Abstract: China’s new energy industry has been developed rapidly under the support of the government. It is of great practical significance to study the local government’s support for the development of new energy industry in the tax sharing system. The article is through the combination of questionnaire and fuzzy mathematics method to analyze the social public satisfaction with local government’s new energy policy, to provide a better reflection of local government policies to promote the development of new energy industry.
Research on Personal Privacy Protection of China in the Era of Big Data  [PDF]

Abstract: The purpose of this essay is to investigate the privacy concerns of Chinese, and to develop relevant protective measures. The groups are divided into two parts by gender and six parts by ages to analyze the different gender and different age groups of privacy concerns. The significance of this study is protecting personal data property. The data of personal information after finishing processing have economic value. These data once disclosed, will be not reversible, so it is important to study the personal privacy in the era of big data and to initiate and enforce legal and regulatory protection measures. Results show that Chinese’s privacy in public places for Internet records, friends dynamic and age’s awareness is insufficient; most people especially female lack privacy protection skills. Educators need to improve the relevant laws and regulations, promote privacy protection skills and strengthen the conception of privacy.

Abstract: The purpose of this study is to show the performance of the Central Government in the new energy industry, and to analyze the effect of Central Government’s new energy documents. The essay intends to sum up almost new energy policies from the Central Government. The present study counts the total number of new energy policies, analyzes the distribution frequency of the new energy policies in the national institutions, and sorts out the purpose of the implementation of those new energy policies in order to understand the focus of the Central Government. Meanwhile, using a questionnaire, this essay collects data on evaluation of the public’s satisfaction with the new energy policy and the effect of the implementation of the new energy policy. So, based on a large amount of materials, the authors discuss about China how to promote the application of Central Government policies in this field are benefit to enrich the research materials of this field.
Prediction of Criminal Suspects Based on Association Rules and Tag Clustering  [PDF]

Abstract: To date, not many studies have been conducted on criminal prediction. In this study, the criminal data related to city S is divided into a training data set and a validation data set at a 1:1 ratio in light of the personal tag data and the travel and accommodation data of criminals and ordinary people in city S. Firstly, the FP-growth algorithm is adopted to calculate association rules between the criminals and the ordinary people in their travel and hotel accommodation data, in order to discover criminal suspects based on association rules. Secondly, the DBSCAN algorithm is employed for clustering of the tag data of the criminals and the ordinary people, followed by similarity calculation, in order to discover criminal suspects based on tag clustering. Lastly, intersection operation is performed on the above two sets of criminal suspects, and the resulting intersection is verified against the criminal validation set for elimination of criminals who appear in the intersection so as to obtain final criminal suspects. Results show that a set of 648 criminal suspects is retrieved based on the association rules calculated by the FP-growth algorithm, while a set of 973 criminal suspects is retrieved based on DBSCAN clustering and cosine similarity of the personal tags; the number of criminal suspects is narrowed down to 567 after the intersection operation of the two sets, and 419 of the 567 criminal suspects are further verified to be criminals using the validation set, thereby leaving the other 148 to be the final criminal suspects and giving a prediction accuracy of 73.9%. The data mining method of criminal suspects based on association rules and tag clustering in this study has been successfully applied to the police system of city S, and the experiment proves the effectiveness of this method in detecting criminal suspects.

In this paper, we extend our previous work of classical over barrier ionization (COBI) model to study the multiple ionization cross section of Ne and CO molecule collided by very high-q fast projectiles(q/v > 1). The model gives similar results to the independent-electron-approximation calculation and is in good agreement with experimental data. The very small computational time required makes it a good candidate for studying the multiple ionization of complex molecules under high linear energy transfers.

