Abstract: This article presents an analysis of the behavior of federal representatives in the Brazilian House of Representatives between 1995 and 1998, when a series of constitutional amendments were presented by the president to be voted on by Congress. The objective is to show that the lack of a stable government coalition resulted in costs to society that were not anticipated by the government. The study argues that a logroll - a trade of votes - was the strategy used by the government in order to guarantee the number of votes necessary to approve the amendments. This strategy created a vicious system in which representatives would only vote with the government if they had benefits in return. Este artigo apresenta uma análise do comportamento dos deputados federais brasileiros na Camara entre 1995 e 1998, quando várias emendas constitucionais foram apresentadas pelo presidente Fernando Henrique Cardoso. O objetivo é mostrar que a falta de uma coaliz o governamental (ou bloco governamental) estável resultou em custos para a sociedade que n o foram previstos pelo governo. O argumento usado é que o logrolling - troca estratégica de votos - foi a estratégia utilizada pelo governo para garantir o número de votos necessários para aprovar as emendas. Assim, na tentativa de se garantir o número mínimo de votos, o governo criou um sistema no qual os deputados apenas votariam com ele se tivessem algum tipo de retorno em troca dos seus votos.

Com isso, eleva-se a importancia da formula o de estratégias que abordem as quest es tecnológicas para aumento da competitividade e agrega o de valor, e que sirvam de base para as decis es relativas ao direcionamento da atividade de P&D. Este trabalho discute o processo de defini o de temas tecnológicos para P&D e inova o, a partir de fundamenta o teórica na qual s o abordadas a formula o de estratégias, a análise da cadeia de valor dos processos produtivos, as competências essenciais, a análise do ciclo de vida da tecnologia e a atividade de prospec o tecnológica. é apresentado o estudo de caso sobre a Cemig e, a partir dele e da literatura, s o propostas diretrizes para o processo de defini o de temas tecnológicos para a atividade de P&D sob um enfoque estratégico.

Concordancia inter-observador em testes de avalia??o proprioceptiva do joelho por goniometria

Abstract: the purpose here was to determine inter-rater agreement in two tests that assess knee proprioception by goniometry, in a sample of 13 female university students (aged 23.8±6.4 years). proprioceptive accuracy was measured by means of the passive movement threshold detection test (t1), where leg is passively moved to target angle, and the sense of joint position test (t2), in which active movement to (previously passively reached) target angle is required. target angles were randomly selected; measurements were taken simultaneously by two (blinded) examiners at two identical goniometers placed at knee medial and lateral sides. when participants reported reaching the target angle, both evaluators recorded angle values actually reached. the difference (in absolute numbers) between target and reached angles was considered the"error value", which reflects proprioceptive acuity. inter-rater agreement was determined by kappa agreement test; kappa values found were 0.55 at t1 and 0.58 at t2, pointing to moderate agreement. since inter-rate agreement was moderate at both tests, it may be said that goniometry is of limited use for assessing knee proprioception.

Abstract: the objective of this trial was to compare the effect of different feeding strategies with or without ionophore (monensin) supplementation on performance of dairy heifers. twenty brown-swiss heifers averaging 200 kg of body weight and five months of age were used in a completely randomized design with a 2 x 2 factorial arrangement of treatments. treatments were: two feeding regimes (conventional vs. compensatory growth) with (200 mg/animal/day) or without monensin supplementation. animals in the conventional feeding regime were fed ad libitum while those in the compensatory growth were fed as follows: p1) period of energy restriction (90 days); and p2) realimentation period (60 days). efficiency of conversion of ingested dm and metabolizable energy on daily weight gain was lower during the realimentation period. however, nitrogen (n) balance did not differ on heifers receiving the conventional feeding regime compared to those receiving the compensatory growth regime. inclusion of monensin in diet of heifers reduced the excretion of n in urine leading to greater n retention in the restriction period and lower during the realimentation phase. there was not effect of treatments, monensin or period on the development measurements and final body weight. heifers in the compensatory growth regime had greater average daily gain at 135 and 150 days when compared to conventional feeding heifers.
Atypical lymphocytosis in leptospirosis: a cohort of hospitalized cases between 1996 and 2009 in State of Rio de Janeiro, Brazil

