Study on the Fiscal Budget Deviation and Its Structural Impact Factors  [PDF]

Abstract: Based on the background of fiscal budget balance deviation increasing year by year, this paper detects causal relationship between excess revenue and overspend in government finances with the granger causality method, and analyzes the influence of excess revenue to overspend with impulse response function under the VAR model. The result shows that the overrun is caused by excess revenue. To dig deep the structural factors that cause the budget income deviation, from the angle of tax in excess, the paper analyzes contribution to fiscal excess of value-added tax, business tax, personal income tax, enterprise income tax, consumption tax through multiple linear regression models. The results show that Business tax and individual income tax have a significant influence on fiscal budget deviation. The focus of correcting the fiscal budget balance deviation is to control the business tax and individual income tax in excess. The government should comprehensively promote the tax reform on personal income tax and VAT instead of business tax to establish and perfect the system of modern finance.

Abstract: To promote the preparation of the financial budget of more scientific and reasonable, this study adopts the revenue and expenditure data from 1950 to 2013, and applying Johansen cointegration test, error correction model and Granger causality test of causation financial statements between income and expenditure. The result is that there exists long-run equilibrium relationship between spending and revenue caused by this principle by using the moving average difference sequence auto regression model and the least-squares regression fitting equation. The choice of revenue analysis and forecasting finds the optimal model and provides more accurate prediction effects for the budget constraints of the prospective shift from preparation to establish multi-year balanced budget to provide reference, and future revenue growth slowed projections indicate an active role in the conclusion of the people's livelihood-oriented public finances construction being taking place.
An Explanation for China’s Economic Growth: Expenditure on R&D Promotes Economic Growth
—Based on China’s Provincial Panel Data of 1997-2013

Abstract: There are so many reasons to explain the China’s economic growth. This paper tries to give a different perspective. This study examines the relationship between expenditure on R&D from government and enterprise and economic growth by using China’s provincial panel data of 1997-2013 with a multiple linear regression. The study finds that there is a strong and positive correlation between expenditure on R&D and economic growth. Moreover, the study has a new finding. Compared to enterprise R&D strong correlation, the correlation between government R&D expenditure and the economic growth is nearly zero. One possibility is that government R&D expenditure is more directed toward basic research, which does not directly promote economic growth. The finding does not imply that government R&D expenditure is not a necessary component for economic growth. Both enterprise and government R&D expenditure are important for economic growth.

Abstract: The dual land market has greatly encouraged the economy and urban development and created far-reaching effects on excessive land expropriation and land finance. Using an analytical framework of dual market structure model, this paper investigates the relationship between local land finance and China’s rapid urbanization. Low-cost land expropriation is the main reason why extensive urbanization goes so fast in recent China. Granting farmers the complete land rights, implementing property tax to consolidate local tax bases, unifying the dual land market are helpful to achieve both social equity and land use efficiency in Chinese rapid urbanization process.

Abstract: Gender imbalance has already become a serious social problem in China. Meanwhile, a different mismatch of single men and women of marriageable age is present in large and mid-sized cities. Urban “leftover women” is categorized into “active” and “passive” types. Factors resulting in the two types are different, including level of education, concepts of love and marriage, age, types of occupation and so on. To solve the urban “leftover women” phenomenon, both government and society should take countermeasures and single person is encouraged to change standards for selecting a mate.
Design and Simulation of Axial Flow Maglev Blood Pump

Abstract: The axial flow maglev blood pump (AFMBP) has become a global research focus and emphasis for artificial ventricular assist device, which has no mechanical contact, mechanical friction, compact structure and light weight, can effectively solve thrombus and hemolysis. Magnetic suspension and impeller is two of the important parts in the axial flow maglev blood pump, and their structure largely determines the blood pump performance. The research adopts electromagnetic and fluid finite element analysis, and puts forward a method to design the magnetic suspension and impeller of axial flow blood pump, which tacks into account the small volume of axial blood pump. The magnetic bearing’s characteristics are evaluated by electromagnetic finite element analysis. The Blades have been designed by calculating aerofoil bone line, and make simulation analysis for different thicken ways of blade by Fluent software, and make a conclusion that the blade thickened with certain rules has better characteristics in the same conditions. The results will provide some guidance for design of axial flow maglev blood pump, and establish theoretical basis for application of the implantable artificial heart pump.

Content-Centric Networking: Effect of Content Caching on Mitigating DoS Attack

Abstract: Content-Centric Networking (CCN) is a novel networking paradigm making named data the first class entity rather than IP address. That is, it cares about which data to fetch rather than which host to reach. One key feature of CCN is the content caching that CCN routers are caching named contents instead of IP addresses, which makes the effect of Denial-of-Service (DoS) attack different from in TCP/IP networking. In this paper, we propose a DoS attack model for CCN. Comparing with TCP/IP networking, we use the model evaluations and NS2 simulations to show the effectiveness of CCNs content caching on limiting DoS attack. In addition, we analyze how the content caching Time-To-Live (TTL) in CCN affects DoS attack. Both the results show CCN has better survivability and resilience than TCP/IP networking when suffering DoS attack and larger content caching TTL brings in better DoS limiting effect.

Abstract: This paper applies method of continuous-time random walks for pedestrian flow simulation. In the model, pedestrians can walk forward or backward and turn left or right if there is no block. Velocities of pedestrian flow moving forward or diffusing are dominated by coefficients. The waiting time preceding each jump is assumed to follow an exponential distribution. To solve the model, a second-order two-dimensional partial differential equation, a high-order compact scheme with the alternating direction implicit method, is employed. In the numerical experiments, the walking domain of the first one is two-dimensional with two entrances and one exit, and that of the second one is two-dimensional with one entrance and one exit. The flows in both scenarios are one way. Numerical results show that the model can be used for pedestrian flow simulation. 1. Introduction In recent years, modeling pedestrian flow has attracted considerable attention, partly because the model serves as basis for efficient crowd evacuation management and pedestrian facility operations. However, the research is still in its infancy owing to the complexity of human being’s behaviors. Most of the existing models for pedestrian flow are of microscopic nature, describing in detail the interactions among pedestrians, and between pedestrians and obstacles. Those models include, among others, cellular automata models [1–7], lattice gas models [8–12], the social force models [13], the centrifugal force models [14], and the floor field models [15, 16]. In cellular automata models, the walking space is two-dimensional and divided into cells. Each cell can either be empty, be occupied by exactly one pedestrian, or contain an obstacle. Cellular automata models are widely used for capturing pedestrian walking behaviors, such as bi-direction movement [1, 3, 4], pedestrian counter flow with different walk velocities [2] or with right-moving preference [5], freezing transition phenomenon [6], and moving pedestrians’ reaction to an obstacle [7]. Like cellular automata models, the lattice gas model consists of a set of stochastic rules on the square lattice. Applying the lattice gas model, previous studies have systematically investigated the phenomenon of jamming transition from the moving state at a low density to the stopping state at a higher density [8–11]. Jiang and Wu employed the lattice gas model to examine the interaction between a large object and pedestrians in the narrow channel [12].