Abstract: Hg_(1-x)Cd_xTe ion-implanted N~+-P gate-controlled photodiodes are fabricated.Measurements show that the P-N junction characteristics are limited seriously by surface channel leakage current due to strong inversion of P-side surface. A theoretical analysis about this leakage mechanism is carried out in detail. By taking into account the unique features of narrow band-gap Hg_(1-x)Cd_xTe, forward and reverse I-V characteristics and the temperature dependence of R_0A product determined by surface channel current are calculated as a function of the gate bias. A qualitative agreement between experimental and the-oretical results is obtained.
Pristimerin Causes G1 Arrest, Induces Apoptosis, and Enhances the Chemosensitivity to Gemcitabine in Pancreatic Cancer Cells

Abstract: Despite rapid advances in chemotherapy and surgical resection strategies, pancreatic cancer remains the fourth leading cause of cancer related deaths in the United States with a 5-year survival rate of less than 5%. Therefore, novel therapeutic agents for the prevention and treatment of pancreatic cancer are urgently needed. The aim of this study was to investigate the effect of pristimerin, a quinonemethide triterpenoid compound isolated from Celastraceae and Hippocrateaceae, on inhibition of cell proliferation and induction of apoptosis in three pancreatic cancer cells, BxPC-3, PANC-1 and AsPC-1, in both monotherapy and in combination with gemcitabine. Treatment with pristimerin decreased the cell proliferation of all three pancreatic cancer cells in a dose- and time-dependent manner. Treatment of pancreatic cancer cells with pristimerin also resulted in G1-phase arrest which was strongly associated with a marked decrease in the level of cyclins (D1 and E) and cyclin-dependent kinases (cdk2, cdk4 and cdk6 ) with concomitant induction of WAF1/p21 and KIP1/p27. Pristimerin treatment also resulted in apoptotic cell death, cleavage of caspase-3, modulation in the expressions of Bcl-2 family proteins, inhibition of the translocation and DNA-binding activity of NF-κB. In addition, pristimerin potentiated the growth inhibition and apoptosis inducing effects of gemcitabine in all three pancreatic cancer cells, at least in part, by inhibiting constitutive as well as gemcitabine-induced activation of NF-κB in both its DNA-binding activity and transcriptional activity. Taken together, these data provide the first evidence that pristimerin has strong potential for development as a novel agent against pancreatic cancer.
Identification of similar non-thermophilic Crenarchaeota in four Chinese and American pristine soils

Abstract: Archaea have been discovered in non-extreme environments recently but not in Chinese pristine soils so far. This study was conducted to assess the presence of Archaea in two Asian pristine soils from Xin-jiang and Guangxi of China and in two North American soils from southern Arizona region of the United States. Four 16S rDNA clone libraries were generated and 16S rDNAs related to 28 Crenarchaeota were identified in all four soils. All of the 16S rDNA sequences grouped closely with non-thermophilic terrestrial Crenarchaeotae, which is distinct from marine and freshwater crenarchaeotal clusters. Phylogenetic analysis indicated that the recovered 28 crenarchaeotal 16S rDNA sequences belong to two distinct clades that can be distinguished on the basis of either 16S rDNA sequence or G C content. Our results demonstrate the pres-ence of non-thermophilic Crenarchaeota in two Chinese and two American pristine soils for the first time in these regions, indicating that the range of these organisms is not restricted to extreme conditions. In addition, Clade 2 contains clones only from the American soils, indicating that the geographic locations and soil char-acteristics may influence the types of terrestrial crenarchaeotal populations.

Abstract: The knowledge acquisition and exploitation are becoming more and more for local vendors in offshore outsourcing cooperation. In the process of product innovation, internal knowledge sharing (IKS), external knowledge acquisition (EKA) and their interactive relationship is discussed. Through the using of the method of 3SLS, the results of STATA indicate that IKS and EKA positively complement for product innovation. Furthermore, the result of SPSS reveals that knowledge exploitation mediates the (IKS) EKA and product innovation.

During the exploitation and production, problems mainly show on lithologic deposit, for example, reserves are low and difficulty of producing is huge. Based on results of sand body dissection of dense well network of developed oil deposit, and combined with explored reserves, this article researches a relation between extent of well control and reserves precision of explored reserves of lithologic deposit in delta front area by well diluted method.
