LIMA, Licínio C.;
Revista da Faculdade de Educa??o , 1997, DOI: 10.1590/S0102-25551997000100007
Abstract: in portugal, studies about the evolution of disciplines teaching in the teachers formation are recent. the centralized bureaucratic control has held back the dimensions of politic administrative control. in a certain way, it has protected the education against the new-fashioned influences, manufacturing capitalism, and mercantile and managerial logics. this centralized bureaucratic control has also profected the education against the politic dominion, the intervention of social movements, the advertising of democratic ideals, and against the citizenship. the use of the term "educational administration" shows the difficulties met by the searchers along the latest years, since there is no tradiction nor historic antecedence.

O agrupamento de escolas como novo escal o da administra o desconcentrada
Licínio C. Lima
Revista Portuguesa de Educa??o , 2004,
Abstract: The process of grouping schools stimulated by the XV Constitutional Government resulted in the creation of new "management units", with their own organs within the central school of each group. The development of this policy is the object of analysis in the light of the objectives concerning the recentralization of power, transforming each group of schools, through its central one, into a new rank of administrative deconcentration, i.e., into a new peripheral instance of control over schools.
Education policies, school organization and the work of teachers
Licínio C. Lima
Educa??o : Teoria e Prática , 2011,
Abstract: Big changes in the state′s role in public education policies have occurred throughoutthe last decades by the action of transnational and supranational entities. An increasing process of subordination of education to economic imperatives in late capitalism and to entrepreneurial theories of school organization and leadership hasfollowed. Some dimensions of what is called by the author the managerialist canonand the hyper-bureaucratization of schools are analyzed with reference to international tendencies and also to the most recent Portuguese reform of the management system of state schools. Possible impacts of the political and organization changes introduced are suggested for future research, mainly concerning the working process of teachers and the tendencies towards competitiveness, deprofessionalization, subordination and alienation.

Avalia??o: Revista da Avalia??o da Educa??o Superior (Campinas) , 2008, DOI: 10.1590/S1414-40772008000100002
Abstract: this article analyzes what is conventionally known as the bologna process, or the making of a "public policy of a meta-state for a university meta-field" that corresponds to a supranational educational policy for all the european union membership states, with the goal of building a "european higher education space." the political process and the institutional reforms of each national government intends to establish the new european higher education system until 2010, with 45 countries - the number reflects current developments, including the eu membership states and 18 non-eu countries. given the high quantity and the myriads of "national subsystems" and educational institutions involved, "quality assurance" becomes a major task in this process. we analyze, in the same way, the recent higher education changes in brazil, where the so-called "new university" project and the program of support for the restructuring and expansion of brazilian federal universities (reuni, in portuguese) are the clearest expressions of the reshaping of the higher education system (in accordance with the bologna standards) after the dramatic changes made by fernando henrique cardoso's government (1995-2002) and continued by luiz inácio lula da silva's government (2003-2006; 2007), despite some differences between both administrations.
Brazilian Indigenous People’s Struggle for an Intercultural, Specific, Differentiated School  [PDF]
José Licínio Backes
Creative Education (CE) , 2016, DOI: 10.4236/ce.2016.71002
Abstract: This paper analyzes the Indigenous people’s struggle for an intercultural, specific, differentiated school intended for the valorization of their culture and identity. Aiming to catechize and adapt Indigenous peoples to the western culture, settlers introduced school education as a means to make the Indians give up their identities and integrate them into the national culture. This paper evidences that the Indians have opposed the colonial school right from the start, and by means of struggle and organization, they obtained the right to an intercultural, specific, differentiated Indigenous school. However, obtaining this right had not put an end to their struggle, as the end of colonial school did not mean the end of coloniality.
