Ciencia, tecnología y desarrollo: una experiencia de apropiación social del conocimiento

Abstract: this paper is about a social process. as a part of the ongoing revolution in computer mediated technologies, an analysis is made of the potential offered, from the perspective of the social appropriation of knowledge, by a new website for global dialogue in the field of science, technology, development and innovation that aims to an audience including all those with either a professional or personal interest in the role of science and technology in sustainable development. a brief opening discussion is made of the difficulties of improving the social understanding of science in developing countries. then scidev.net is analyzed as a project trying to build up a social web around scientific issues from the perspective of the south. the strategic aims of the website, as well as issues like the existence of hidden agendas in many of those sites, the relevance of the topics covered, the directionality of the flows of information, audiences targeted by the website, the challenges posed for building up a more harmonic international collaboration in this field, are all paid attention.

Abstract: following the observation that, nowadays, people read less, the author places another question: do people read less or do they just read differently? thus, the article interrogates the relation of the talking being to writing and culture, highlighting in the reading process the interpretation component which does not occur apart from the unconscious reading. it presents the unconscious as an interpreter, to wit, a reading device that interprets reality and everything that is read. it draws attention to the dimension of satisfaction inherent in the interpretation activity and in the schooling function to spot possibilities so that the said satisfaction may spread socially.

Abstract: in latin america the local experimental scientific activity is often invisible. lack of interest for the life of the laboratory seems to obey to reasons that are not alien to some generalized intellectual, social and technological structures in techno-scientific research during the last half century in countries with advanced science, and a whole range of social phenomena that surround and give entity to that science, establishing viability indexes that prevent an easy transference of concepts from those contexts to the latin american ones. it is often assumed that some ideas can only emerge from certain forms of international cooperation. in the present paper the contingency and determinism of industrial research is discussed, the example of orimulsion is revised as a national flagship technological development in relation to the notion of technology practice communities, and the distinction between policy and politics is debated, arguing that basic decisions about industrial r&d are political.

Abstract: abstract the evolution of statistical thought and enumerations is reviewed as well as their use in the description and explanation of natural and social phenomena. the social sciences have been active producers and consumers of statistical data. at present it may be argued whether in widening its scope in the attempt to embrace and control the growing and disordered amalgam of users there is a change of skin of statistics as a discipline. this is not merely an academic question related to the scope and boundaries of the field of knowledge, but a practical and political one. the specificity of science and technology invites to analyze the diversity and overlapping of the activities in which scientists and engineers participate, that touch dimensions of reality as different as economics, public administration, forms of evaluation, the interests of researchers, industry, the state, financial capital, etc. the growth in the quantity of more or less comparable data about science and technology helps interpret the changes. hence the interest posed by new organizational forms for this social monitoring as the observatories of science, technology, and innovation.

Abstract: the world has had a great economic progress during the second half of the 20th century, including the underdeveloped countries. we have been witnesses of the global integration of markets and economic structures. nevertheless, it has not been a uniform process. poverty exists everywhere. to reduce it, developing countries need to achieve a technological improvement, the domain and production of knowledge and invest on innovation. they must raise the educational levels with deep reforms in their system; the institutions either of top education, scientific and technological research, must fortify it in an integrated way, and create new programs that would transform the territorial organization within the countries and the whole region.
Enhancing Learner Autonomy in an On-line Editing Programme

Abstract: Little (1999) argues that in formal educational contexts, “the basis of learner autonomy is acceptance of responsibility for one’s own learning” (p.11). An autonomous learner takes responsibility for various aspects of learning (Benson & Voller, 1997; Holec, 1981). This study examines how learner autonomy opportunities were provided at various stages of writing in an on-line editing programme for a group of electronic engineering students and how the students took charge of their language learning when receiving feedback on their technical writing. The impact on their own learning effectiveness of the decisions students made is also discussed.
