Silent Circulation of St. Louis Encephalitis Virus Prior to an Encephalitis Outbreak in Cordoba, Argentina (2005)

Abstract: St. Louis encephalitis virus is a complex zoonoses. In 2005, 47 laboratory-confirmed and probable clinical cases of SLEV infection were reported in Córdoba, Argentina. Although the causes of 2005 outbreak remain unknown, they might be related not only to virological factors, but also to ecological and environmental conditions. We hypothesized that one of the factors for SLE reemergence in Córdoba, Argentina, was the introduction of a new SLEV genotype (SLEV genotype III), with no previous activity in the area. In order to evaluate this hypothesis we carried out a molecular characterization of SLEV detections from mosquitoes collected between 2001 and 2004 in Córdoba city. A total of 315 mosquito pools (11,002 individuals) including 12 mosquitoes species were analyzed. Overall, 20 pools (8 mosquitoes species) were positive for SLEV. During this study, genotypes II, V and VII were detected. No mosquito pool infected with genotype III was detected before the 2005 outbreak. Genotype V was found every year and in the 8 sampled sites. Genotypes II and VII showed limited temporal and spatial activities. We cannot dismiss the association of genotype II and V as etiological agents during the outbreak. However, the silent circulation of other SLEV strains in Córdoba city before the 2005 outbreak suggests that the introduction of genotype III was an important factor associated to this event. Not mutually exclusive, other factors such as changes in avian hosts and mosquitoes vectors communities, driven by climatic and environmental modifications, should also be taken into consideration in further studies.
Testing for Deterministic Components in Vector Seasonal Time Series  [PDF]

Abstract: Certain locally optimal tests for deterministic components in vector time series have associated sampling distributions determined by a linear combination of Beta variates. Such distributions are nonstandard and must be tabulated by Monte Carlo simulation. In this paper, we provide closed form expressions for the mean and variance of several multivariate test statistics, moments that can be used to approximate unknown distributions. In particular, we find that the two-moment Inverse Gaussian approximation provides a simple and fast method to compute accurate quantiles and p-values in small and asymptotic samples. To illustrate the scope of this approximation we review some standard tests for deterministic trends and/or seasonal patterns in VARIMA and structural time series models.

Abstract: the study examines how, from the traditional work of the independent artisan, we have moved to autonomous work integrated within networks of specialized businesses. this modality is owed not only to the manner in which labor is organized today, to government stimuli, to actions of multilaterals, but also to unemployment. with the purpose of humanizing independent work and rationalizing business costs, an intermediate category of autonomous worker has been created; the semi-dependent who moves between legal freedom and economic independence. the administration, for its part, focuses on broadening social coverage, not always developed for bureaucratic reasons, which is connected to the low density of contributions from the autonomous workers. the challenge put forth is that of provisional coverage for the independents, which is possible whenever citizens participate to resolve social inequality, resulting from the lack of job opportunities, low purchasing power and educational level.

Abstract: this paper examines how anthropological perspectives and reflections face the western institutions like the national museum (being anthropological or not) against its own contradictions and paradoxes. it also illustrates the discomfort produced, very often, by national museums of anthropology on those who hold power, with the example of the paradigmatic case of the museo del pueblo espa?ol (museum of the spanish people), which has never managed to function coherently with its collections opened to the public. the comparison of this case with others having similar objectives but different positions, permits the unraveling of the strategies of representation, frequently fraudulent if not perverse, that museums develop in their attempt to tell the history of a nation, defining a model of culture and reducing this to some material relics of assumed or debatable value.

Abstract: the article observes that reforms emerge from political decisions, and describes the conditions for them to be socially successful and satisfactory -especially in the case of venezuela. it then examines the results of changes in social protection systems, and finally offers a theoretical comparison and combination of models as a basis for an analysis of their appropriateness. the conclusion is that the different systems have common risks and require similar corrective measures, typical of a state characterized by responsibility, democratic orientation, and social solidarity. individual capitalization is a potentially appropriate way to generate a pension in a stable environment, but has limited applicability to the special demands of latin american social security.

Abstract: in public labor management which must be assumed due to the increase in independent labor are described, beginning with the hypothesis that the decisions proposed are dependent upon whether or not the state can overcome the severe conditions which limit its sphere of activity which is continually being reduced. by following a descriptive, qualitative methodological focus, which requires the contextualization of provisional administrative aspects, it was determined that even when there were a large number of possible initiatives, labor management adopted a uniform reform process without satisfactory achievement. however, the countries that did not change, obtained similar results due to prevalent rigid conditions such as entry into the world economy, collective crisis, the non-inclusion of social security in party agendas, and the lack of adequate specialized management. the conclusion is that social security is not a neutral program and that better management will only be possible when these restrictions are overcome. on the other hand, labor ministries as guiding entities, due to the contraction of the market, lose their significance and importance, since public policies are shifted to other types of assistance programs.

Abstract: the state of labor relations, especially forms of non-conventional employment in venezuela and possible labor union actions are analyzed. the method utilized is descriptive, and principally outlines the legal normative that can be used to counter these business labor functioning modalities: temporary labor and cooperatives. in the first case a loss of labor and union identity occurs, and in the second case a reduction on the part of the contractors of labor costs and benefits, apart from the deliberate weakening of labor unions. the conclusion is that the flexible organization and lower indirect costs have visibly affected worker protection that is covered by such corporative forms, requiring a labor agenda and directive in order to confront what is a difficult reality, the concertation and relationship with such workers do not exist.
