Abstract: This paper presents a critical thought about the design of the most important components of the Argentine migration policies from 2004-2015, together with the main theoretical approaches which emerged from the different disciplines of the social sciences. This paper shows the growing diversity of data and processes related to the definition of migration policies and the need of analyzing the topics from the perspective of International Relations discipline.

Abstract: This article intends to reflect upon the place given to migration policy in the public agenda of General Pueyrredón municipality, in Buenos Aires Province, Argentina, during the period of 2010-2017. Among the process of policies, it focuses on the initial stage related to the inclusion of the migration issue in the local agenda; with the purpose of identifying the mechanisms that set up its inclusion, the reactive or proactive mode in which it is introduced, the social actors that promote the inclusion, among others. It shows that the migration matter does not have a pre-established place in the agenda of General Pueyrredón municipality, however, there are occasional, reactive and superficial entries, which are not enough to question the access of migrants to social rights.
Robust Differentiable Functionals for the Additive Hazards Model  [PDF]

In this article, we present a new family of estimators for the regression parameter β in the Additive Hazards Model which represents a gain in robustness not only against outliers but also against unspecific contamination schemes. They are consistent and asymptotically normal and furthermore, and they have a nonzero breakdown point. In Survival Analysis, the Additive Hazards Model proposes a hazard function of the form \"\", where \"\"?is a common nonparametric baseline hazard function and z is a vector of independent variables. For this model, the seminal work of Lin and Ying (1994) develops an estimator for the regression parameter β which is asymptotically normal and highly efficient. However, a potential drawback of that classical estimator is that it is very sensitive to outliers. In an attempt to gain robustness, álvarez and Ferrarrio (2013) introduced a family of estimators for β which were still highly efficient and asymptotically normal, but they also had bounded influence functions. Those estimators, which are developed using classical Counting Processes methodology, still retain the drawback of having a zero breakdown point.

Abstract: since 2004, the ?national qualification plan for construction industry workers? has been implemented in argentina. this study analyzes one of its lines of action: the recognition of training processes through competence certification. the central goal is to discover the strategic objectives that guide the competence certification technologies and what authorities take part in their regulation. the research was carried out from the labor sociology field, using some conceptual tools derived from the work of foucault, such as the the art of neoliberal government. key informants and institutional documentation were used as sources; the qualitative research techniques were open interviews and documentary content analysis. in conclusion, the objective of competence certification technology is to raise the rate of added value vis à vis ensuring the operation of market processes. a set of actors that form a strategic government alliance (unions and company organizations in the sector, state and civil society agencies, experts) takes part in this process.

Abstract: in the interaction between unions and capitalist society there is a dialectic relationship (hyman, 1978) that has opened a group of questions in the area of theory and socialist practises. those questions are about revolutionary potential in unions, development of worker′s conscience, reach of "revolutionary spontaneity" (espontaneísmo), relationship between union and revolutionary party, among others. on this work we try to explore the position taken by antonio gramsci about these topics in general and revolutionary potential in unions and workers councils under capitalist social-formation in particular. we will revise (from hyman′s work) the visions of marx and engels, lenin, michels, trotsky about unions in capitalism. we will contrast then with the position supported by gramsci about this topic: the experience of turin factory councils (1919-1920) first, and the time after their defeat then.

Abstract: from a case study in a multinational company, the paper proposes to rethink the concept of precariousness, in the light of perceptions and meanings that workers attributed their labor. the study focuses on young workers, one of the most vulnerable and flexible group in the labor market, and was carried out in hypermarkets, understanding that it is in the service sector which concentrates youth employment in precarious conditions. it argues that precariousness is a historic form in the power relationship of capital and work, and therefore should be considered in terms collective rather than individual.

Abstract: the main purpose of this paper is to answer the question of the title: which were the main causes of women′s death? women who lived in a rural areas during the xix century last decade and xx century first decade. that was the period after the "expedición al desierto" (dessert expedition) which occurred in argentina after 1880′s. the purpose was to expand the frontier to the south and to politically, economically and socially dominate indian territories. the southeast of la pampa province was incorporated at that moment and was named as "territorio nacional de la pampa central" (national territory of central pampa) this study presents both quantitative and qualitative analysis and the interpretation of the written sources data and tombs. main causes of mortality were those related to maternity, infectious illnesses, suicides and accidents. some written sources allowed some gender interpretations on rural women′s roles.

Abstract: franz kafka's animal stories are contemporary with the first philosophic questionings of the so-called metaphysics of subjectivity. this paper proposes an examination of that synchronism through an analysis of the narrative voice in the story "investigations of a dog". we start, on one hand, from the hypothesis that, in this story, it is possible to find a particular way of thinking about animals and animality, one that is linked to the task of taking the animal metaphor apart; and, on the other hand, from the idea that this thought enables a dialogue with the reflections of post-humanist philosophy, that is oriented towards the creation of a non-anthropocentric theoretical perspective.

Abstract: the aim of this paper is to show that, faced with a widening lack of trust in political parties, in popular leaders and in public servants, civil disobedience becomes a crucial arm in the symbolic arsenal that of democratic states of law. public disobedience triggers two legitimating principles in a democratic order: the people's sovereignty and recognition among all of the right to have rights. it helps, for this very reason, to keep safe and expand rights, on the one hand, and to broaden the democratic horizon, on the other.
