Bank Ownership and Efficiency in the New EU Members  [PDF]

Abstract: The aim of this study is to analyze how banking ownership affects banking efficiency in countries which have recently experienced the European integration process more intensely. Using a Bayesian Stochastic Frontier Approach (SFA) applied to panel data, we have estimated efficiency levels in a sample of 226 banks from 12 countries during the period 2000 to 2008. The results show no significant differences between different types of private ownership, questioning the relevance of ownership as a determinant of banking efficiency in these countries. In addition, we have not found any evidence to suggest that foreign ownership is more efficient than its domestic counterpart. These results contradict the popular belief about the higher efficiency levels associated with foreign ownership.

Abstract: Data Mining (DM) methods are being increasingly used in prediction with time series data, in addition to traditional statistical approaches. This paper presents a literature review of the use of DM with time series data, focusing on shorttime stocks prediction. This is an area that has been attracting a great deal of attention from researchers in the field. The main contribution of this paper is to provide an outline of the use of DM with time series data, using mainly examples related with short-term stocks prediction. This is important to a better understanding of the field. Some of the main trends and open issues will also be introduced.

Abstract: This paper describes a microprogrammed architecture for an embedded coprocessor that is able to control IEEE 1149.1 to IEEE 1149.7 test infrastructures, and explains how to expand the supported test command set. The coprocessor uses a fast simplex link (FSL) channel to interface a 32-bit MicroBlaze CPU, but it can work with any microprocessor core that accepts this simple FIFO-based interface method. The implementation cost (logic resource usage for a Xilinx Spartan-6 FPGA) and the performance data (operating frequency) are presented for a test command set comprising two parts: 1) the full IEEE 1149.1 structural test operations; 2) a subset of IEEE 1149.7 operations selected to illustrate the implementation of advanced scan formats.

Abstract: En el presente trabajo se propone una revisión crítica de aquellos métodos de análisis paleoambiental utilizados hasta hoy, como pueden ser la geología, las medidas isotópicas, la palinología o la paleontología. Con ello se pretende demostrar que ninguno de ellos posee la capacidad de reconstruir climas ni ecosistemas antiguos a partir de su comparación con caracteres modernos (actualismo). Los autores proponen un método basado inicialmente en el método Hokr revisado. Este, junto con los análisis polínicos e isotópicos, tiene como objeto definir límites para parámetros climáticos lo suficientemente precisos como para una mayor aproximación a la reconstrucción de climas y ecosistemas concretos. De esta forma se redefinen tanto el concepto estadio/interestadio como otros de carácter climático y ecológico para los periodos glaciales.

Abstract: the purpose of this article is to present the argentina's federalism crisis. some backgrounds on not only political, demographic and economical centralization but also on the decline of local powers when facing the national executive power are discussed. as regards the fiscal situation, the implementation of co-participation regimes that guarantee the automaticity in fund remission provided in the 1994 constitutional reform is discussed, confronting, thereby, a highly difficult to fulfill procedure that is considered to be more adequate to a confederated system than to a federal one. after the situation is described, it is called on for the recuperation of a centralized and cooperative federalism, stressing the relevance of the regions as one instance that would allow not only integrating the real country but also as a factor of equilibrium and harmonious development.

Abstract: sa & lw are common and powerful instruments used in violation of human rights around the world. proliferation, availability and undue use of sa & lw are responsible for the high levels of insecurity, violence, suffering and poverty induced by crime, organized or not, terrorism and civil wars.in this article, we try to show that the efforts made by the international community to regulate the production and trade of sa & lw have little support at the states level. as a result, we have been witnessing the rise of the proliferation and of the undue use of sa & lw. in some industrialized countries, portugal included, these are causes of rising insecurity, violence and crime and in some developing countries also affected by these problems, are common sources of armed conflicts.

Abstract: arms production and sales increased in recent years. most of the growth came from us companies that have benefited from the continuing rise in us military spending. a few west european companies and some russian aircraft and missile companies also increased their arms sales. the restructuring process of the arms industry also continued. the number of major merger and acquisition operations increased substantially. the largest deals were driven by us and uk companies. in russia, the creation of three new conglomerates increased the direct control of the state over arms industry. r&d expenses in the industry also rose, mostly in the us, confirming the leadership of this country in the business. the future of arms production and sales is uncertain. in the short term, it is strongly dependent on the evolution of the global crisis. however r&d activities are expected to rise strongly.
