Abstract: Les problèmes de la croissance résidentielle et l'évolution du réseauroutier entre 2002 et 2011. La période de l’explosion immobilière a déterminé,seulement en dix ans, le doublage de la surface occupée par la zone résidentielle du quartier de Pipera. Le développement dans un rythme plus lent de la texture de la rue a déterminé l’apparition d’une série de problèmes dans les nouveaux quartiers de villas qui se référent surtout { l’accessibilité difficile dans cette zone, mais aussi {l’infrastructure utilitaire. Pour représenter spatialement les zones avec des problèmes, on a réalise, { l’aide des techniques GIS, la Carte des discordances entre la dynamique résidentielle et celle du réseau de la rue entre 2002-2011. On a utilisé la relation de la soustraction entre l’évolution de la densité des maisons dans dix ans et l’évolution de l’accessibilité donnée par la texture de la rue. On a détermine l’accessibilité par le produit de la densité des voies et la qualité de celles-ci. Les zones avec des problèmes identifiés sur le terrain sont, surtout, les nouveaux quartiers des promoteurs immobiliers, avec une grande densité des villas.

Abstract: Genetics and genomics are certain to have a large impact in drug development and proper pharmaceutical treatment of subgroups of patients with many specific diseases. We should be able to increase the therapeutic margin for many agents. Genetic variation will also be important in refining estimates of risk from all kinds of environmental agents and in choosing more effective and more cost-effective risk reduction strategies. The linkage of information about genetic variation and information about environmental, nutritional, behavioral, metabolic, medical, and healthcare factors will be necessary to interpret the variation in clinical and public health terms. However, there is a great risk that present efforts to protect confidentiality and privacy of individual genetic information may make such research infeasible. In the present paper we expose some general considerations about the importance of the borderline disciplines which are studying the cited aspects (ecogenetics, pharmacogenetics and pharmacogenomics), emphasising the importance of human populations genome polymorphisms affecting drug efficiency and producing adverse reactions; eventually we expose the most recent trends in pharmacogenomics related to the subject
Using Mathematical Morphology to Detect the Imperfections of the Printed Circuit Boards

Abstract: Image processing is a form of signal processing(analysis, interpretation, and manipulation of signals) forwhich the input is an image, such as photographs; the outputof image processing can be either an image or a set ofcharacteristics or parameters related to the image. Typicaloperations of image processing are geometrictransformations such as enlargement, reduction androtation, color corrections such as brightness and contrastadjustments, quantization, or conversion to a different colorspace, interpolation and recovery of a full image from a rawimage format, image editing, image differencing, imagestabilization, image segmentation and other. Applications ofthese operations are encountered in computer vision, facedetection, feature detection, medical image processing,microscope image processing, morphological imageprocessing, remote sensing and many other disciplines.Morphological image processing is a collection of techniquesfor digital image processing based on mathematicalmorphology. By combining these morphological operatorswe can obtain algorithms for many image processing tasks,such as feature detection, image segmentation, imagesharpening, image filtering, and granulometry. Likewise,using this technology we can detect some imperfections of theprinted circuits, imperfections that allow us to repair it,opportunely. So in this way, we can eliminate some costs inthe technological process.The paper presents an introduction in mathematicalmorphology, describes “hit and miss transform”, dilationand erosion and, after all, we present the usage of two ofthese operations in printed circuit error detection.
Real estate capitalization of Public Administration Institutions - a chance to stimulate investment and increase economic competitiveness

Abstract: The divide in the development of the different European space regions, is exemplified by the different ability to attract investments between rural and urban areas. Urban areas usually assure to investors a broad availability of structures and services that rural areas cannot offer. Another limiting factor for rural areas is the difficulty the enterprises which want to localize their structures outside the urban area meet when they try to find information about the quantity and the quality of the available structures. This penalization affects also the unused real estates of the public administration institutions; these real estates could represent for the investors an important opportunity to improve area’s resources, meeting some forms of converging collaboration with the public administration institutions. POLYINVEST project aims at improving conditions for investment in the rural areas, directly tackling the development gap between the regions of the South East Europe and to develop an information system useful for those public administration institutions.
The nonlinear GDP dynamics

