CHANGE MANAGEMENT IN NATIONAL SECURITY INSTITUTIONS

Abstract: Traditional association with defense military security no longer meets the new security environment indicators of national and international scope of the concept extending far beyond military matters to non-military aspects. The experience of recent years shows that national security can be achieved by military means alone, but now includes non-military elements, such as a strong political base emanating from democracy, the rule of law and human rights in education and implementation market economy. Compared with private organization, the change in the public organization is more complex because the preponderance agents or forces generated by environmental change, particularly its political and legal components, internal forces playing a supporting role. The change thus appears to be a deliberate strategy.

Abstract: The European Integration came with new challenges for the Romanian enterprises especially for the SMEs, the opportunities arising from operating on the European Single Market and the possibility for accession of European Regional Development Funds. The main programme designed to offer access for small, medium and large Romanian enterprises to European funding is the Sectorial Operational Programme a€ Increase of Economic Competitivenessa€ - SOP IEC. This paper will analyze the area of intervention a€ D1.1. Productive and environment friendly investments and preparation for market competition in which Romanian SMEsa€ are competing to access European funding in order to develop their activities or to extend them into new ones. One of the main challenges for these SMEs is to generate, fulfil and to respect the financial indicators of the programme, which are part of the financial analysis of the project.
FINANCIAL PERFORMANCE ANALYSIS BASED ON THE FINANCIAL STATEMENTS FOR THE COMPANIES LOCATED IN THE BIHOR - HAJDU BIHAR EUROREGION

Abstract: This paper will be later used within the Doctoral thesis: a€ The Mechanism of Financing Investment Projects by Usage of European Structural Fundsa€ , which is currently under development at the University Babe Bolyai Cluj Napoca, Faculty of Economics and Business Management, under the coordination of the prof. univ. dr. Ioan Trenca. This paper comes also as a result of the European Funded project PERINPRO a€ Cross-Border Research Programme - Performance Indicators of the Economic Entities from Bihor-Hajdu Bihar Euroregiona€ . The goal of the project was to identify of a set of common indicators that characterizes companies in the Bihor-Hajdu Bihar Euroregion and which will be used to analyze the financial health of the economic entities in the Euroregion of Hajdu-Bihar- Bihor. The first chapter of the paper will introduce the research and also will present the literature review and the methodological framework: by establishing a common set of indicators for the financial analysis of the companies located in the Bihor-Hajdu Bihar Euroregion. Seven of these indicators considered to be highly important will also briefly described and defined. Some of these indicators are used for the first time in a trans-national analysis over companies located in the Romanian-Hungarian cross border area. In the second chapter the research will be focused over establishing a common ground for usage of the financial reporting documents as basis for the analysis. Several characteristics which differentiate the financial reporting documents from Romania and Hungary will be identified and measures for correction of the values of the indicators will be proposed. This comparative study can be considered an innovation, as well, in the cross-border area since in the past no other studies of this types were performed between Romania and Hungary. The third chapter will be focused over the application of seven identified common indicators to companies based in the cross-border area. In the last part of the paper these results will be analyzed and presented.
DETERMINATION OF RESIDUAL VALUE WITHIN THE COST BENEFIT ANALYSIS FOR THE PROJECTS FINANCED BY THE EUROPEAN UNION

Abstract: This paper will be later used within the Doctoral thesis: The Mechanism of Financing Investment Projects by Usage of European Structural Funds, which is currently under development at the University Babes Bolyai Cluj Napoca, Faculty of Economics and Business Management, under the coordination of the prof. univ. dr. Ioan Trenca. An increasing debate is rising recently between the academic community, the business community, the private lending institutions(banks, investment funds, etc.) and the officials of the Romanian Government and of the European Union regarding the proposed method for calculation of the residual value in the European financed investment projects. Several methods of calculation of the Residual Value were taken into consideration and contested by different parties in order to prepare and to submit financial analysis studies for investment projects proposed to be financed within the European Regional Development Fund(ERDF). In this context, the present paper proposes to address the three main methods of calculation of the residual value and later to study its impact over the indicators, especially over the Internal Rate of Return, obtained in the financial analysis for an investment project proposed by a Romanian medium sized company. In order to establish the proper method which should be used for selection and calculation of the residual value previously published studies and official documentations were analyzed. The main methods for calculation of the residual values were identified as being the following: A. the residual market value of fixed assets, as if it were to be sold, B. accounting economic depreciation formula and C. by using the net present value of the cash flows. Based on these methods the research model was elaborated, and using the financial data of the proposed infrastructure investment was created a case study. According to the realized study a pattern was established for proper determination of residual value and for determination of IRR and methods A and C were proposed to be used. This paper tries to analyze a specific problem of the Romanian enterprises which access European funding, so it can be further used to improve the current methodology of the ERDF programme in Romania: Sectorial Operational Programme Increase of Economic Competitiveness.
THE ANALYSIS OF ABSORPTION CAPACITY OF EUROPEAN FUNDING IN THE NORTH WESTERN REGION OF ROMANIA

