Abstract: Human resource departments of large public hospitals in China deal with new challenges caused by multi-campus structure, such as increased labor demand, difficulty in cost management, lack of professional talents, restriction on employing way and etc. Delphi Method and Focus Group were used as the chief methods to analyze the problems. Countermeasures are researched as staffing optimization, performance management, forming Expert Center, establishing HRM Framework based on the positions among campus and restricting the human resource department. The researches break away from traditional human resource practices, develop new application for future trends, and adapt to the changes of business in the country’s public hospital reform.
Fabrication and Analysis of Vanadium-Based Metal Powders for Selective Laser Melting  [PDF]

Abstract: Vanadium Alloy is a type of advanced nuclear material with many ideal properties compared as traditional nuclear materials, which has very wide and important application in first-wall and blanket structural material for fusion power plant applications. So it has attracted increasing attentions, especially on new manufacturing methods, such as selective laser melting and so on. In this paper, the comparative study of the powders obtained by mechanical mixing method, dry grinding method and wet grinding method respectively was performed to evaluate the effect of ball milling process on the microstructure and degree of alloying of the vanadium-based powder mixtures with the nominal composition of V5Cr5Ti vanadium alloy. The powders prepared by dry grinding method exhibits better spherical-like morphology and degree of alloying than those prepared by mechanical mixing method and wet grinding method, which indicates that dry grinding method can be used to prepare the superfine vanadium alloy powders for selective laser melting. This work provides a new method as well as important insights into the preparation of superfine vanadium alloy powders for selective laser melting additive manufacturing technology.
Design and Test of the Semi-Automatic Test-Bed with Inclined Belt of Garlic Transplanting Machine  [PDF]

Abstract: In order to verify the feasibility of semi-automatic garlic planter with inclined belt program and determine its reasonable operating parameters, the semi-automatic test-bed with inclined belt of garlic transplanting machine was designed, and the garlic box experiments were conducted. The angle of inclined belt on the test-bed and its running speed were adjustable. Single factor test results showed that the program of the semi-automatic garlic planter with inclined belt was feasible, and the angle of inclined belt and the test bed running speed affected the indicators. Orthogonal experiment results showed that the angle of inclined belt was the main factor affecting the test indicators. It is also found that the best angle was 30 degrees, while the most reasonable running speed was 0.75 Km/h.

Abstract: This paper gives an error analysis of radial motion measurement of ultra-precision spindle including nonlinearity error of capacitive displacement probes, misalignment error of probes, eccentric error of artifact ball and error induced by different error separating methods. Firstly, nonlinearity of a capacitive displacement probe targeting a spherical surface is investigated through experiment and the phenomena of fake displacement induced by lateral offset of the probe relative to an artifact ball?are?discussed. It is shown that the error motion in radial and axial direction and eccentric rotation of artifact ball will both induce lateral offset which causes a fake output of probes. Moreover, measurement error induced by angular positioning error for three famous error separating methods is detailed.

Abstract: This paper is divided into two cases to study the communication transmission equipment reliability in the state of the ice storm, according to the huge losses of power system communication caused by the ice storm. For the nodes or links which are not affected by the ice storm, we use the calculation with “the mean time between failures (MTBF)” and “the mean time to repair” (MTTR) to put forward the calculation methods; for the OPGW cable which influenced greater in ice storm, we use the fiber excess length and the elongation of fiber optic cable. It obtains all the paths of the network through improved adjacency matrix method, and then it uses binary decision diagram to obtain the overall reliability of the network. By testing the network nodes and links using “N-1” inspection, the key nodes and key links can be obtained. Finally, considering the importance degree of network transmission business, the reliability evaluation method of power system communication network based on the risk theory in the case of the ice storm has been put forward, and the example to verify that the method can provide the basis for the reliability assessment of the power system communication in the case of the ice storm has been given.

Abstract: Since former president Obama of America put forward the concept of 3D printing or additive manufacturing, it had been putting into use rapidly and getting acceptance widely. In particular, metal additive manufacturing machines had been successfully applied with pilot demonstration in industry. However, the present metal additive manufacturing machines cannot be directly used in medical fields such as dental restoration because of some different requirements between industry and medical fields. In this case, this paper is aimed for the development of laser fusion printing machine (LFP), also being called as selective laser melting (SLM), for ceramic teeth crown in dental restoration business. Through the reasonable design and development of key components such as machinery unit, optical unit, electrical controlling unit, and software unit, and the integration, debugging, and optimization of the entire system, the laser fusion printing apparatus for dental restoration has been successfully developed. Key technologies such as machine structure design, optical unit design, electrical controlling system design, system software and process software have been overcome, on the basis of which, a lot of process experiments of medical titanium alloy materials were deeply carried out. At last laser fusion printing technology of titanium alloy was mastered, and titanium dental crown by laser fusion printing with relative density up to 97.37% was realized. After post treatment with porcelain, it was found that the laser fusion printed porcelain teeth with titanium alloy has good metal-ceramic bonding strength, which is equivalent to the quality of traditional porcelain teeth, which showed that laser fusion printing can meet the requirements of dental restoration business and has a broad market outlook.
Lasing on pyroclastic rocks: A case study of 40Ar/39Ar dating on Moshishan Group, eastern Zhejiang Province

