Repensando o presidencialismo: contesta??es e quedas de presidentes na América do Sul

Abstract: since 1978, forty percent of elected presidents in south america have been challenged by civilian actors trying to force them to leave office early. through impeachment and resignations, twenty three percent have fallen - and been replaced by civilians. it seems that challenged presidents were more likely to pursue neo-liberal policies, be personally implicated in scandal, and lack a congressional majority than their unchallenged counterparts. among challenged presidents, the presence or absence of large street protests demanding they be removed from office is then crucial in determining their fates. these developments confound several core assumptions about presidential regimes: that presidential terms are firmly fixed, that populations cannot withdraw as well as grant presidential mandates, and that the consequences of political conflict in presidentialism are democratic breakdown.

Abstract: The books discussed in this review essay all investigate the same basic phenomenon: presidents who do not complete their terms in office, but who are removed without open democratic breakdown. The essay traces the conceptual frameworks used, as they shifted from impeachment to the broader presidential breakdown. It evaluates explanations of the causes of presidential breakdown, and makes suggestions for further research on how the presidential regime type functions. The essay concludes with a call for more empirical investigation of the consequences of presidential breakdown. Los libros discutidos en este ensayo investigan el mismo fenómeno básico: presidentes que no terminan sus mandatos, pero que sálganse alejan del poder sin un quiebre democrático abierto. El ensayo rastrea los cuadros conceptuales usados, desde el juicio político (impeachment) hasta el más inclusivo del quiebre presidencial. Evalúa las explicaciones de las causas de quiebre presidencial y sugiere algunos temas para investigaciones futuras sobre como funciona en la práctica el régimen presidencial. El ensayo concluye con el llamada a una mayor investigación empírica sobre las consecuencias de quiebres presidenciales.

Abstract: The G-77 has historically organized the participation of developing countries in multilateral environmental negotiations. This article analyses the impact of a new coalition of emerging powers - Brazil, China, India, and South Africa as BASIC - on the G-77's role in climate governance. While there are important benefits for both sides in their relationship, I argue that the G-77 is also disadvantaged in several concrete ways by the BASIC countries. O G-77 tem historicamente organizado a participa o dos países em desenvolvimento em negocia es ambientais multilaterais. Este artigo analisa o impacto de uma nova coaliz o de potências emergentes - Brasil, China, índia e áfrica do Sul, como o BASIC - sobre o papel do G-77 na governan a climática. Embora existam importantes benefícios para ambos os lados da rela o, eu alego que o G-77 também sofre desvantagem sob várias formas concretas por parte dos países do BASIC.

Abstract: this paper questions if the civil society organizations (in portuguese, oscs) can and do accomplish their role of exercising a representative function in times of crisis of the political parties. in order to do so, it examines recent practices of representation in brazil and in argentina, two countries where political parties have gone through acute crises after decades of ambiguous evaluations regarding their partidary systems. in such moments, any substitution of parties for oscs should be easily identifiable. initially, the functions and the representative potential of oscs are examined, using the political party model as reference. then, it is shown from already published surveys and unpublished field research, in a comparison focused in how well the parties and oscs have been carrying out their public and organizational functions in brazil and in argentina. the conclusion is that oscs do not substitute parties as mechanisms of representation of citizens' values and interests - and do not even try to do that, except for a brief period, in the peak of the crisis in argentina. in both countries, however, oscs improve the quality of the citizens' representation.
Failed Presidencies: Identifying and Explaining a South American Anomaly Presidencias fallidas: identificando y explicando una anomalía sudamericana

Abstract: Are presidential democracies inherently unstable and prone to breakdown? Recent work on Latin America suggests that the region has seen the emergence of a new kind of instability, where individual presidents do not manage to stay in office to the end of their terms, but the regime itself continues. This article places the Latin American experiences in a global context, and finds that the Latin American literature helps to predict the fates of presidents in other regions. The first stage of a selection model shows that presidents who are personally corrupt and preside over economic decline in contexts where democracy is paired with lower levels of GDP/capita are more likely to face challenges to their remaining in office for their entire terms. For the challenged presidents in this set, the risk of early termination increases when they use lethal force against their challengers, but decreases if they are corrupt. These factors help account for the disproportionately large number of South American presidents who have actually been forced from office, the “South American anomaly” of the title. Son las democracias presidenciales intrínsecamente inestables ypropensas a los quiebres? Los estudios recientes sobre América Latina sugierenque la región ha visto el surgimiento de un nuevo tipo de inestabilidad,donde presidentes no cumplen sus mandatos, pero el régimen mismocontinua. Este artículo coloca las experiencias latinoamericanas en un contextoglobal, y encuentra que la literatura latinoamericana ayuda a predecirlos destinos de los presidentes en otras regiones. La primera etapa de unmodelo de selección demuestra que es más probable que los presidentesquienes son personalmente corruptos y que presiden sobre un decliveeconómico en un contexto donde la democracia es acompa ada de nivelesbajos de PIB per cápita sean enfrentados con esfuerzos de desbancarlos delcargo antes del fin del mandato. Para los presidentes desafiados en estegrupo, el riesgo de un termino temprano de sus mandatos aumenta cuandoellos utilizan fuerza letal contra sus desafiadores, pero disminuye si los presidentes son corruptos. Estos factores ayudan a explicar el número desproporcionadamente alto de presidentes sudamericanos quienes han sido forzados a dejar sus cargos, la “anomalía sudamericana” del título.

Abstract:

Although numerous studies have examined the relationship between family and religion on delinquency, there have not been studies of the relationship between parents, friends, and religion on substance use among adults. The analysis for this study was based on two waves of data (Wave 1, 1986 and Wave 2, 1989) of the Americans’ Changing Lives Survey. The results revealed that social relationships, social integration and attendance at religious services influence the number of drinks and cigarettes smoked per day among adults. Parental influence varies by gender. The implications for social control, social networks and gender perspectives are discussed.

Combining Public Key Encryption with Schnorr Digital Signature  [PDF]

Abstract: This article presents a new signcryption scheme which is based on the Schnorr digital signature algorithm. The new scheme represents my personal contribution to signcryption area. I have implemented the algorithm in a program and here are provided the steps of the algorithm, the results and some examples. The paper also contains the presentation of the original Signcryption scheme, based on ElGamal digital signature and discusses the practical applications of Signcryption in real life. The purpose of the study is to combine the public key encryption with Schnorr digital signature in order to obtain less computational and communicational costs. Signcryption primitive is a better approach then Encrypt-then-Sign or Sign-then-Encrypt methods regarding the costs. All these algorithms offer the possibility to transmit a message over an insecure channel providing both authenticity and confidentiality.

Abstract:

In this paper the problem of practical stabilization for a significant class of MIMO uncertain pseudo-linear and pseudo-quadratic systems, with additional bounded nonlinearities and/or bounded disturbances, is considered. By using the concept of majorant system, via Lyapunov approach, new fundamental theorems, from which derive explicit formulas to design state feedback control laws, with a possible imperfect compensation of nonlinearities and disturbances, are stated. These results guarantee a specified convergence velocity of the linearized system of the majorant system and a desired steady-state output for generic uncertainties and/or generic bounded nonlinearities and/or bounded disturbances.
