Abstract: the article deals with the sociocultural aspects of the latin american democracies, and shows the difficulties of the process of political consolidation regarding political and institutional problems: the organization of parties, the political stability, the solution of economic crisis. the data are extracted from the latinobarometro survey, conducted in 8 countries in 1995, and they focus on the common traits of the political culture of the region.
Zonificación del riesgo de tsunami en el centro-sur de Chile

Abstract: Integrando modelación numérica de tsunamis, técnicas geomáticas y nuevos criterios desarrollados por la investigación del riesgo de tsunami, se desarrolla una metodología para zonifi car riesgo y se aplica en un área costera del centro-sur de Chile. El método utiliza factores que inciden en el riesgo de tsunami, como parámetros hidrodinámicos de la amenaza y aspectos físicos y socioeconómicos de la vulnerabilidad. Los factores de riesgo son integrados mediante técnicas de Evaluación Multicriterio y Sistemas de Información Geográfi ca. Los resultados de la zonificación, evidencian cómo las características del lugar, su localización, el comportamiento diferenciado de la amenaza, y los mayores porcentajes de pobreza y su concentración, condicionan los niveles de riesgo. Esta información se transforma en la base para futuros estudios de planificación territorial, que permitan disminuir el riesgo de desastre por tsunami.

Abstract: The usage of old tires as dock and tugboat bumpers has been a common practice from long ago, proving to be safe for docking even the largest freighters. The reaction force and stored energy of an axially compressed tire is studied in order to determine the specific features of these variables that make tires so adequate as docking protections. The reaction force is attributed to the elastic deformation of the tread, which is modeled as a not too thin cylindrical shell. Most energy absorption takes place after tread buckling, which bends tread and increases its circumference, inducing strong tensile forces that contribute to stabilize the buckled structure. Results shed light on the mechanical properties that a designed dock bumper should exhibit.

Abstract: We consider a time series following a simple linear regression with first-order autoregressive errors belonging to the class of heavy-tailed distributions. The proposed model provides a useful generalization of the symmetrical linear regression models with independent error, since the error distribution covers both correlated innovations following a Generalized Exponential distribution. Furthermore, we derive the modified maximum likelihood (MML) estimators as an efficient alternative for estimating model parameters. Finally, we investigate the asymptotic properties of the proposed estimators. Our findings are also illustrated through a simulation study.

Abstract: Understanding the mechanisms that regulate gene expression during cancer development is of paramount importance for the development of effective therapeutic regimens. The discovery of miRNAs, a class of noncoding RNA genes with a role in gene silencing [1-3], caused a dramatic increase in research activity aimed at unravelling the role of noncoding RNAs in cancer. It has now become apparent that it is necessary to study the function of miRNAs and other noncoding RNAs, which account for almost 40% of the human genome [4], and integrate these findings with our understanding of the functions of protein-coding genes, which compose almost 2% of the human genome, in cancer. During the 2011 Non-coding RNAs and Cancer Symposium in London, some fascinating aspects of the role of noncoding RNAs in cancer were discussed.miRNAs are a class of small noncoding RNAs, approximately 22 nucleotides long, that are involved in posttranscriptional gene regulation. They arise from intergenic or intragenic genomic regions and are transcribed as long primary transcripts. These primary transcripts undergo two processing steps that produce the mature form of the miRNA. Once processed, miRNAs are loaded into the RNA-induced silencing complex (RISC), directing it to target mRNAs and causing posttranscriptional repression [5,6]. The discovery of miRNAs has led to profound changes in the understanding of eukaryotic gene-regulatory networks. Functional studies indicate that miRNAs participate in the regulation of almost every cellular process examined, and changes in their expression characterise several human diseases, including cancer. miRNAs constitute about 3% to 5% of predicted genes in the human genome, and about one-fourth of protein-coding genes are estimated to be regulated by them [7].
