Disturbance, Response, and Persistence in Self-Organized Forested Communities: Analysis of Robustness and Resilience in Five Communities in Southern Indiana

Abstract: We develop an analytic framework for the analysis of robustness in social-ecological systems (SESs) over time. We argue that social robustness is affected by the disturbances that communities face and the way they respond to them. Using Ostrom's ontological framework for SESs, we classify the major factors influencing the disturbances and responses faced by five Indiana intentional communities over a 15-year time frame. Our empirical results indicate that operational and collective-choice rules, leadership and entrepreneurship, monitoring and sanctioning, economic values, number of users, and norms/social capital are key variables that need to be at the core of future theoretical work on robustness of self-organized systems.
Soft power w polityce zagranicznej Turcji wobec regionu Bliskiego Wschodu

Abstract: The subject of analysis in the article is soft power in the foreign policy of Turkey towards the Region of Middle East. In the conditions of the parameter change of the international system and in particular, appearance of new outside-state subjects and new quality phenomena and dangers, soft power has become an effective instrument enabling states to affect the external system as well as realization of the aims of foreign policy. Soft power model in Turkey's foreign policy towards Middle East is conditioned by internal factors: dynamically developing economy, access to energetic resources and internal factors such as geopolitical location and current shape of the international system. Realization of soft power in Turkey's foreign policy towards the Middle East region is accomplished, among others, through mediation in local conflicts, political and economic cooperation, propagating principles of liberal economy and democracy, promotion of culture and fostering the civil society. Analyzing effectiveness of soft power in Turkey's foreign policy towards the Middle East region, the author has concluded that this model is "the catalyst" of the regional cooperation and of civil society development as well as an effective tool of state image promotion abroad. However, it is not a sufficient tool of extinguishing international conflicts.

Abstract: With the ratification of the Framework Convention for the Protection of National Minorities (FCNM) by almost all the countries in the region a clear legal standard is in force that has to be implemented. Therefore, the importance of the FCNM monitoring system has to be stressed. It is hoped that the overall protection of human rights will gain a great deal both on international and domestic level from the work of the FCNM Advisory Committee.
The effect of dominant species on numbers and ag structure of Iris sibirica L. population on blue moor-grass meadow in southern Poland

Abstract: Two populations of Iris sibirica, a clonal species protected by law in Poland, occurring in patches of Molinietum caeruleae, of similar floristic composition although with different dominant species, were studied. In the Stanis awice locality, species with a high competitive potential prevailed, contrary to the Opatkowice locality, where the species of low competitive potential dominated. It was established that vegetative propagation ensures the continued presence of populations in both localities, although the proximity of plants with high competitive potential limits the vegetative propagation of ramet clusters of Iris sibirica. Despite the high level of seed production, the recruitment of seedlings in both patches is possible only in artificially created gaps. The field observations support the conclusion that creating gaps allowing for germination of seeds and development of seedlings, as well as eliminating expansive neighbours allowing proliferation of ramet clusters of Iris sibirica, is an affective way of protecting populations of this species.

Abstract: The quality management system of a producing company secures that a product meets the determined quality requirements. The effectiveness of the quality management system and the processes are inspected and corrected on announced audits and other inspecting actions. The good quality management system depends on the actions and the written profession, too. The audit is a systematic checking of an institution which checks the goals, the aptitude and the efficiency of the system. The purpose of the revision made by the customer is to check that the requirements described in contract were granted. On the basis of result of the audit on the field made by the deliverer we take cognizance that if the company can grant a factual order in pursuance of the needs and expectations of the client. According to the high quality expectations of the products the costumer expects a high-toned and excellence product- and supply standard from the deliverer.
The impact of EU-accession on farming and agricultural employment in Cluj County

Abstract: This paper reveals some consequences of Romania’s accession to the EU on farming and agricultural employment in Cluj County. EU15 countries have a different farm structure and a higher agricultural labour productivity than Romania and the Common Agricultural Policy in its present form responds primarily to their needs. Based on the interviews carried out in 2005 and in 2009 with farmers and experts from Cluj County, the paper presents the expectations towards EU accession as well as its short-term effects. Results of the interviews suggest that, in Cluj County, EU-accession leads to the disappearance of semi-subsistence farms and to the decrease of the number of agricultural workers. Farmers are still not sufficiently informed about CAP and the complexity of the administrative procedures, and the lack of professionalism of agency staff and the delays of payments caused many disappointments in the first two years after EU accession.

Abstract: There has been a direct co-relationship between the printing industry and volume of publication in the country. Printing is not a new art. Traditional xylographic printing has been in existence for hundred of years in dzong and lhakhang. There, indigenous printing presses were established. Some of them still exist today. The National Library has a mini xylographic printing press and has about 10,000 wooden blocks covering about 20 religious texts. The construction of dzong in the 17th century and introduction of monastic syllabus across the country promoted the writings and publications of religious texts.The publishing industry in Bhutan has been gradually expanding and increasing their output over the last few years. The number of printers has shot up from just one in 1983 to about 65 as of June 2000 although 64% of them are concentrated in Thimphu. The approximate total output in the last ten years has been just over 600 publications (excluding school text books). However, the rate of output has increased every year. Many printing and publishing housesare being established. But there has been no agency in Bhutan to co-ordinate and standardize use of identifying numbers for various publications. The need to streamline system of identification for publications along international standard has been long felt.
