Abstract: for 25 years, colombia implemented a rural development policy according to models adopted in latin america since the 1960s. that policy advanced progressively toward decentralized and participatory development and it also moved forward to new concept of rural territorial development. nevertheless, the integrated rural development program - ird, turned into a co-financing fund, due to several reasons, ended during the second half of the 1990s. the change of protectionist policies towards deregulation, political cooptation of the program and the weak state capacities to replacing the ird with other alternatives to stabilize rural societies contributed to the disappearance of the policy.

Abstract: the author discusses the meaning of the use of mathematical objects in representing knowledge. starting with numbers, he examines sucessively others formal instruments, such as sets, structures, categories, and allegories, a new object proposed by freyd & scedrov (1990). this way, he suggests that the growth of the abstraction level does not presuppose a necessary progressive disconnection from reality; quite the contrary, it provides an increasing contact with it.

Abstract: the characterization of style in mathematical texts and the similarity of functions performed by metaphors, allegories and models as links between distinct semantic fields are the start point in examining the presence of allegoric constructions in mathematical teaching. several examples are analysed, suggesting the essentiality of making use of such constructions and concluding that the permanent transition between the literal and the figurative senses is the motor of creative processes in science and mathematics, as in language.

Abstract: this paper examines the apparent consensus on the bad quality of brazilian elementary and secondary education. it emphasizes five indispensable aspects of the subject that one should keep in mind in order to plan concrete actions to face the problems. they are: the existence of "educational islands" of good quality, usually neglected by public policies; the inefficacy of the multiple assessment tools, whose results are mainly used as an inspiration for fantastic newspapers? headlines; the inexistence of a more effective articulation among the different levels of education; the lack of autonomy of the schools as fundamental unities in the structure of the public education organization; and the need of explicit actions to improve the work conditions of teachers. an old and seminal article (anísio teixeira, 1953) is evoked by the author, in order to corroborate some of the aspects presented in the paper.

Abstract: O presente artigo visa mostrar que um dos argumentos de Frege contra o psicologismo, o argumento da comunicabilidade, pressup e duas teses que implicam a possibilidade de uma linguagem privada, no sentido de Wittgenstein (uma linguagem que apenas uma pessoa pode entender), a saber, (1) que as representa es mentais (Vorstellungen) s o epistemicamente privadas e inalienáveis e (2) que para saber o que um termo geral significa, deve-se conhecer aquilo ao qual ele se refere. Abstract The present article seeks to show that one of Frege’s arguments against the psychologism, the argument of the communication, presupposes two thesis that implicate the possibility of a private language, in the sense of Wittgenstein (a language that just one person can understand), to know, (1) that the mental representations (Vorstellungen) are epistemically deprived and inalienable and (2) that in order to know what a general term means, it is necessary to know what it refers to.

Abstract: En el artículo se analiza los dos modelos de desarrollo existentes en la agricultura: el primero hace referencia, a lo que el autor llama, Modelo General de Industrialización en una Economía protegida; el segundo el que funciona a partir de 1990, en el marco de menor protección a las actividades productivas, inscrito en el procesode apertura económica. En cada uno de estos modelos se destacan los aspectos más relevantes y los alcances y las limitaciones presentadas. Al final se hacen algunas consideraciones de lo que podría ser en el futuro un modelo para el desarrollo de laagricultura.

Abstract: El diagnostico del Plan de desarrollo sobre los problemas rurales desconoce los avances logrados por la Mision Rural durante 1996-1997 en la precision de la problematica rural y el las propuestas para resolverla. El diagnostico es muy parcial y de corte economicista y sus propuestas son imprecisas e insuficientes. No profundiza el analisis de las causa de la crisis y se limita a aceptar los hechos. Menciona diversos temas como -financiacion del sector rural, reforma agraria, pobreza y desarrollo rural, investigacion y transferencia de tecnologia, problematica social y de desarrollo institucional- pero no los desarrolla y no aclara a los actores cual sera el horizonte en deben actuar, de modo que sus expectativas sobre el futuro y sus desiciones de inversion estaran llenos de incertidumbre. The diagnosis of rural problems in the Development Plan ignores the advanees achieved by the Rural Mission in 1996-1997 in the specification of the rural problematic and in the proposals to resolve it. The diagnosis is very partial and economistic and its proposals are imprecise and insufficient. It does not analyze in depth the causes of the crisis and is limited to accepting the facts. It mentions diverse topics -financing of the rural sector, agrarian reform, poverty and rural development, research and technology transfer, social problems and institutional development- but it does not develop them and does not clarify for the actors involved in what horizon they must act, and therefore their expectations about the future and their investment decisions will be full of uncertainty.

Abstract: Este ensayo presenta los principales trabajos de Jesús A. Bejarano sobre historia agraria y economía agrícola y destaca los temas que más le preocuparon desde el punto de vista académico. Esos temas mUestran su esfuerzo por interpretar la compleja realidad colombiana a partir de la teoría clásica y la Literatura económica contemporánea, adaptándolas al país sin caer en dogmatismos y, más bien, combatiéndolos. Sus trabajos constituyen un referente importante para quienes estudian la evolución del sector rural colombiano y se aventuran en el dificil camino de la formulación de políticas. This essay discusses the main contributions of Jesus A. Bejarano in the fields of agrarian history and agricultural economics and emphasizes the issues which most interested him from an academic standpoint. His work shows a concern with the interpretation of the complex Colombian reality using classical theory and contemporary economic li terature as a starting point. Bejarano adapted these to the situation of the country, without incurring in dogmatismo On the contrary, he struggled against it. His work is a necessary reference for students of the evolution of Colombia 's rural sector and for those who adventure in the difficult path of policy formulation.
