Eco-Balancing as a Guideline for Environmentally Sound Regional Planning Supported by GIS Applications

Abstract: During the last several years, environmental impact assessment, regional or spatial planning, and environmental balancing seem to develop similarities, e.g. joint basic methodological approaches such as the use of environmental indicators, the focus on same environmental goods such air, water, soil, flora/fauna, etc. (Lenz 1999). Especially GIS-based software systems show their multiple applications in these fields.After a short introduction about the central role of indicators in transdisciplinary problem solving processes, experiences from a set of regional environmental (or eco) balances show a wide range of advantages as well as disadvantages in the context of the widespread use of GIS-based planning tools. Relying on concepts and examples for the spatial eco-balances in the district of Pfaffenhofen (Upper Bavaria, Germany; cf. Lenz 1997) and the municipality of Mulfingen (Hohenlohe, Germany) - both of them related to the concept of environmental indicators of the Advisory Board of Environmental Affairs of the Federal Republic of Germany (SRU 1994) and the Federal Environmental Agency (UBA 1995) - we can show GIS-based information systems of a high practical relevancy. On the basis of the GIS software ArcView, the data base management system Access, and html scripts, we developed environmental information systems to balance environmental effects in a map scale of 1:5,000 - 1:50,000, in order to provide the administration with tools for an environmentally sound and sustainable development of their area (Lenz 1997, 1999, Beuttler et al. 1999). The spatial distribution of land use types, solar energy potential, area consumption and drinking water consumption for the municipality of Mulfingen are highlighted in this paper. Still, the practical use of the systems seems to be limited due to the lack of computer skills among the administrators – even after programming graphical user interfaces for the indicator “drinking water consumption”-, as well as due to widely distributed and hard-to-access data and information sources.
Upper bounds for the number of orbital topological types of planar polynomial vector fields "modulo limit cycles"

Abstract: The paper deals with planar polynomial vector fields. We aim to estimate the number of orbital topological equivalence classes for the fields of degree n. An evident obstacle for this is the second part of Hilbert's 16th problem. To circumvent this obstacle we introduce the notion of equivalence modulo limit cycles. This paper is the continuation of the author's paper in [Mosc. Math. J. 1 (2001), no. 4] where the lower bound of the form 2^{cn^2} has been obtained. Here we obtain the upper bound of the same form. We also associate an equipped planar graph to every planar polynomial vector field, this graph is a complete invariant for orbital topological classification of such fields.
Frobenius manifold structures on the spaces of abelian integrals

Abstract: Frobenius manifold structures on the spaces of abelian integrals were constructed by I. Krichever. We use D-modules, deformation theory, and homological algebra to give a coordinate-free description of these structures. It turns out that the tangent sheaf multiplication has a cohomological origin, while the Levi-Civita connection is related to 1-dimensional isomonodromic deformations.
Irregular Wakimoto modules and the Casimir connection

Abstract: We study some non-highest weight modules over an affine Kac-Moody algebra at non-critical level. Roughly speaking, these modules are non-commutative localizations of some non-highest weight "vacuum" modules. Using free field realization, we embed some rings of differential operators in endomorphism rings of our modules. These rings of differential operators act on a localization of the space of coinvariants of any module over the Kac-Moody algebra with respect to a certain level subalgebra. In a particular case this action is identified with the Casimir connection.
Existence and behavior of asymmetric traveling wave solutions to thin film equation

Abstract: We proved the existence and uniqueness of a traveling wave solution to the thin film equation with a Navier slip condition at the liquid-solid interface. We obtain explicit lower and upper bounds for the solution and an absolute error estimate of approximation of a solution to the thin films equation by the traveling-wave solution.
Algebraic and hamiltonian approaches to isostokes deformations

Abstract: We study a generalization of the isomonodromic deformation to the case of connections with irregular singularities. We call this generalization Isostokes Deformation. A new deformation parameter arises: one can deform the formal normal forms of connections at irregular points. We study this part of the deformation, giving an algebraic description. Then we show how to use loop groups and hypercohomology to write explicit hamiltonians. We work on an arbitrary complete algebraic curve, the structure group is an arbitrary semisimiple group.

Abstract: Investigations of the effect of geomagnetic activity influence on the heart rhythm regulation of cosmonauts during the expeditions onboard the Soyuz spacecraft, and the MIR orbital space stations was carried out for various durations of flight in weightlessness and, under control of groups of cosmonauts who were inspected under flight conditions outside the geomagnetic disturbances and in ground preflight conditions, during disturbances and without them. The four series of analytical researches in which the data about changes of characteristics of heart rate variability are demonstrated for the first time the presence of specific effect of geomagnetic disturbances on the system of vegetative regulation of blood circulation of cosmonauts during the flight. The response of cosmonauts’ heart rhythm on the magnetic storm is depending on the initial functional background and, in particular, on the state of mechanisms of vegetative regulation (the duration of flight and adaptation to it).

Abstract: We consider a nonlinear 4th-order degenerate parabolic partial differential equation that arises in modelling the dynamics of an incompressible thin liquid film on the outer surface of a rotating horizontal cylinder in the presence of gravity. The parameters involved determine a rich variety of qualitatively different flows. We obtain sufficient conditions for finite speed of support propagation and for waiting time phenomena by application of a new extension of Stampacchia's lemma for a system of functional equations.
Receiving Post-Conflict Affiliation from the Enemy's Friend Reconciles Former Opponents

Abstract: The adaptive function of bystander initiated post-conflict affiliation (also: consolation & appeasement) has been debated for 30 years. Three influential hypotheses compete for the most likely explanation but have not previously been tested with a single data set. The consolation hypothesis argues that bystander affiliation calms the victim and reduces their stress levels. The self-protection hypothesis proposes that a bystander offers affiliation to either opponent to protect himself from redirected aggression by this individual. The relationship-repair hypothesis suggests a bystander can substitute for a friend to reconcile the friend with the friend's former opponent. Here, we contrast all three hypotheses and tested their predictions with data on wild chimpanzees (Pan troglodytes verus) of the Ta? National Park, C?te d'Ivoire. We examined the first and second post-conflict interactions with respect to both the dyadic and triadic relationships between the bystander and the two opponents. Results showed that female bystanders offered affiliation to their aggressor friends and the victims of their friends, while male bystanders offered affiliation to their victim friends and the aggressors of their friends. For both sexes, bystander affiliation resulted in a subsequent interaction pattern that is expected for direct reconciliation. Bystander affiliation offered to the opponent's friend was more likely to lead to affiliation among opponents in their subsequent interaction. Also, tolerance levels among former opponents were reset to normal levels. In conclusion, this study provides strong evidence for the relationship-repair hypothesis, moderate evidence for the consolation hypothesis and no evidence for the self-protection hypothesis. Furthermore, that bystanders can repair a relationship on behalf of their friend indicates that recipient chimpanzees are aware of the relationships between others, even when they are not kin. This presents a mechanism through which chimpanzees may gain benefits from social knowledge.