Abstract: introduction: leptospirosis is a zoonotic disease found in tropical and temperate countries, and its clinical diagnostic confusion with arboviruses (dengue fever, oropouche fever and yellow fever), brazilian spotted fever, viral hepatitis and hantaviruses has been an ongoing public health concern. the aim of this observational study was to demonstrate an association between findings of atypical lymphocytosis and the progression of endemic leptospirosis. methods: a retrospective analysis was performed on the demographic, epidemiological, clinical and laboratory aspects of 27 human leptospirosis cases that occurred over a period of 13 years (1996-2009) with no reported epidemic outbreaks in rio de janeiro, brazil. results: the overall mortality rate was 11.1% in our cohort of hospitalized cases. however, there was no mortality among patients with atypical lymphocytosis (or = 11.1; 95% ci = 1.12-110.9; p = 0.04). two patients who were in the septicemic phase showed signs of expansion of γδ t cell responses in peripheral blood. conclusions: atypical lymphocytosis may be observed in patients with leptospirosis. our observations suggest that these atypical leukocyte subsets are associated with partial protection during the disease course of leptospirosis.

Abstract: objectives: critically ill cancer patients are at increased risk for acute kidney injury, but studies on these patients are scarce and were all single centered conducted in specialized intensive care units. the objective was to evaluate the characteristics and outcomes in a prospective cohort of cancer patients admitted to several intensive care units with acute kidney injury. methods: prospective multicenter cohort study conducted in intensive care units from 28 hospitals in brazil over a two-month period. univariate and multivariate logistic regression were used to identify factors associated with hospital mortality. results: out of all 717 intensive care unit admissions, 87 (12%) had acute kidney injury and 36% of them received renal replacement therapy. kidney injury developed more frequently in patients with hematological malignancies than in patients with solid tumors (26% vs. 11%, p=0.003). ischemia/shock (76%) and sepsis (67%) were the main contributing factor for and kidney injury was multifactorial in 79% of the patients. hospital mortality was 71%. general and renal-specific severity-of-illness scores were inaccurate in predicting outcomes for these patients. in a multivariate analysis, length of hospital stay prior to intensive care unit, acute organ dysfunctions, need for mechanical ventilation and a poor performance status were associated with increased mortality. moreover, cancer-related characteristics were not associated with outcomes. conclusions: the present study demonstrates that intensive care units admission and advanced life-support should be considered in selected critically ill cancer patients with kidney injury.

Abstract: the state of minas gerais, brazil, government by mean of its public institutions created the southern minas gerais circuit of coffee culture program in the search for the following objectives: to improve the quality of coffee, increase yield and reduce production costs. nevertheless, in spite of the importance of this program as a subside to the solution of problems related with coffee culture, it has not been evaluated yet. therefore, this work was conducted with the purpose of evaluating the southern minas gerais circuit of coffee culture, taking into account a methodological approach guided by different research methods, surveying the stated objectives and its effectiveness concerning the reached results. in this work, a theoretical referential based which guided the analytic perspectives contained in the section of results and discussions was accomplished. by this research work, it was stressed that the combination of quantitative (surveys) and qualitative (semi-structured norm) proved to be a adequate and complementary approach to extract data and to evaluate the program under focus. further, evidence that the objective stated by the program was partially attained, by basing upon the coffee growers, perceptions who the direct users of the program.
Asset Pricing Model and the Liquidity Effect: Empirical Evidence in the Brazilian Stock Market

Abstract: This paper is aims to analyze whether a liquidity premium exists in the Brazilian stock market. As a second goal, we include liquidity as an extra risk factor in asset pricing models and test whether this factor is priced and whether stock returns were explained not only by systematic risk, as proposed by the CAPM, by Fama and French’s (1993) three-factor model, and by Carhart’s (1997) momentum-factor model, but also by liquidity, as suggested by Amihud and Mendelson (1986). To achieve this, we used stock portfolios and five measures of liquidity. Among the asset pricing models tested, the CAPM was the least capable of explaining returns. We found that the inclusion of size and book-to-market factors in the CAPM, a momentum factor in the three-factor model, and a liquidity factor in the four-factor model improve their explanatory power of portfolio returns. In addition, we found that the five-factor model is marginally superior to the other asset pricing models tested.
