Abstract: this paper deals with the links between assessment and the higher education reforms and their relation to the state. it advocates that assessment plays a crucial role not only technically, but also, and mainly, ethically and politically, in the changes and reforms in higher education and in society. it highlights two paradigms which conceive higher education as a product ruled by market logics and as a public right, respectively. each has its epistemology and assessment model, with their scientific groundings, ideologies and effects on the social, political and economical life. the first one conceives assessment mainly as control, the other, as production of meaning. this turns assessment into an area full of contradictions and multiple references. it should thus be dealt with through complexity theories and applied using several instruments and combining different approaches. understanding all these aspects is important to keep in mind that an educative assessment must have formative goals. assessment must then be essentially a social process that questions the meanings of the formative endeavor.

Abstract: this paper deals with aspects of the "democratization" of higher education in brazil. it discusses the contradictions between conceptions of education as a public good and as a commodity, and relates them to higher education public policies. it approaches the notion of quality and social relevance and asserts that public policies oriented towards the democratization of higher education must go far beyond the actions focused on the increase of enrollment and social inclusion. democratization requires an improvement and expansion of elementary education in order to enhance the quantity and quality of high school graduates, and continuously improve and widen teachers' education and the infrastructure of the whole educational system. it also demands good conditions so that students do not quit their courses and an increased participation of the state as an education provider. in conclusion: radical changes in higher education, particularly its expansion with quality and equity, are not separated from structural and sustainable modifications in the society.

Abstract: this article presents evaluation as a production of meaning, especially the meaning of the essential purposes of education. it is a social polisemic practice that does not limit itself to knowledge and the teaching-learning process. it tries to comprehend the meanings of the educational phenomenon, including the issues relative to personal autonomy and to the social and public life of the subject of education and his participation in the construction of a democratic society. special emphasis is attributed to the dynamic and participative evaluation and to the discussion of the relation between evaluation and regulation.

Abstract: this text establishes a basic connection between the main evaluation policies and the transformations in brazilian higher education, conceived and practiced since 1995, pointing out some of the effects on undergraduate teaching. this period coincides with the government of presidents fernando henrique cardoso (1995-2002) and lula (2003 - ...) and the time period of the current ldben law (1996). after a brief panorama of brazilian higher education during this period, the main evaluation instruments used in brazil are analyzed, emphasizing prov?o and enade, and some of their effects on higher education. at the end, a few considerations on general or large-scale exams are presented with the purpose of also pointing out their interference in education.

Abstract: the purpose of this article is to draw up a latin american outlook of the functions performed by assessment with regard to the most common reforms within the areas, where problems such as the important growth of enrollment, crisis of funding and growing privatization, institutional diversification, internationalization, assessment, autonomy and control can be observed. in the current state of affairs, the new demands have to do with the need of higher schooling and with the innovations and transformations of the current phase of capitalism, the novelties in the labor world, the requirements of higher efficiency and productivity and the changes on the cultural and social plane.

Abstract: Este texto se propone esbozar un panorama latinoamericano de las funciones de la evaluación respecto de las reformas más comunes en la región, en cuyo escenario se perfilan los problemas del crecimiento de la matrícula, de la crisis del financiamiento y la privatización, de la diversificación institucional, de la internacionalización, de la evaluación, la autonomía y el control. En el actual estado de cosas, las nuevas demandas tienen que ver con las necesidades de mayor escolarización, con las innovaciones y transformaciones de la etapa actual del capitalismo, las novedades en el mundo del trabajo, las exigencias de mayor eficiencia y productividad, y los cambios en el plano cultural y social.
