieved stage 7 in the Healthcare Informatics Management and Systems Society (HIMSS).
