This article aims to analyze the relations between state and traditional authorities, focusing the attention on the ongoing democratization process in Mozambique. It aims to go further the current discourses on administrative decentralization in order to understand the social-political dynamics inherent to the actual relation state/traditional authorities. The main argument of this article underlines that the dynamics of the institutionalization commonly known as communitarian authorities shows that inherent to the discourse about decentralization and local participation lies a different reality: the fight to conquer political spaces in rural areas.
Activist-driven innovation: uma história interpretativa do software livre
Carlotto, Maria Caramez;Ortellado, Pablo;
Revista Brasileira de Ciências Sociais , 2011, DOI: 10.1590/S0102-69092011000200005
Abstract: the understanding that there are two distinct regimes for the production of software is increasingly common in literature. what is not so common, and is therefore the most original contribution of this paper is, on the one hand, the historical approach to the configuration of those regimes and, on the other hand, the analysis of the factors determining the technical and commercial success of one regime over the other. furthermore, we have worked with two additional hypotheses: first, that the development of free software historically belongs to the public/scientific knowledge production regime - i.e., free software mimicking the organization of the scientific community because it has its historical roots in it; and secondly, that in a "market competition" environment the public and scientific regime has proven more efficient and has therefore forced companies working in the private/business regime to adopt free or open source software.

Lua Nova: Revista de Cultura e Política , 2011, DOI: 10.1590/S0102-64452011000300004
Abstract: western countries have experienced a growing demand for accountability as fundamental element for democratization of the state. this demand has occasioned a case for transparency of public institutions and public policies implemented by the state. this defense, in turn, aims to make governments accountable to the public. the objective of this article is to formulate a critical perspective for what we name as "policy of transparency"in favor that we name "policy of publicity". this last aproach aims to provide the normative argument for the concept of the accountability, to deepen democracy and strengthen the process of public management.

Filgueiras,Fernando;

Abstract: this article investigates, from a normative critique, the liberal perspective and the communitarian perspective of the concept of justice, speculating on the role of the state in contemporary democracies. the investigation of the liberal perspective and the communitarian perspective of the concept of justice tend to indicate a republican critique of the depoliticisation process promoted by the concept of political justice and social justice. this article advocates a political conception of justice based on the existence of a republican state and the popular image of the origin of constitutional principles and rules.
República, Confian?a e Sociedade
Filgueiras, Fernando;
Dados , 2007, DOI: 10.1590/S0011-52582007000400008
Abstract: this article discusses the issue of trust as a central element for structuring virtuous institutions under a republican order. the article argues that trust can be a central concept for republican thinking, since in the contemporary world the issue of virtues is based on the excellency not of citizens, but of political institutions. as opposed to the idea of interpersonal trust, the article deals with another aspect of the trust issue, defended by modernization theory. according to simmel's positions and john dewey's democratic experimentalism, the argument presents another modality of the trust issue as social cement and the central element in the construction of the republic in contemporary politics.
