Abstract: Influenza del fattore pedologico sulla dinamica del paesaggio nel bacino S s u . Il paesaggio ha un'influenza indiretta sullo sviluppo del suolo, attraverso diversi fattori. Una caratteristica importante dei suoli è che essi sono soggetti ad una serie di stadi nella loro evoluzione, ottengono un profilo profondo, con una moltitudine di orizzonti ben differenziati. Questi tipi di suolo influenzano ladinamica del paesaggio del bacino idrografico, attraverso la loro tessitura e struttura, che sono più o meno soggetti a certi processi geomorfologici. In questo caso, causa dell'espansione dei depositi d'argilla, sabbia e ghiaia, i processi di erosione di superficie sono dominanti a causa della pioggia e della rete idrografica e a volte si incontrano frane di terreno.

Computer Aided Optimization of the Unconventional Processing

Abstract: The unconventional technologies, currently applied at a certain category of materials, difficult to be processed through usual techniques, have undergone during the last 60 years all the stages, since their discovery to their use on a large scale. They are based on elementary mechanisms which run the processing through classic methods, yet, they use in addition the interconnections of these methods. This leads to a plus in performance by increasing the outcomes precision, reducing the processing time, increasing the quality of the finite product, etc. This performance can be much increased by using the computer and a software product in assisting the human operator in the processing by an unconventional method such as; the electric or electro-chemical erosion, the complex electric-electro-chemical erosion, the processing by a laser fascicle and so on. The present work presents such an application based on a data base combining the previous experimental results, which proposes a method of optimization of the outcomes.
Upon the Modeling and the Optimization of the Debiting Process through Computer Aided Non-Conventional Technologies

Abstract: he debiting process of the remarkable properties materials can be managed through unconventional technologies as the complex electrical erosion. This paper presents the mathematical modeling and simulation of a particular processing to establish the shortest cutting time and the better surface quality based on the best combination of input parameters. This paper presents the modeling of the previous experimental results to obtain a mathematical dependence of the output parameters (processing time, surface quality) on the input parameters (voltage or current). All the experimental data are memorized on a database and for each particular debiting process a new dependence is built. The previous results database is built using personal experiments and results presented in references. These results were obtained using a research scheduler and a computer-based application organizes these results into a database separated on different mechanical processes, work conditions, materials, devices. All the experiments applied in the Romanian laboratories or practical applications of the nonconventional technological processes in the factories were based on the particular conditions of one activity. This papers presents the technical implementation of a computer-aided solution that keeps all previous experimental data, optimizes the processing conditions and eventual manage the driving gear. The flow-chart we present in this paper offers a solution for practitioners to reduce the electrical consumption while a technological processing of special materials is necessary. The computer program and the database can be easily adapted to any technological processes (conventional or not). No general available mathematical formulas for the dependency of the output parameters on the input ones are yet presented. The software we developed uses interpolation to determine the best polynomial or exponential equation and offers the combination of input values to minimize the processing time and/or to maximize the quality of the processed material.

Local Public Administration Reform. The Romanian Case

Abstract: The existence of an efficient and democratic administration is one of the main criteria of defining the modernity of a country. At this moment, Romania has not such an administration. That is why a major priority of Romania is to achieve, in a few years, a real reform through which the public administration in our country to achieve the European standards and to be defined by transparency, predictability, responsability, adaptability and effectiveness. As a fact, this is a profound reform. It is obvious that, in order to be successful, this reform cannot be performed exclusively through the effort and political will of more Governments. A joint and structural effort at the level of the entire society is necessary.
Karst groundwaters vulnerability assessment methods

Abstract: A major socio-economic and scientific issue is represented by karst hydrostructures vulnerability mapping, which qualitatively and quantitatively highlights their exposure degree. Two research trends have been developed, one taking into account the environment features exclusively – the aquifer and protective cover type, permeability, aquifer depth, recharge rate, etc. (intrinsic vulnerability), the other focused on the types and quantities of pollutants (specific vulnerability). MAGIERA (2000) described and compared 69 methods, grouped in 5 types: hydrogeological complex and setting methods, index models and analogical relations (AF, AVI, Ekv, ΔhT’), parametric system models (DRASTIC, DWSAP, SINTACS, EPPNA, GOD, EPIK, REKS, PI, GSI, GLA), mathematical models (VULK, FAVA) and statistical methods (CALVUL). However, it is also possible to classify the methods on the basis of other criteria, such as scale (local, regional, national), aim (land use planning, protection zoning, site assessment) and target (source or resource vulnerability).

Abstract: The current work deals with the classic issue of the relationship between citizens and public administration organizations. The focus on the growth of public service quality is noticeable at a global level, being seen as a priority on the public agenda, as well as on the agenda of politicians interested in growing ef ciency and quality in the governing of local communities. Such constant interest for this area has risen in the Romanian public space, too. The article brings forward a few stances of the relationship between citizen and public institution, pointing out aspects that regard perceptions, as well as interactions at a local level.
