The problems that fixed assets accounting create in govemmental accounting, in relation with monly used infrastructure, present particular aspects that have led to various proposals regard1 ting and disclosure. The aim of this paper is to offer an analysis of several suggested aproaches in order to provide (framework with which the Spanish solution maybe compared. In accordance with the planned, these alternatives have been classified in two groups, depending on whether or not they propose the recognition of the infrastructure on the balance sheet. All the analysed altematives provide a more comprehensive information about the existence an situation of the infrastructure than the adopted solution in our Chart of Accounts for governmental entities, though the orientation and objectives of our public financial accounting system advise us the balance sheet as the most appropriate financial statement to provide such information.

Advances in Bioscience and Biotechnology (ABB) , 2014, DOI: 10.4236/abb.2014.57075

The purification of a lipase isoenzyme from an Aspergillus niger lipase A is reported in this manuscript. Purification was carried out in a simple adsorption step, in which the lipase was offered at low ionic strength to the commercially available C8 modified magnetic particles, MaKProt C8. When the isoenzyme was desorbed with a 0.2% solution of Triton X-100, the SDS-PAGE gel showed a single pure band with a molecular weight of 35 KDa. The purified fraction showed 66.75-fold purification compared with the crude extract. The pure fraction was characterized along with the crude extract and the lipase adsorbed on the MaKProt C8. The purified and the adsorbed lipase showed better activity for the tested substrates (p-nitrophenyl acetate, decanoate, myristate and palmitate) than the crude extract, the preferred substrates being myristate (26.7 μmol·min-1·mg-1) and decanoate (17.4 μmol·min-1·mg-1), respectively. The temperature and pH profiles showed no change for the three enzymes, the optimum temperature being 37°C and the best pH 7.0.

Gibraltar and the European Parliament Elections before the European Court of Justice
Inmaculada González García
Bulletin of the Transilvania University of Bra?ov. Series VII : Social Sciences and Law , 2009,
Abstract: The judgment under study (ECJ - judgment of September 12, 2006, Spain/United Kingdom, C-145/04) concerns the controversy between Spain and the United Kingdom on the sovereignty of Gibraltar and affects the legal status of Gibraltar in the European Union. The point of departure for this study stems from the adoption by the United Kingdom of the European Parliament (Representation) Act –EPRA 2003, in order to comply with the judgment of the ECHR in the case of Matthews vs UK, 1999. Spain points out that its action covers solely elections as they are held in Gibraltar and not the United Kingdom’s recognition of the right to the so-called Qualifying Commonwealth Citizens (QCCs) residing in its territory to vote for the European Parliament. The ECJ dismissed the action of Spain. In our opinion, a Spanish argument focused on the limitations of the annex I of the Act concerning the election of the representatives of the European Parliament by direct universal suffrage (1976) would have been able to direct the arguments of the parties and the foundations of the ECJ to a different ending.

Abstract: Governance of the commons depends on the capacity to generate collective action. Networks and rules that foster that collective action have been defined as social capital. However, their causal link is still not fully understood. We use social network analysis to assess social capital, decision-making, and collective action in a forest-based common pool resource management in La Sepultura Biosphere Reserve (Chiapas, Mexico). Our research analyzes the productive networks and the evolution of coffee groups in one community. The network shows some centrality, with richer landholders tending to occupy core positions and poorer landless peasants occupying peripheral ones. This has fostered the community's environmentally oriented development but has also caused internal conflicts. Market requirements have shaped different but complementary productive networks, where organic coffee commercialization is the main source of bridging ties, which has resulted in more connectivity and resilience. Conservation attitudes, along with the institutional setting of the community, have promoted collective action. The unresolved conflicts, however, still leave some concerns about governance in the future.

Polis : Revista de la Universidad Bolivariana , 2010,
Abstract: Numerosos cambios se suceden a nivel mundial.

Drovers’ Roads as Environmental Assets: Use Value for Recreational Purposes of the Cañada Real del Reino de Valencia  [PDF]

Journal of Environmental Protection (JEP) , 2014, DOI: 10.4236/jep.2014.516142
Abstract: Drovers’ roads have been a key part of transhumant pastoralism for decades, being the routes on which to drive livestock, and it is for this reason that they are protected by Spanish law, specifically Law 3/1995, by which they were declared public goods. At the same time, their particular nature also means that they also possess characteristics which are typical of other types of public goods; therefore, in order to estimate their value, market-based techniques cannot be used. This study centres on a project for the restoration for recreational purposes of the Ca?ada Real del Reino de Valencia, a drovers’ road in the Valencia region of Spain. In order to establish its economic value, the contingent valuation method has been used: this is the most commonly used technique for the valuation of non-market goods and it is widely attested in the economic literature, being used in a large number of different settings. Assuming a useful life of 25 years and a social discount rate of 5%, the value of the Ca?ada Real del Reino de Valencia has been estimated at €441.82 million, indicating the value which society places on the drovers’ road. This estimation may assist in improving the efficiency of public spending policies.
