Citation Analysis for Literature Researches in Taiwan

Abstract: This study investigates Literature Researches in Taiwan in a viewpoint of outside researcher. The methodology of Informetrics will be used to analyze citations of Chinese Literature and ForeignLiterature’s research papers which had been published in Taiwan from 1996 to 2006. The citation types, citation disciplines, citation languages and citing half-life are examined. On average, the number of citations of each research paper of Foreign Literature is 22.72; the number of Chinese Literature is 18.66. The self-citation rate of Chinese Literature is 61.25%; the rate for Foreign Literature is 13.90%. Research papers on Chinese Literature have great interaction with General Literature, Philosophy, and History, but Foreign Literature papers have great interaction with Social Science. The major citation types of both Chinese Literature and Foreign Literature are “Book”. The written language of cited works is English for Foreign Literature; the written language of cited works is Chinese for Chinese Literature. The citing halflife of Chinese Literature is 19.29 years and that of Foreign Literature is 11.96 years. The citations of Chinese Literature have much larger time span and then have comparatively long influences. In general, with comparison to researches on Foreign Literature, Chinese Literature in Taiwan is relatively closed and independent and has little interaction with other disciplines except Philosophy, History and itself. The Development and Current Status of Library and Information Science Education in Japan

Abstract: Library and information science (LIS) education of Japan has been established in the early 20th century, but destroyed during the World War II. Thanks to the help provided by the United States, the LIS education revived. However, it influenced a lot, especially the thoughts of public librarianship in the Library Law of Japan. At present, 8 universities offer formal LIS degree program and over 200 universities or colleges offer LIS courses as qualifications for public librarians. This article will introduce the curriculum designs, full-time faculty, and program characteristics of Library and Information Science in Japan. [Article content in Chinese]

Abstract: The development of Internet makes the researches on information retrieval more changeable. Actually, the so-called "information retrieval" is "text retrieval." It is necessary for users to find out the needed information from the retrieved texts. A higher-level task is information extraction, which extracts the information based on pre-defined templates. From the viewpoint of Library Science, these pre-defined templates are the metadata, which describes the collection of libraries in common. This paper discusses the relationships between metadata and information extraction and how natural1anguage processing helps the task of information extraction.[Article content in Chinese]
Topic Identification in Discourse

Abstract: This paper proposes a corpus-based language model for topic identification. We analyze the association of noun-noun and noun-verb pairs in LOB Corpus. The word association norms are based on three factors: 1) word importance, 2) pair co-occurrence, and 3) distance. They are trained on the paragraph and sentence levels for noun-noun and noun-verb pairs, respectively. Under the topic coherence postulation, the nouns that have the strongest connectivities with the other nouns and verbs in the discourse form the preferred topic set. The collocational semantics then is used to identify the topics from paragraphs and to discuss the topic shift phenomenon among paragraphs.
Automatic Identification of Subjects for Textual Documents in Digital Libraries

Abstract: The amount of electronic documents in the Internet grows very quickly. How to effectively identify subjects for documents becomes an important issue. In past, the researches focus on the behavior of nouns in documents. Although subjects are composed of nouns, the constituents that determine which nouns are subjects are not only nouns. Based on the assumption that texts are well-organized and event-driven, nouns and verbs together contribute the process of subject identification. This paper considers four factors: 1) word importance, 2) word frequency, 3) word co-occurrence, and 4) word distance and proposes a model to identify subjects for textual documents. The preliminary experiments show that the performance of the proposed model is close to that of human beings.
跨語言資訊檢索中查詢問題特性於檢索效益之影響 Influences of Query Characteristics to Retrieval Performance in Cross-Language Information Retrieval

Abstract: 本研究分別由查詢主題(Topic)的文本特性、語言特性,及欄位特性等三個面向,檢視第六屆NTCIR資訊檢索評估會議之跨語言檢索評估項目的資料,試 圖找出查詢主題特性對檢索效益之影響。研究結果發現查詢主題的文本特性僅有「主題類別」對檢索效益具影響力,涵蓋地域、時間空間明確性,條件敘述明確性及 數量等對檢索效益沒有顯著差異;語言特性方面,以韓文表現最佳,表示在CLIR機制中,選用不同語言的問題集與文件集對於檢索效益的確會造成影響;欄位特 性方面,本研究發現不論選用標題(Title)、簡短資訊需求(Description)、詳細資訊需求(Narrative)、相關概念 (Concepts)為索引來源,不會造成明顯檢索效益的差異,但部分欄位的檢索效益確實比較好;在研究團隊與欄位特性及語言特性的交互作用的檢定,本研 究發現研究團隊與檢索欄位在檢索效益上有交互作用,也就是說研究團隊的不同與檢索欄位的不同對檢索效益會造成影響,而在語言組合的選擇上則無明顯的交互作 用。 This study investigated the influences of structured query on retrieval performance from textual, linguistic, and fielded characteristics. The search runs of NCTIR-6 CLIR Task have been used as the targeted data for this study. The results concluded that only subject out of other textual characteristics demonstrated significant effects on retrieval performance; linguistic characteristics showed great impacts on retrieval performance; fielded information did not show significant effects on retrieval performance but some fielded information performed better than others. This study also made clear that there existed interactions between fielded information in queries and participating teams (consequently the retrieval techniques used by these teams) but no significant interactions between linguistic characteristics and participating teams.

