Power and Opposition: The Semantics of the Official Discourse during the First Months after December 1989

Abstract: As its title suggests, this article represents a short analysis of the official discourse immediately after the 1989 Romanian revolution. The paper points out the similarities between Ion Iliescu’s and National Salvation Front (N. S. F.)’s representatives speeches on one hand, and those of the Communist leaders in the late 40’s and at the beginning of the 50’s, on the other hand. Surprisingly, there are also a few similarities with the discourse of the executed dictator, Nicolae Ceau escu. We also tried to underline the nature of the relations between the authorities and the opposition. For the new authorities from Bucharest, the opposition was to have only a formal role. In reality, no real opposition to the official policy was tolerated.
A Stationary, Mixing and Perturbative Counterexample to the 0-1-law for Random Walk in Random Environment in Two Dimensions

Abstract: We construct a two-dimensional counterexample of a random walk in random environment (RWRE). The environment is stationary, mixing and perturbative, and the corresponding RWRE has non-trivial probability to wander off to the upper right. This is in contrast to the 0-1-law that holds for i.i.d.\ environments.

Abstract: Balanced Scorecard (BSC) is a system of management and an instrument of strategic planning, spread within business and industry, in state public institutions, as well as in non-profit institutions. BSC improves external and internal communication and also monitors the performance of an organization starting from its strategic objectives.In the past, BSC played the part of performance measurement. Lateron, the BSC concept evolved and fully became an instrument of strategic planning.This article tries to achieve a translation of the concepts into official statistics, identifying concrete measures to be done and measured by an organization. It is useful for the execution of the organization strategy.It is estimated that the new modern approach of strategic management, respectively BSC, allows the national institutes of statistics to clarify the vision and strategy and translated them into actions.

Abstract: Research has shown that financial development accelerates economic growth but little has been discussed about the disproportionate effect a country’s financial development has on the growth of its small firms. With this in mind we propose a panel data analysis of the Romanian SMEs over the period 2002-2008. The results show that financial development exerts a positive effect on small firms relative to large ones. The analysis is based on data regarding: (a) the relative size of Romanian small and medium size enterprises (SMEs) in sectors like: industry, trade and services (calculated as the share of value added by different size class SMEs in total country’s value added); (b) each sector’s employment share and (c) Romania’s level of financial development.

Abstract: Optimizing the solution for the water supply system of the cities in the Mures Valley between Reghin and the confluence with Aries River and developmental strategies. The distribution net situation, the materials quality and their age, are factors that condition the water administration efficiency in the urban environment, very well expressed though the damages value. Although, in time, their amount reached inadmissible thresholds for the European structures connection in the domain, the modernization and reorganization process of the water supply net, found in unfurl, in accordance with the UE provisions, express the final desideratum, and certain, the bringing of the damages amount closer to zero. Therefore, it must be noticed the modernization and attenuation efforts of those drawbars, all the approaches of the organisms being skilled towards the function efficiency and increase of the hole water supply system.

Abstract: The used and pluvial systems disorders for pluvial waters in the cities of the Mure Valley between Reghin and the confluence whit Aries River and their perspective moderns. The interaction between the human activity and the natural cycle for the water, realized in the urban areas, and his function for support the urban system are developed. This interaction has two principal forms. In this conditions is making a perturbation at the natural cycle at the water, to creation a urban cycle, that mark a faithful connection between the human and the water in urban areas.

Abstract: The issue of glass ceiling, invisible barriers that limit the access of women to higher level occupations and positions, continues to be of concern. Prior studies in this topic have been mostly conducted based on two perspectives: systemic and personal. However, neither of these two perspectives have managed to completely explain the glass ceiling phenomena in organizations. This paper focuses on higher education institutions in Australia. Incorporating both of these perspectives, this paper investigates the factors that influence career progression of women academics in Australian universities.
Empowering School of Accounting Websites through Quality Assurance: Development and Implementation of a User-perceived Instrument

Abstract: Today’s institutions of higher education are facing an increased number of significant challenges taking place in the political, economic, social and technological environment. Accordingly, the issues of performance, accountability, and marketing strategies have become ever more important. It has been suggested that universities that are more market or customer orientated can perform better. In dealing with customers, most universities have utilised Web technologies for both informational and promotional purposes. The question is whether they have designed their Web sites well enough in order to gain the benefits from Web utilisation. Previous studies on quality of Web sites are not lacking, but most of them have focussed mainly on business Web sites. Empirical research that focuses on the Web site quality of institutions of higher education has been scarce. This study focuses on the websites of Schools of Accounting, and selects the websites of Schools of Accounting in New Zealand’s universities as the research objects. The main objectives of this study are to develop and validate an instrument for measuring School of Accounting website quality from the perspectives of the users, and to implement the proposed instrument to measure and rank the quality of websites of Schools of Accounting in New Zealand. The results from this initial application substantiated the validity and reliability of the instrument.