Abstract: It is difficult to date pyroclastic rocks, for almost all the dating methods, due to the multiple sources during their formation. 40Ar/39Ar incremental heating results on groundmass selected from the samples show that the age spectra are meaningless geologically. However, singe crystal total fusions of CO2 lasing on the sanidine separates could yield rational 40Ar/39Ar results and distinguish their sources in this study. Timing on three formations of the Moshishan Group, after avoiding the exotic and altered grains by lasing on the single sanidine separate, was reported in this paper. The lowermost portion of the Chawan Formation gives an age of 113.7±0.3 Ma; the lower part of the Xishantou Formation was formed 116.4±0.4 Ma ago and the bottom of the Gaowu Formation took its shape at 118.4±0.4 Ma. These new ages are much younger than the previous ones, suggesting that these thick volcanic formations had been formed in very short durations.
New Standpoint of ALT Test for Blood Safety in Dongguan Blood Center  [PDF]

Abstract: Objective: To investigate the relationship between the single ALT positive (ELSIA-HBV/HCV negative) and NAT-HBV/HCV on blood donor samples. Methods: 28710 samples were surveyed retrospectively from Dec. 2010 to Dec. 2011. ALT was detected by rate method, and the single ALT positive samples were detected by ELSIA-HBV/HCV and NAT-HBV/HCV. The relationship between the single ALT positive and NAT-HBV/HCV were analyzed. 21 samples, values in 40 U/L ≤ ALT ≤ 70 U/L, were selected at random from 2516 samples with single ALT positive, which were second detected by ELISA and NAT in the second donation. Results: 2516 (8.74%) single ALT positive samples (ELSIA-HBV/HCV negative) were found in 28710 donors. Among these samples, 8 (2.8/10000) positive were detected by NAT, including 5 HBV-DNA-positive and 3 HCV-RNA-positive. Obviously, positive rate of NAT from the donors whose ALT value ≤ 70 U/L were lower than those of ≥ 71 U/L (P < 0.01). 21 donors were investigated in the second donation in following 153 to 401 days, All samples were negative by ELISA-HBV/HCV and NAT-HBV/HCV. Conclusions: Donors with single ALT positive (value in 40 U/L-70 U/L) are not likely to become HBV/HCV virus carriers or HBV/HCV patients after half or one year. So it is to set ALT abandone threshlod to ≤ 70 U/L can ensure blood safety, and reduce blood abandone in our center.
An Analytic Hedging Model of Energy Quanto Contracts  [PDF]

Abstract: Earnings of energy firms are exposed to a joint risk of energy price and energy consumption. The correlated fluctuations in both price and consumption present a joint risk of price and volume for a load-serving entity (LSE). In order to manage such a joint risk, LSEs take positions in a variety of hedging contracts. Among these financial instruments, we analyze the use of electricity-temperature quantity-adjusting (quanto) contracts. In this paper, we consider an LSE that has access to electricity price derivatives, temperature derivatives, and energy quanto contracts. We derive the closed-form optimal hedging positions in these contracts and the optimal mean-variance tradeoff, from an analytic model that we develop within the Constant Absolute Risk Aversion (CARA)-normal setting. We mathematically prove that the use of quanto contracts allows an LSE to lower its revenue volatility. Furthermore, our model offers novel economic insights into the application of energy quanto contracts to hedging practice. First, we document and quantify the “dirty hedge” of standardized price and temperature derivatives in the absence of tailor-made energy quanto contracts. Second, we derive a threshold price of energy quanto contracts. If an energy quanto contract is quoted above this threshold price, an LSE shall not trade such a contract for risk management purposes. Third, this paper investigates a questionable, yet commonly adopted practice of using temperature as a perfect proxy for power consumption.
Positive Well-Being and Work-Life Balance among UK Railway Staff  [PDF]

Failure to manage the well-being and work-life balance of railway workers may result in an increased risk to train safety and employees’ health. This article reports the findings of a study that measured positive well-being and work-life balance, and identified the factors affecting these among UK railway staff. On the whole, staff who perceived high levels of control and support had a better work-life balance and an increased sense of well-being. A positive personality was associated with positive well-being both at work and outside of work.
