Abstract: the directive 2000/60/ec of the european parliament and the council establishes a framework for community action in the field of water policy. this standard indicates in its article 9 that member of the states shall take account of the principle of recovery of the costs of water services, including the environmental ones. according to this legal framework, municipal water supply entities must generate information about their general costs and, more particularly, about their environmental costs and other environmental items. so, in this paper we focus on the cost of desalinated water, which is one of these entities? main outputs.

Abstract: scientific knowledge used to assist decision-makers is a valuable resource. however, expertise is not immune to political appropriation, and has its own epistemic limitations. it is therefore questionable to regard expertise as the only method of ensuring that any given decision is legitimate. in this connection, it makes a difference whether experts carry out their scientific analysis on the basis of a probabilistic conception of risk, or on a different basis which takes uncertainties and ignorance into account.

Abstract: this paper analyzes the market of the pay television industry in mexico. the main objective of this research is, firstly, to generate statistical information to measure the economic and market concentration of the sub-sector in the face of changes that are being established with the technological convergence and triple play (voice, video and internet in one network and transmission infrastructure). it also presents a brief historical review of the subsector to understand more fully the particularities of the mexican case.

Abstract: this article compares agreement among racial classification schemes in brazil, considering measurement methodologies with three categories (white, brown, and black) and two (white and black). the racial taxonomic uncertainty is illustrated by the statistically reliable estimates of the probabilities of being white or black, adjusting for individual characteristics, parents' color, and categorization schemes. the findings show that if different data collection methods were used to construct the color variable, only half of the respondents would report their color consistently in all of them. the data come from the brazilian social survey conducted by uff in 2002. the survey is representative of the country as a whole and is the first to allow the study proposed here.

Abstract: the assessment of the risks that an entity's internal control system may fail represents a significant challenge to independent auditors. the methodologies used to audit financial statements are usually supported by classical logic, also called binary logic, departing from the relatively simplistic premise that risk factors are either present or not in a certain kind of control process. this study aimed to conceive a risk assessment model for an entity's internal control system, using the fuzzy logic approach, to take into account the diffuse elements that compose the factors of this type or risk, which are analyzed in financial statements auditing. the conceived model was conceptually validated though interviews and debates with financial statement auditing experts and relevant bibliography. we concluded that the use of fuzzy logic to support risk assessment models not only eliminates the binary restriction imposed by classic logic, but also allows for the quantitative treatment of ambiguous concepts through a psychometric scale, to refl ect adjectives like "very good", "good", "reasonable", "of great importance", "of little importance" etc. this approach makes it possible to produce broader results that are closer to reality.

Abstract: the increased inclusion of race in brazilian public debate, the increase of its usage in opinion polls and monitoring and the ease with which it has been included in statistical models has created a paradox regarding its importance. while skin color has been gaining salience in public debate, it has also lost substantive importance as a complex and dynamic social construct through the superficial way in which it is being employed - as a permanent and immutable category - in quantitative studies. this bibliographic essay discusses the factors that have contributed to such a tendency, looking at national and international literature produced over the last 10 years. we question the use of race in public policies, inquiring into its trustworthiness, variability and validity, and consider the limitations and possibilities of using race as a marker of difference. the essay concludes by suggesting a research agenda meant to increase understanding and reduce the uncertainties associated with the usage of "race" as a variable in quantitative studies.

Abstract: Pedro Manrique Figueroa es un personaje central en la historia del arte colombiano. De su vida y obra no quedan más que huellas, y es quizás por esta razón que su existencia se encuentra a medio camino entra la realidad y la ficción. Este texto, tras realizar un recuento de la génesis del personaje, pretende contribuir al análisis sobre Manrique desde dos puntos de vista diferentes. El primero tratará de aproximarse al gesto de su creación desde la noción de autor de Foucault y las particularidades del juego según Huizinga y Caillois. El segundo hará lo propio con el personaje para analizar su performancia.Pedro Manrique Figueroa is a pivotal figure in Colombian art history. All that is left from his life and work are memories, perhaps that is the reason why his existence swirls around reality and fiction. This article, after briefly describing the character’s genesis, aims to analyze Manrique from two different points of view. The first one will try to examine the act of creation with the tools provided by the theories of Foucault, Huizinga and Caillois. The second one, will approach the character to study its performative qualities.