Abstract: In this study, questionnaire survey and bibliometric method wereused respectively to assess the library and information science (LIS)journals in Taiwan. The researchers also conducted secondary analysison the results of three previous LIS journal assessment projects, whichhad employed expert assessment, citation analysis, format review, orcombinations of these methods. Statistical tests of the results from thefive assessments showed inconsistency. Journal rankings based onexpert assessment showed consistency among and within each of thefive assessments. Rankings based on citation analysis or format reviewwere consistent to other rankings within each assessment, but wereinconsistent between assessments. Statistical tests also revealed thatthe reasonable settings of weights in different assessment projects hadno significant influence on rankings. In conclusion, expert assessmentis currently the method yielding most consistent results in existing LISjournal assessments in Taiwan.
An Adaptive Variable Structure Control Scheme for Underactuated Mechanical Manipulators

Abstract: Mechanical arms have been widely used in the industry for many decades. They have played a dominant role in factory automation. However the control performance, or even system stability, would be deteriorated if some of the actuators fail during the operations. Hence, in this study, an adaptive variable structure scheme is presented to solve this problem. It is shown that, by applying the control mechanism proposed in this paper, the motion of robot systems can maintain asymptotical stability in case of actuators failure. The control algorithms as well as the convergence analysis are theoretically proved based on Lyapunov theory. In addition, to demonstrate the validity of the controller, a number of simulations as well as real-time experiments are also performed for Pendubot robot and Furuta robot systems. The results confirm the applicability of the proposed controller. 1. Introduction Stabilization and tracking control problems of the nonlinear uncertain underactuated systems are difficult to be dealt with because of their fewer independent control actuators than the degrees of freedom to be controlled. In addition to the lack of enough control inputs for system’s degrees of freedom, the dynamics of underactuated mechanical systems is generally characterized by uncertain nonholonomic constraints. And hence, the underactuated system is always a challenging problem in the field of control applications. Robot manipulators have been ubiquitously equipped in many industrial plants for manufacturing automation and most of them were fully actuated. In general, the controller is designed for fully actuated systems based on the properties such as linear controllability, feedback linearizability, and passivity. However, actuators failure might occur due to infrequent maintenance or limited life cycle, which could cause severe damages to the operators and products. In general, the parts with actuator failures would be unactuated. The underactuated system presents challenging control program since the control design must typically exploit some coupling between the unactuated and the actuated states to achieve the control objective. In this paper, an adaptive variable structure control is presented to obtain globally asymptotical stabilization for a class of underactuated mechanical systems. Underactuated systems are known as the systems with fewer independent control actuators than the degree of freedom to be controlled. An Investigation of Supporting Courses for Digital Libraries

Abstract: Due to the increasingly growing Internet, many countries take a serious look at the new information carrier. Few years ago, National Science Foundation (NSF) of USA initiated research projects on Digital Libraries (DL). Other countries around the world also initiated many DL research projects recently. There are some DL projects undergoing now in Taiwan. However, in the process of project execution, many project leaders find out that the students involving in these projects are not well trained. This is not because of educational quality, but the interdisciplinary characteristics of DL researches. The main purpose of this study is to investigate the supporting courses for training manpower in the field of digital library.After preliminary analysis, there is little consensus on the usage of terminology. As for the curriculum, 36 courses are suggested by professors and experts. With comparison to the current curriculum, a joint force from different departments is capable to cultivate the necessary manpower for DL projects. Only six courses need to be initiated to compensate the deficiency of the current curriculum. Due to the interdisciplinary characteristics of DL projects, this paper suggests that 20 credits is the minimal requirement for students from various fields to gain the basic knowledge and skills to involve DL projects.[Article content in Chinese]
