Assessing Marine Protected Areas Effectiveness: A Case Study with the Tobago Cays Marine Park  [PDF]

Given the socio-economic consequences associated with declaring areas of ocean protected in order to achieve conservation objectives, this paper contributes to the growing global need to assess Marine Protected Areas (MPAs) as an effective management tool. It adds to the current body of knowledge on MPA effectiveness by conducting an evaluation of the Tobago Cays Marine Park (TCMP), located in St. Vincent and the Grenadines (SVG) in the eastern Caribbean, using a modified MPA effectiveness framework. Due to the limited information existing about the current performance of this MPA, this assessment also provides needed insight on the effect that the TCMP is having on the marine ecosystem, as well as its overall management performance. By comparing the performance of the MPA over a 10-year span (2007 and 2016), the results indicate that overall, the TCMP could be described as having limited success when key management categories of context, planning, input, process, output and outcomes are evaluated. In particular, efforts dedicated to planning, process and outcomes are assessed as deficient. Furthermore, the analysis revealed that efforts to realize the stated goals relating to conservation, public awareness and public education were being neglected. However, considerable effort was being expended by TCMP staff on achieving the remaining goal focusing on deriving economic benefits from touristic activities in the Park. Preliminary field research examining the effects of the TCMP on the abundance and density of an economically important species, Lobatus gigas, (commonly referred to as the queen conch) showed the TCMP as having no effect towards conch protection. The results and recommendations of this study, combined with continued monitoring of a recommended targeted suite of indicators, could contribute to better-informed adaptive MPA management, leading to progress towards the achievement of the stated goals for the TCMP.

Abstract: Este artículo analiza la incidencia de la sociedad civil y su interacción con actores gubernamentales en el proceso de reformas a la Corte Suprema argentina iniciado en 2003. Se explica que la movilización social y la acción de organizaciones civiles a favor de un cambio en la Corte fueron factores determinantes en la cofiguración de los incentivos del Poder Ejecutivo para iniciar este proceso de reforma, así como en el contenido y la forma de los cambios realizados. Dynamic critical behavior of disordered 3D Heisenberg ferromagnets

Abstract: The influence of a strong disorder on the critical dynamics of 3D Heisenberg ferromagnet was investigated by high-resolution quasielastic neutron scattering. A new disorder-induced dynamical critical behavior was found, characterized by its critical exponent z=2.3. The dynamical scaling function appeared mainly unaffected by disorder but its description led to a new parameterization of the Renormalization Group theory, as in the case of pure Nickel.

Replica symmetry breaking in the transverse-field Ising spin-glass model: Two frmionic representations

Abstract: We analyze the infinite range Ising spin-glass in a transverse-field below the critical temperature by a one step replica symmetry theory(1S-RSB). The set of n replicas is divided in r blocks of m replicas each. We present results for different values of the block-size parameter m. The spin operators are represented by bilinear combinations of fermionic fields and we compare the results of two models: in the four state (4S)-model the diagonal S^z operator has two unphysical vanishing eigenvalues, that are suppressed by a restraint in the two states (2S)-model. In the static approximation we obtain qualitatively similar results for both models. They both exhibit a critical temperature that decreases when the transverse field increases,until it reaches a quantum critical point (QCP) at the same value of the critical field, and they are both unstable under replica symmetry breaking in the whole spin glass phase. Below the critical temperature we present results for the order parameters and free energy.

Abstract: human beings communication relies on complex and multisensory systems. we use a wide range of cues to communicate, from facial expressions and different gestures, up to the most complex expressed in linguistic senses. infants before acquire language, depend on gestures like pointing to make them understand. to point is a referential act, conceptually defined as the action that an individual realizes to give a direct indication to another one, concerning a specific object. it is a triadic transaction which involves an emitter, a recipient and an object, event or place of interest. this work focuses on pointing classification, its ontogeny, why and for what children points, which mechanisms are involved, and refers to the contribution of comparative psychology to the issue. the actual controversy between rich and lean interpretations of pointing gesture is discussed. systematic studies on the origin and development of pointing, successful treatments of children with problems on earlier communication and non human primates raised in captivity using gestures support the associative and social learning based thesis.
Propuesta de un método de ordenador para resolver el ajuste a la ecuación de Zener-Hollomon (Garofalo)

Abstract: An integrated computational method to solve the Zener-Hollomon equation has been developed by the authors. This method solves the fitting problem of the equation of Zener-Hollomon for wide ranges of applied stress, strain rate and work temperature by means of the progressive application of three kinds of algorithms. In the first place a program, by means of a reiterated linear regression by planes, allows to get some values that will be later the initial values of a second block of algorithms. It permits also to purify the experimental data set. The second block of algorithms carries out a fitting by nonlinear least squares using a variation of the modified Gauss-Newton method. In the third place a group of programs is chained that permit iterate starting by the solution of the previous program approaching (if it is necessary) line by line in R2 until the optimum value is reached. All this with a support of statistical analysis for they determine the accuracy of each step, of the data, of the residuals and of the last fitting reached. Se presenta un método de ordenador integrado, desarrollado por los autores, para resolver la ecuación de Zener-Hollomon. Este método resuelve el problema del ajuste de la ecuación de Zener-Hollomon para amplios rangos de tensión aplicada, velocidad de deformación y temperatura de trabajo, mediante la aplicación progresiva de tres tipos de algoritmos. En primer lugar, una regresión reiterada multivariante por planos, para obtener unos valores que serán considerados como iniciales para un segundo bloque de algoritmos, además de depurar la base experimental de datos. El segundo bloque de algoritmos realiza un ajuste por mínimos cuadrados no lineales usando una modificación del método de Gauss-Newton modificado. En tercer lugar se encadena un grupo de programas que permiten iterar a partir de la solución del programa no lineal acercándose (si es preciso) por líneas en R2 hasta alcanzar la solución óptima. Todo ello con un soporte de análisis estadístico de la bondad de cada paso, de los datos y los residuos y del ajuste final conseguido.

Abstract: La comunicación de los seres humanos se apoya ensistemas complejos y multisensoriales. Utilizamosuna amplia gama de se ales para comunicarnos,desde expresiones faciales y distintos gestos, hastalas más complejas expresadas en sentidos lingüísticos.Los infantes, antes de adquirir la capacidad dehablar, dependen de gestos como el se alamientopara hacerse entender. El se alamiento es un actoreferencial que está conceptualmente definido comola acción que realiza un individuo para dar unaindicación directa a otro, respecto de un objetivoespecífico. Es una transacción triádica, ya que involucraa un emisor, a un receptor y a un objeto,evento o lugar de interés. Este trabajo se centra enla clasificación del se alamiento y su ontogenia; enpor qué y para qué los ni os se alan y sus posiblesmecanismos involucrados. Además hace referenciaa los aportes de la psicología comparada respectoa este tema. Se discute la controversia actual entrelas interpretaciones complejas y las simples sobreel fenómeno del gesto infantil de se alar. Los estudiosmás sistemáticos sobre el origen y desarrollode esta conducta, los tratamientos exitosos de ni oscon fallas en la comunicación temprana y la presenciade gestos en primates no humanos criadosen cautiverio apoyan la tesis del se alamiento comoresultado de procesos basados en aprendizajesasociativo y social.