Abstract: The oscillatory behavior of GDP and its components leads to a Fourier transform analysis that results in the eigen values of the dynamic economic system. The larger values are dominating the transient behavior of the GDP components and these transients are discussed along with the specific behavior of each component. The second order differential equations are determined, for each component, to describe the oscillatory behavior and the transient resulting from a step excitation. The natural frequencies are determined and the correlation of pairs of components’ cycles result in ‘beats’ process where the modulated wave cycles are compared and discussed. Based on these correlated influence terms the solutions of the differential equations of each component are determined along with their evolution in the phase space and with the specific Lagrangian. The possible occurrence of dynamical behavior basins for GDP is explored, associated to time interval least action considerations. Important conclusions are drawn from this analysis on the dynamics of GDP and its components, in terms of general versus local equilibriums and their evolution.
Two new records of springtails (Hexapoda: Collembola) for the Romanian Fauna – Maramures county

Abstract: The author presents data about the collembolan species collected from the Maramure County. Forty-three species of springtails were identified. Among them, Caprainea bremondi Dallai, 1972 and Sminthurinus reticulatus Cassagnau, 1964 are recorded for the first time for the Romanian fauna.
Forest structure analysis on very high resolution images

Abstract: Forest structure information has been of interest for a long time, being linked to thepossibilities of maximizing forest production in terms of ecological stability. Forest structure parameterscan be used in assessing the degree of closeness to natural ecosystems for any type of forest stand. Theremote sensing methods have the advantage of large scale interpretation of results, facilitating theanalysis at different levels – from tree level to landscape level, all this in the context of satellite imagesprice decrease. The high resolution images have their advantages and disadvantages in forest structureassessments but, accurate information about the forest ecosystems can be obtained with the rightprocessing techniques. The evolution of satellite sensors parameters has lowered the analysis level fromthe landscape level somewhere close to tree level; the modern very high spatial resolution satellites havea spatial resolution similar to medium scale aerial photos, with the advantage of price and multispectralcharacteristics. The different spectral channels can be sensitive to several forest parameters and, in theright combination, can offer an “image” of forest state and structure. Before using the data extractedfrom satellite images, is important to make accuracy studies and establish the correct level of analysis.In this context, the paper’s objective is to analyze the possibilities of measuring forest structureparameters on IKONOS and aerial images and establish the optimum level for information processing.The parameters taken into account were crown diameter, canopy cover index and number of trees perarea unit; the forest stands are consisting of mixed forests of silver fir and Norway spruce, with a highhomogeneity. The results of the study showed that a better accuracy is obtained on IKONOS rather thanaerial photos, especially in the case of crown diameter and canopy cover index; in the case of number oftrees per area unit, the two types of images being similar. In both cases, remote sensing methods tendto reduce the variability of the data, in comparison to ground methods. The best comparability of data isachieved at the stand level, even if the information is originating from measurements of individual trees(as in the case of crown diameter). The conclusion that should be drawn from this study is that the levelof analysis can be lowered even to the tree level, but the data should be analyzed on a stand level forbetter comparability.
PATTERNS UTILIZED IN THE SIMULATION OF UNDERGROUND WATER FLOW AND THE TRANSPORTATION OF POLLUTANTS IN THE BAHLUI DRAINAGE BASIN

Abstract: ABSTRACT. – Patterns utilized in the simulation of underground water flow and the transportation of pollutants in the Bahlui drainage basin. In the actual context of accelerate economic development, the excessive exploatation of water resources from the underground and the contamination of these with different water pollutants has become a major problem which has enetered the attention of many researchers. For the evaluation of an underground water flow and pollutants transport sistem we have chosen the package of programs MODFLOW which includes a whole series of applications,such as MOC3D, MT3D, MT3DMS, PEST, UCODE, PMPATH, which allow simulations and multiple recalibrations of the capacity of recharging of the aquifers, the flowing of the water towards wells and drillings the transport of a pollutant agent in the underground or the evaluation of the exchange of water between the hidrographic network and aquifers. The sistem targets both the evaluation of the modelation of the underground flowing and the simulation of a punctual polluation of the canvas of groundwater scenery, in the meadow of the river Bahlui, west from Letcani village.
