Descentralización del Sector Salud en México: el Caso de Baja California

Abstract: objective documenting, defining and examining the state of baja california’s performance in decentralising public health service policy from the signing of the transfer agreement in 1996 up to 2004. methods this was a comparative study based on secondary information from 1996-2004. four key categories were analysed: availability, accessibility, equity and health service quality. these categories formed part of the main goals in decentralising health service policy in mexico and also took the health standards set by the world health organization and the pan american health organization into account. results the results revealed that decentralising health policy in baja california from 1996-2004 had not ensured this policy’s core objectives: availability, accessibility, equity, and health service quality. conclusions the population in baja california having medical insurance had more resources than that part of the population lacking it, a factor without doubt influencing health services not providing equity, availability, accessibility and quality.

Abstract: the main idea of this article is to discuss which are the attitudes, perceptions and behavior of men with respect to the use of condoms, vasectomy and prostate analysis. this document is based on 40 interviews elaborated among 40 men of the border mexican city of tijuana, baja california, mexico. in this article we present the way that within the tijuana' men and their families discuss about the number of desired children as well as the different men's and women's perceptions and attitudes in regards to sex and reproduction are discussed, negotiated and decided. we would like to point out that this thematic of “reproductive health” shows the way the families negotiate and decide measures of parenthood planning as well as the number of desired children. this type of negotiation and the respective decisions are covered with ambivalence, contradictions, impositions and in many cases respect and cooperation. we would like to signal that not everything is either white or black. the decisions that are taken are not necessarily simple nor do they lack discussion and conflict.

Abstract: the objective of this article is to analyze the importance of decentralization and what it entails from a public policy and intergovernmental relations perspective. based on research conducted between 2003 and june 2006 in baja california, mexico, the theoretical analysis focuses on showing that granting political autonomy to governments to ensure or improve public services is insufficient; it is also necessary to consider decentralization from other approaches because only then can opportunities be created for open relationships and joint decision-making by both the state and civil society to achieve common goals. on the one hand, decentralization presents local governments with an opportunity to design public policies in response to genuine regional needs; on the other hand, as a process, it contributes to the generation and establishment of coordinated relationships between different government levels.

Abstract: from the point of view that the main idea of the decentralization of mexico’s health sector, postulated since 1983, in this national health (health secretary) program of health and assistance secretary focused to change the efficiency, give more coverage and high the services of health on the whole country. in this sense, the following article give account of different reforms that have had the mexican health system and some of their results. this article is based on revision of relevant literature and the research has conducted in the baja california state in order to understand and give some light about the positive or negative effects respect of the baja california health decentralization policy.

Abstract: Otorgar autonomía política a los gobiernos no basta para asegurar o mejorar los servicios públicos, así lo muestra el análisis teórico de la presente investigación. Es necesario considerar la descentralización desde otros enfoques, porque sólo así se abren espacios para establecer relaciones francas, y tomar decisiones conjuntas entre Estado y sociedad para lograr las metas. Por tanto, el objetivo aquí es analizar la importancia del concepto descentralización y sus implicaciones, a partir de las políticas públicas y relaciones intergubernamentales. La descentralización constituye la oportunidad para que las administraciones locales dise en políticas públicas acordes a las necesidades reales de sus regiones, y para que establezcan relaciones coordinadas entre los diversos ámbitos de gobierno. La investigación se realizó de 2003 a junio de 2006 en el estado de Baja California.

Abstract: since the appearance of rational expectations theory, the analysis of the predictions of economic agents has become a very important issue in recent economic theories. in this paper granger, sims and toda and yamamoto ''non-causality'' tests are estimated in order to determine if firm's expectations cause industrial conjuncture in colombia. private surveys and official data are used. results are conclusive: expectations affect the future values of industrial variables such as production, employment and sells. furthermore, these variables, along with past expectations and demand (measured through inventories and orders) are essential when firm expectations are created.

Abstract: the conditions and characteristics of biobutanol production in abe fermentation were studied. a cell growth kinetic model structured according to the proposed metabolic pathway embden-meyerhof-parnas (emp) pathway for the clostridium saccharoperbutylacetonicum n1-4 atcc13564 reaction scheme was used in a continuous flow stirred tank. a sensitivity analysis and optimization based on the decision variables butanol productivity, glucose to butanol yield and glucose global conversion for different feed concentrations and dilution rate were performance. productivity values of 27,46 mm h-1, yield of 0,65 mmol of butanol per mmol of glucose and final conversion of 95,38% at optimal food concentration of 295 mm and optimal final dilution rate of 0,15 h-1 were obtained.
Es la coyuntura económica un resultado de las expectativas empresariales? Análisis de la EOIC 1990-2008

Abstract: Con la formulación de la teoría de las expectativas racionales, el análisis de las predicciones de los agentes económicos ha cobrado un papel muy importante en el desarrollo de la mayoría de teorías económicas. En este trabajo se estiman algunos tests de "No Causalidad" de Granger, Sims y Toda, y de Yamamoto, para determinar si las expectativas empresariales causan la coyuntura industrial en Colombia. Para ello, se utilizan datos de encuestas de opinión procedentes de gremios privados y del DANE. Los resultados son concluyentes: las expectativas parecen incidir en el comportamiento futuro de variables como ventas, producción y empleo industrial. De manera recurrente, los resultados sugieren que, en la formación de expectativas, toman parte esas mismas variables, las expectativas anteriores y el comportamiento de la demanda, variable exógena a la empresa, medida en los niveles de pedidos y de inventarios.

Abstract: Este texto pretende aportar elementos sustentados en la teoría sociológica para encontrar una explicación al ritmo y al rumbo que ha seguido el proceso de democratización que vive México poniendo sobre la mesa la base teórica que explique, por una parte, la influencia del medio social y la cultura en el comportamiento de los individuos y, por otra, el proceso por medio del cual los individuos aprehenden y utilizan como referentes en sus acciones tales factores culturales. Este artículo ha sido realizado a través de una revisión documental, apoyada en la Encuesta Nacional sobre Cultura Política y Prácticas Ciudadanas 2003 realizada bajo los auspicios de la Secretaría de Gobernación del gobierno mexicano.
