Fortalecimiento de la vigilancia integrada de poliomielitis y otras enfermedades inmunoprevenibles en Angola basadas en la experiencia cubana

Abstract: many efforts have been made by the world health organization to eradicate poliomyelitis worldwide, a disease that causes irreversible paralysis for life in addition to adverse economic effects for the patient and his/her family as well. for the first time, there is a technical cooperation project between countries outside the americas, in which the capabilities, strength, commitment and potentialities of the cuban medicine was again stressed in the world. twenty cuban physicians were involved in the first phase (january-july 2008) and 7 in the second phase (january-april 2009). the objective of this cooperation was focused on comprehensive teamwork, strengthening of surveillance, control of immunopreventable diseases, improvement of regular vaccination coverage, formation of human resources and support to vaccination campaigns. it was possible to make a large amount of health workers and the community sensitive to the detection of acute flaccid paralysis as well as other immnopreventable diseases, to strengthen active search of cases, to reinforce surveillance and to support and monitor the quality of vaccination campaigns. the participants worked towards increasing the regular vaccination coverage and the comprehensive surveillance of these illnesses. once again the full dedication of the cuban physicians to relieve pain caused by these diseases and the great human value of the cuban medicine was demonstrated.

Abstract: Se estudian 50 pacientes con tentativa de suicidio durante 1993 en el área de salud del Policlínico "Josué País García" del Centro Urbano "Abel Santamaría" de Santiago de Cuba, mediante el Apgar familiar modificado, instrumento que mide el grado de funcionamiento familiar, adaptado después de estudios pilotos en la misma población. Las categorías adaptación, relación, desarrollo, efecto y convivencia, así como el resultado general del Apgar, demostraron que la dinámica familiar de las personas investigadas fue significativamente desfavorable, hallazgos que se validaron por las técnicas estadísticas convencionales. Abstract: O objetivo desse artigo é refletir a territorialidade e a forma o de clusters territoriais. A ideia de território transcende o puramente econ mico é uma estratégia territorial e exige o aproveitamento das oportunidades e a cria o de sinergias entre empreendedores, institui es e a própria sociedade. Promover e estimular clusters territoriais n o s o suficientes para estimular o processo de desenvolvimento socioecon mico, mas é um passo decisivo para se fortalecer a coopera o entre os agentes econ micos e construir novas territorialidades. The purpose of this paper is to study the territoriality and the formation of territorial clusters.The idea goes beyond the purely economic territory. A territorial strategy requires the use of the opportunities and synergies between entrepreneurs, institutions and society. Promoting and encouraging territorial clusters are not enough to stimulate the process of socioeconomic development, but it is a decisive step to strengthening cooperation among economic agents and building new territoriality.

Weakening of the demographic effect and consolidation of a new party system: evidence for the 2009 Uruguayan elections

Abstract: between the elections of 1984 and 2004 the uruguayan party system experienced a gradual but also deep transformation. the new party system that emerged in 2004, constituted by two large -formal or informal- coalitions (a new two-party system), can be explained by long-term trends (the demographic change of the electorate) and electoral conjunctures. the decrease of frente amplio's vote turnout between 2004 and 2009 can be explained by the weakening of the "demographic effect" and by the relatively significant transfer of votes, from the left coalition to the other parties. despite those changes, the recent election seems to have consolidated the party system that emerged from the previous election, which is likely to remain over the next years.

Abstract: RESUMEN: Durante los últimos veinte a os Uruguay ha experimentado diversas transformaciones en su economía y sociedad. Luego del crecimiento sostenido de la economía uruguaya entre 1984 y 1998, y de la consecuente reducción de la pobreza (de 46% a 15%), el país atravesó una de las peores crisis económicas de su historia: el Producto Bruto Interno (PBI) disminuyó en más de 20% y el porcentaje de población pobre se duplicó, alcanzando entre los ni os niveles similares a los de 1986. Durante este período, en Uruguay se han ido consolidando algunos fenómenos de exclusión social que obedecen a causas estructurales más profundas. Frente a este panorama, el gobierno del Frente Amplio elegido en el 2004 se propone desarrollar una serie de cambios en el campo de las políticas sociales. En este contexto, deberá enfrentar varios desafíos: entre otros, la transformación de la arquitectura del Estado de Bienestar uruguayo construido a comienzos del siglo XX y la reasignación del gasto público social. ABSTRACT: During the last twenty years Uruguay has experienced several economic and social changes. After a period of economic growth between 1984 and 1998, and the consequent reduction of poverty rates (from 46% to 15%), the country went through one of the worst economic crisis of its history: The GDP was reduced in a 20% and the poverty rate was increased from 15% to 33%, reaching the same levels of 1986 among children. During this period, Uruguay has consolidated several processes of social exclusion produced by structural causes. In this context, ?the new government elected in 2004, is developing a set of changes in social policies and will have to face several challenges: the transformation of the architecture of its traditional Welfare State, built in the beginnings of the 20th century, and the relocation of the social budget.

Abstract: this paper reviews the literature and discusses the main elements of human capital theory, especially its influence on economic growth. for the human capital theory, the education makes people more productive increasing their salaries and influence on economic progress. besides the analysis of the possible benefits that education brings to the economic system and society as a whole, there are any restrictions or conditions that may inhibit their full performance. among them, there is a difference between quantity and quality of education, since, even with a possible increase in continuous education; it may not reflect a sufficient quality to boost productivity and economic progress and social aspects of population.