Abstract: This paper analyzes the Romanian absorption capacity of the funds allocated through the REGIO programme, which is part of ERDF programme. Within the paper are presented the concept of absorption capacity and several opinions regarding its main composing elements. Also the Regio programme, its main axis and its budget is briefly presented. In the last chapter of the analysis a thorough analysis of the implementation of REGIO in the Romanian North-West Region was carried out and several causes for the low absorption of European Founds have been identified.. The process of improving the absorption capacity of European Funds is still at the beginning in Romania and will certainly become an important issue over the following years at all levels of the Romanian society and at the level of the European Funding Authorities as well.

Abstract: Between 1877 and 1878, during the Independence War, Romanians spread all over the world, contributed decisively to the fulfillment of national ideals, by proving a great spirit of sacrifice and flexibility. Taking into consideration this historical context, we shall not forget to mention the remarkable personality of Melchisedec tef nescu, who was not only a Bishop, but a great Patriot. Possessor of an impressive cultural knowledge, being associated to a sharp mind and a militant with an unshakeable faith in Christian values, Melchisedec Stefanescu took part in all the major moments of national revival process in the second half of the nineteenth century. Because of his exhortations, the clergy of the Lower Danube Diocese contributed substantially to the victory of the struggle for independence. This article presents in detail the acts and deeds that church ministers in this part of the country have taken for the purpose aforesaid.
A quadratic rate of asymptotic regularity for CAT(0)-spaces

Abstract: In this paper we obtain a quadratic bound on the rate of asymptotic regularity for the Krasnoselski-Mann iterations of nonexpansive mappings in CAT(0)-spaces, whereas previous results guarantee only exponential bounds. The method we use is to extend to the more general setting of uniformly convex hyperbolic spaces a quantitative version of a strengthening of Groetsch's theorem obtained by Kohlenbach using methods from mathematical logic (so-called ``proof mining'').
Rates of asymptotic regularity for Halpern iterations of nonexpansive mappings

Abstract: In this paper we obtain new effective results on the Halpern iterations of nonexpansive mappings using methods from mathematical logic or, more specifically, proof-theoretic techniques. We give effective rates of asymptotic regularity for the Halpern iterations of nonexpansive self-mappings of nonempty convex sets in normed spaces. The paper presents another case study in the project of {\em proof mining}, which is concerned with the extraction of effective uniform bounds from (prima-facie) ineffective proofs.
Proof mining in ${\mathbb R}$-trees and hyperbolic spaces

Abstract: This paper is part of the general project of proof mining, developed by Kohlenbach. By "proof mining" we mean the logical analysis of mathematical proofs with the aim of extracting new numerically relevant information hidden in the proofs. We present logical metatheorems for classes of spaces from functional analysis and hyperbolic geometry, like Gromov hyperbolic spaces, ${\mathbb R}$-trees and uniformly convex hyperbolic spaces. Our theorems are adaptations to these structures of previous metatheorems of Gerhardy and Kohlenbach, and they guarantee a-priori, under very general logical conditions, the existence of uniform bounds. We give also an application in nonlinear functional analysis, more specifically in metric fixed-point theory. Thus, we show that the uniform bound on the rate of asymptotic regularity for the Krasnoselski-Mann iterations of nonexpansive mappings in uniformly convex hyperbolic spaces obtained in a previous paper is an instance of one of our metatheorems.
