Abstract: Este trabalho tematiza a tradi o ironista a partir do horizonte teórico de Richard Rorty, buscando refletir sobre os elementos que constituem tal tradi o e sobre a maneira que este pensador se insere nesta tradi o. Para tanto, primeiramente definiremos o que éuma tradi o e como Rorty descreve a tradi o ironista, para, em seguida, explicitarmos a maneira que ele se apropria dela, redescrevendo-a com vistas a seus anseios políticoutópicos.This paper concerns the ironist tradition from the theoretical horizon of Richard Rorty,searching to reflect on the elements that constitute such tradition and on the way that this thinker ifinserts in this tradition. For this, first define what is a tradition and as Rorty describes the ironist tradition, for then, explaining the way he appropriates it, redefining it with a view to their political and utopian yearnings.
Air Quality Monitoring and Its Implication on the Environmental Licensing Process in Brazil  [PDF]

Abstract:

In the state of Sao Paulo, Brazil, public policies regarding the air quality aimed at the welfare of the population are strongly dependent on monitoring conducted by the Sao Paulo State Environmental Company (CETESB), which can be influenced by faulty monitors and equipment support and cuts in power supply, among others. A research conducted from 1998 to 2008 indicated that a significant portion of the air quality automatic stations in the state of Sao Paulo did not meet the criterion of representativeness of measurements of PM10, NO2, O3, CO and SO2 concentrations which resulted in the classification of some municipalities as the nonattainment area, a situation evidenced for PM10 and O3 parameters. The network unavailability for each parameter was estimated and compared with the monitoring networks operated in Canada and the UK. This paper discusses the implications of the lack of representativeness of measurements in the environmental licensing process of pollution sources from 2008, when by the effect of state law, municipalities have been qualified according to their air quality nonattainment level.

Abstract: based on the public-private relationship context, this paper discusses higher education quality. it advocates that, in brazil, educational policies have historically promoted restriction to public initiative and encouraged the private initiative for this education level. it considers both the national scenery and that of the distrito federal according to a study on a local group of higher education establishments. the discussion points out the different meanings and complexity of the concept of quality, the institutional heterogeneity of the brazilian higher education system, and the centrality of the binomial evaluation/quality as a public policy for the sector.

Abstract: the author starts from a characterization of an acoustic culture, such as the mozambican, to then analyze the importance of mother tongues as one of the most significant cultural attributes of a people. to put the theme to be developed in its context, the author presents in broad lines some social, political and historical information about mozambique. next, he discusses in what measure the political power after mozambique?s independence took into account the strong unwritten features that are present in that culture and in what way such policies have or have not influenced the literacy process. the adoption of the portuguese as the teaching language, and the refusal by the political authorities to research, systematize and introduce the mozambican languages on the initial grades have contributed to raise illiteracy rates, and to perhaps irreversible losses of oral traditions. at the same time, it constitutes a devaluation of the various ethnic cultures present in mozambique. the author argues that a solution will be found in the adoption of bilingualism. that implies transforming the oral languages in written languages, and the preservation of a foreign language as the second language. that second language, being the official language, would have an important role in various social areas such as in official communications of the state, in international affairs etc.

Abstract: Dissertació sobre l'argument i consolidació els darrers anys de tecnicismes estrangers, sobretot anglicismes, en el món bibliològic i tipogràfic en detriment dels termes tradicionals. Aquest fet però, ha produ t confusions terminològiques i que certa terminologia esdevingui estranya i llunyana. Finalment, l'autor mostra exemples sobre aquests tecnicismes i possibles solucions per adaptar-los millor a la nostra llengua.
La traducción y sus trampas

Abstract: El autor del presente trabajo se propone realizar un vuelo superficial sobre los más habituales problemas con que un traductor se puede encontrar en su trabajo. El contenido se divide según tres criterios generales: corrección ortográfica, corrección sintáctica y corrección semántica. Comienza el periplo con unas consideraciones acerca del criterio de corrección ortográfica, con especial atención a los problemas planteados por la ortografía de la palabra (acentuación, abreviaciones —abreviaturas, abreviamientos, siglas, símbolos, acrónimos—, mayúsculas y minúsculas), antropónimos y topónimos, unión y separación de palabras, extranjerismos (anglicismos y galicismos) ortotipográficos y barbarismos ortográficos. Siguen unas consideraciones sobre el criterio de corrección sintáctica, con especial atención al orden de colocación de los elementos oracionales, el hipérbaton, los anacolutos y la anfibología. A continuación se analizan algunos aspectos de corrección semántica, tales como la ambigüedad, los pleonasmos, la vaguedad y las formas de expresión. Finalmente, se utilizan los extranjerismos (préstamos, calcos, xenismos, falsos amigos), los arcaísmos, neologismos y perífrasis, y para terminar, el nivel de lengua del traductor. ---------------------------------- Translation and its pitfalls. The author of this article gives a sweeping overview of the most common problems a translator may encounter in the course of his work. The contents are divided in accordance with three general criteria: orthography, syntax, and semantics. The overview begins with a look at ortography, particularly the problems involved in writing words (accents, abbreviated forms —abbreviations, contractions, initialisms, symbols, acronyms—, use of capitals and lower case), anthroponyms and toponyms, joint and separate words, foreign ortographic and typographic derivatives (Anglicisms and Gallicisms), and orthographic barbarisms. The text goes on to discuss syntax, with special emphasis on the order of elements within the sentence, hyperbaton, anacoluthon, and amphibology. It next looks at certain aspects of semantics, such as ambiguity, pleonasms, vagueness, and various forms of expression. In its final portion, the text deals with foreign terms (loanwords, loan translations [calques], imported words, false cognates), archaisms, neologisms, and circumlocutions and, finally, with the translator's level of language.
