On the Foundations of Guidelines for Health Economic Assessment  [PDF]

In recent years, increased attention has been given to guidelines for cost-effectiveness analysis of medical interventions, and some of these guidelines (such as NICE [1]) have become rather influential. In the paper, we present a model of retrieving and processing information to be used for the study of guidelines and their use. Our main result, which relies on a version of the theorem of Blackwell [2], shows that in cases where there are sufficiently many decisions to be made on the basis of the information obtained, there can be no other objective ranking of methods than the trivial one ranking more information is higher than less information. In our context, this means that guidelines may have administrative advantages but cannot be considered as a scientifically based approach to better decision making.

Abstract: In this paper, the pricing and sale of firms is approached from the owners’ point of view. It is shown that there are very strong ex ante owner incentives to set prices of firm products or services below their short- term profit maximizing levels, since low prices signal low costs and as a consequence a higher sales value of the firm. Buyers take this signaling into consideration, but irrespective of their countermoves, the equilib- rium result may be a lowering of ex ante product prices, and an ex post market overvaluation of the firm. This model is utilized to suggest possible explanations to one of the more puzzling initial public offer (IPO) phenomena: the long run underperformance of IPO equities.
An International Trade Model with Entrepreneurs and Financial Markets  [PDF]

We consider a two-period model of a three-country world with free trade in finished products and some factor mobility, where production is subject to uncertainty. Enterpreneurs may establish production in other countries but can obtain financing only in the country of origin. In this model, integrating production across countries, in particular integrating economically strong and weak partners, may give rise to a welfare loss, showing that traditional views on efficiency of international trade must be reconsidered when risk and uncertainty are taken into account.
Incentive Contracts with Unobservable Competence Levels

Abstract: A contract where the agent is compensated ex post only upon satisfactory performance, often called a no-cureno- pay contract, can arise as under several circumstances. In this paper, we model the problem of contractual choice as a principal-agent contract which is modified due to hidden information about the competence of the agent to fulfill the obligations of the contract. The agent offers a choice of contracts to the principal, thereby signalling agent competence to the principal, and there is no alternative reputation mechanism to the contract for the principal's bargaining strategy. It turns out that in this situation, the optimal contract will have a form which may be recognized as a no-cure-no-pay contract.

Abstract: Aktuelle Methodologie betreffs teilnehmender Beobachtung l sst zumeist die Beobachtung als Handlung unbeobachtet. Wenn man teilnehmende Beobachtung vom Gesichtspunkt der Systemtheorie aus betrachtet, ergeben sich fundamental neue Einsichten in das Thema. Beobachtung ist immer Teilnahme. Es ist unm glich, sich der Position des Beobachters/der Beobachterin und damit auch des Miterzeugung des beobachteten Ph nomens zu entziehen. Es existiert keine neutrale oder objektive Deskription. Da Beobachtung sich mit den Unterschieden und dem Sinn des Prozesses besch ftigt, sind alle Deskriptionen Rekonstruktionen und Interpretationen des Beobachteten. Somit hinterlassen sowohl die Idee einer neutralen Deskription als auch die Idee des naiven Beobachters/der naiven Beobachterin eine Lücke. Die fehlende Anerkennung und Beobachtung von sich selbst als Beobachter/in und Miterzeuger/in von empirischen Daten verwandelt den Beobachtungsprozess zur gr βten unbeobachteten Quelle der Kontingenz in der auf teilnehmende Beobachtung basierten Datenproduktion. Approaching participating observation from systems theory offers fundamental new insights into the topic. Observation is always participation. There is no way to escape becoming a participant and, as such, co-producer of the observed phenomenon. There is no such thing as a neutral or objective description. As observation deals with differences and process meaning, all descriptions are re-constructions and interpretations of the observed. Hence, the idea of neutral descriptions as well as the idea of the na ve observer becomes a void. Not recognizing and observing oneself as observer and co-producer of empirical data simply leaves the process of observation as the major unobserved absorber of contingency in data production based on participating observation. Biological and sociological interpretations of age-adjustment in studies of higher order birth rates

Abstract: Several studies of the effect of education on second or third birth rates (e.g. Hoem et al. (2001)) have used the concept of relative age at previous birth (B.Hoem (1996)). B.Hoem's idea was to focus on the social meaning of age at previous birth. We broaden the discussion by considering other interpretations of the explanatory power of the age at previous birth, particularly via known trends in biological fecundity. A mathematical analysis of the approach reveals side effects that have not been taken sufficiently into account. Our recommendation is not to use the relative age approach without supplementing it with the more traditional approach which includes the actual age at previous birth.

Den konkluderer, at problemorientering i klassisk forstand ikke har nogen betydning p de tre uddannelser. To af uddannelserne finder problembegrebet problematisk i forhold til uddannelsens faglighed. P alle uddannelser er der tale om eksemplariske og didaktisk tilrettelagte problemer, som refererer til uddannelsens hensigt og indhold, frem for til noget uden for denne. Derimod tildeles projektbegrebet og projektet som organiserende princip en central plads i beskrivelsen af metoden.

Abstract: Artiklen unders ger studerendes l ringsoplevelser i projektorganiseret undervisning i individuelle grupperum og i bent kontorlandskab. Den konkluderer, at de to studiemilj er skaber vidt forskellige l rings-oplevelser. Det bne rum tilbyder rige muligheder for inspiration og feedback og bidrager til fagligt og socialt tilh rsforhold. Endvidere synes det bne rum at skabe bedre rammer for udvikling af l rings- og samarbejdskompetencer. De lukkede rum vanskeligg r b de formel og uformel kontakt og giver mange studerende en oplevelse af at st uden for f llesskabet. The paper examines students’ experiences with project organized teaching in two different spatial conditions: separate rooms and an open space office. It concludes that students experience the two types of spatiality to provide very different learning contexts. The advantages of multiple rooms arise from their affordance of spontaneous inspiration, feedback, and social inclusion. Further the findings suggest that the multiple group room assists in the development of competencies in the areas of collaboration and learning. In contrast the separate room challenge on both professional and informal social interaction.
